Voter Turnout and the Dynamics of Electoral Competition in Established Democracies since 1945
Voting is a habit. People learn the habit of voting, or not, based on experience in their first few elections. Elections that do not stimulate high turnout among young adults leave a 'footprint' of low turnout in the age structure of the electorate as many individuals who were new at those elections fail to vote at subsequent elections. Elections that stimulate high turnout leave a high turnout footprint. So a country's turnout history provides a baseline for current turnout that is largely set, except for young adults. This baseline shifts as older generations leave the electorate and as changes in political and institutional circumstances affect the turnout of new generations. Among the changes that have affected turnout in recent years, the lowering of the voting age in most established democracies has been particularly important in creating a low turnout footprint that has grown with each election.

This book develops and empirically tests a social theory of political participation. It overturns prior understandings of why some people (such as college-degree holders, churchgoers and citizens in national rather than local elections) vote more often than others. The book shows that the standard demographic variables are not proxies for variation in the individual costs and benefits of participation, but for systematic variation in the patterns of social ties between potential voters. Potential voters who move in larger social circles, particularly those including politicians and other mobilizing actors, have more access to the flurry of electoral activity prodding citizens to vote and increasing political discussion. Treating voting as a socially defined practice instead of as an individual choice over personal payoffs, a social theory of participation is derived from a mathematical model with behavioral foundations that is empirically calibrated and tested using multiple methods and data sources.

This paper analyzes the effects on voting behavior of information disseminated over the Internet. We address endogeneity in Internet availability by exploiting regional and technological peculiarities of the preexisting voice telephony network that hindered the roll-out of fixed-line infrastructure for high-speed Internet. We find negative effects of Internet availability on voter turnout, which we relate to a crowding-out of TV consumption and increased entertainment consumption. We find no evidence that the Internet systematically benefits specific parties, suggesting ideological self-segregation in online information consumption. Robustness tests, including placebo estimations from the pre-Internet period, support a causal interpretation of our results.

Overconfidence in Political Behavior

This paper studies, theoretically and empirically, the role of overconfidence in political behavior Our model of overconfidence in beliefs predicts that overconfidence leads to ideological extremeness, increased voter turnout, and stronger partisan identification. The model also makes nuanced predictions about the patterns of ideology in society. These predictions are tested using unique data that measure the overconfidence and standard political characteristics of a nationwide sample of over 3,000 adults. Our numerous predictions find strong support in these data. In particular, we document that overconfidence is a substantively and statistically important predictor of ideological extremeness, voter turnout, and partisan identification.

Varieties of Clientelism: Machine Politics during Elections

Although many studies of clientelism focus exclusively on vote buying, political machines often employ diverse portfolios of strategies. We provide a theoretical framework and formal model to explain how and why machines mix four clientelist strategies during elections: vote buying, turnout buying, abstention buying, and double persuasion. Machines tailor their portfolios to the political preferences and voting costs of the electorate. They also adapt their mix to at least five contextual factors: compulsory voting, ballot secrecy, political salience, machine support, and political polarization. Our analysis yields numerous insights, such as why the introduction of compulsory voting may increase vote buying, and why enhanced ballot secrecy may increase turnout buying and abstention buying. Evidence from various countries is consistent with our predictions and suggests the need for empirical studies to pay closer attention to the ways in which machines combine clientelist strategies.

Voter Partisanship and the Effect of Distributive Spending on Political Participation

Do distributive benefits increase voter participation? This article argues that the government delivery of distributive aid increases the incumbent party's turnout but decreases opposition-party turnout. The theoretical intuition here is that an incumbent who delivers distributive benefits to the opposing party's voters partially mitigates these voters' ideological opposition to the incumbent, hence weakening their motivation to turn out and oust the incumbent. Analysis of individual-level data on FEMA hurricane disaster aid awards in Florida, linked with voter-turnout records from the 2002 (pre-hurricane) and 2004 (post-hurricane) elections, corroborates these predictions. Furthermore, the timing of the FEMA aid delivery determines its effect: aid delivered during the week just before the November 2004 election had especially large effects on voters, increasing the probability of Republican (incumbent party) turnout by 5.1% and decreasing Democratic (opposition party) turnout by 3.1%. But aid delivered immediately after the election had no effect on Election Day turnout.

Voter turnout theories based on rational self-interested behavior generally fail to predict significant turnout unless they account for the utility that citizens receive from performing their civic duty. We distinguish between two aspects of this type of utility, intrinsic satisfaction from behaving in accordance with a norm and extrinsic incentives to comply, and test the effects of priming intrinsic motives and applying varying degrees of extrinsic pressure. A large-scale field experiment involving several hundred thousand registered voters used a series of mailings to gauge these effects. Substantially higher turnout was observed among those who received mailings promising to publicize their turnout to their household or their neighbors. These findings demonstrate the profound importance of social pressure as an inducement to political participation.

Vote Buying or Turnout Buying? Machine Politics and the Secret Ballot

Scholars typically understand vote buying as offering particularistic benefits in exchange for vote choices. This depiction of vote buying presents a puzzle: with the secret ballot, what prevents individuals from accepting rewards and then voting as they wish? An alternative explanation, which I term “turnout buying,” suggests why parties might offer rewards even if they cannot monitor vote choices. By rewarding unmobilized supporters for showing up at the polls, parties can activate their passive constituencies. Because turnout buying targets supporters, it only requires monitoring whether individuals vote. Much of what scholars interpret as vote buying may actually be turnout buying. Reward targeting helps to distinguish between these strategies. Whereas Stokes's vote-buying model predicts that parties target moderate opposers, a model of turnout buying predicts that they target strong supporters. Although the two strategies coexist, empirical tests suggest that Argentine survey data in Stokes 2005 are more consistent with turnout buying.

Descriptive Social Norms and Motivation to Vote: Everybody's Voting and so Should You

The fact that many citizens fail to vote is often cited to motivate others to vote. Psychological research on descriptive social norms suggests that emphasizing the opposite—that many do vote—would be a more effective message. In two get-out-the-vote field experiments, we find that messages emphasizing low expected turnout are less effective at motivating voters than messages emphasizing high expected turnout. The findings suggest that descriptive social norms affect vote intention only among citizens who vote infrequently or occasionally. Practically, the results suggest that voter mobilization efforts should emphasize high turnout, especially when targeting occasional and low rate of participation voters. More generally, our findings suggest that the common lamentation by the media and politicians regarding low participation may undermine turnout.
