Effects of Irrigation Water Sufficiency on Water Fee Collection Rate in Uganda’s Large-Scale Paddy Irrigation Schemes

Improving irrigation performance is crucial for increased agricultural productivity. As an indicator of performance, among other factors, improving the water Fees Collection Rate (FCR) is required, but FCR has remained low in most African and Asian countries. In this research, taking the Doho rice scheme in Uganda as a case study, we analyzed the relationship between water sufficiency and FCR. We hypothesized that FCR is influenced by the hydraulic position of the paddy field along the canal. We then used quantitative data for analysis through multiple regression. Later we used qualitative data obtained through interviews for additional explanations of water management activities. As a result, the FCR decreases from upstream to downstream at block, strip, and plot levels; the FCR decreases linearly with an increase in the delivery canal length; the FCR is higher in strips with fewer plots, and FCR is higher within the rotational irrigation blocks. We concluded that inadequate water supply due to high hydraulic positions resulted in low FCR downstream at all the canal levels. To improve FCR, we recommend blending water management activities that secure farmers’ agreement with onsite technical measures to counter the effect of hydraulic positions such as shorter strips and rotational irrigation.

This paper proposes a novel high-water mark fee structure and investigates its impact on the marketability of variable annuities. To evaluate the welfare effects of holding a variable annuity, we adopt meanvariance analysis. By also examining the welfare effects of holding two alternative investments, we introduce a quantitative measure, namely a compatible set of risk aversions, to assess the marketability of the variable annuity under a certain fee structure. Comparing the compatible sets and the welfare effects of holding the variable annuity under the high-water mark fee structure with those under a constant and a state-dependent fee structure, we find that the high-water mark fee structure improves the variable annuity's marketability in two aspects: First, it makes the variable annuity preferable to the alternative investments for a broader range of policyholders. Second, when the variable annuity is preferred over the alternative investments, it produces the highest welfare for the policyholder.

The Independent Evaluation Group (IEG) of the World Bank has undertaken impact evaluations of the Banks support to irrigation in Andhra Pradesh, India (under AP Irrigation II and III), and of the U.K. Department for International Development supported Rural Livelihoods Project (RLP).This is one of a series of IEG impact evaluations (see appendix H). IEGs program of impact evaluation is in part carried out under a Department for International DevelopmentIEG partnership agreement; hence the focus on RLP. However, survey villages are also covered by the Bank supported DPIP project, so that the findings are also relevant to this project.
Can Collecting Water Fees Really Promote Agricultural Water-Saving? Evidence from Seasonal Water Shortage Areas in South China

Under the influence of the extreme climate, South China frequently experiences a seasonally arid climate, resulting in seasonal water shortages, and threatening local food and water security. To cope with climate change, agricultural water-saving is inevitable. However, compared with the North, South China is rich in water resources, farmers’ water-saving awareness is weak, and most areas do not charge water fees, so it is difficult to promote agricultural water-saving; therefore, farmers’ agricultural water-saving behavior is worth discussing. Based on a survey and empirical analysis, this study identifies the key determinants of farmers’ agricultural water-saving behavior, particularly to verify whether collecting water fees helps to promote agricultural water-saving. A structured questionnaire was administered to a random sample of 660 farmers in South China with seasonal water shortage. A binary logistic regression model was used to examine the determinants. The results revealed that 15.30% (101) of farmers paid agricultural water fees, 26.97% (178) of farmers had agricultural water-saving behavior, and among these, 43.82% (78) of farmers paid agricultural water fees. The results indicated that water fee collecting, water resource dependence, agricultural water service satisfaction, and water-saving policy publicity positively and significantly influenced farmers’ agricultural water-saving behavior, while farm size and age of household head showed a negative influence. Results also revealed that collecting water fees can indeed promote agricultural water-saving in seasonal water shortage areas of South China. This study recommends that policy makers take measures to improve agricultural water charges policies, strengthen irrigation services, and increase the publicity of agricultural water-saving policies.

Economic Incentives in Stormwater Management: A Study of Practice Gaps in Poland

Sustainable rainwater management is made possible, among others, by nationwide and local policies and regulations that create economic incentives. This article analyzes how existing economic instruments in Poland motivate property owners to make investments that manage rainwater on their own properties. Two types of investments were analyzed: bioswales as one of the lowest-cost green infrastructure measures in construction and operation, and the rainwater harvesting solution that uses rainwater to irrigate greenery. Simulation of this type of investment was undertaken in response to existing economic incentives—obtainable discounts of national and municipal rainwater drainage fees and municipal subsidy programs for rainwater management from three cities of different sizes selected from the Greater Poland province. Analyses were carried out for three types of development: different intensity, sealing of the land, and number of residents. The financial profitability of the investment was evaluated by determining the payback period, NPV, and benefit–cost ratio, taking into account the possible discounts in fees and investment subsidies in the variant analyses. It was shown that the incentive function of national fees for rainwater drainage is low, and that the incentive function of municipal fees and subsidies is higher, depending on the design of the fee (rates and discounts) and subsidy (directions and level of subsidies) systems.

The future of Swiss hydropower: How to distribute the risk and the profits?

Low electricity prices put economic pressure on hydropower companies. A more flexible water fee design can counteract this pressure and support hydropower companies during times when market revenues are low. However, this comes at the cost of lower revenues for resource owners. Using a sample of cost data for 62 companies and revenue data derived from an electricity market model, we have quantified this trade-off for the case of Switzerland. We found that electricity market price developments dominate changes in water fees and that for the profitability of hydropower, electricity prices are more important than water fee levels. However, with electricity prices of around CHF 40 per MWh, water fees can make the difference between profit and loss. Therefore, while flexible water fee regimes shift the market risk from producers to resource owners to some extent, the extent of this risk shift depends on the detailed design of the flexible regime.

Willingness to Pay for the Maintenance of Green Infrastructure in Six Chinese Pilot Sponge Cities

Due to the increasingly devastating impact of pluvial flooding on human beings’ lives and properties in cities, the use of green infrastructure to manage stormwater onsite is becoming more popular worldwide. The maintenance of green infrastructure to ensure its function has become one of the most pressing tasks facing policy makers. However, there is limited research regarding the willingness to pay the stormwater fee as a form of maintenance funding. This study utilized contingent valuation data obtained from a survey of 1101 respondents living in six pilot sponge cities in China to estimate the willingness to pay for the green infrastructure maintenance. The findings indicated that two-thirds of all respondents were willing to pay, 17% would like to pay around 6–10 RMB/month (0.95–1.59 US dollars/month), and 17.8% would like to pay more than 20 RMB/month (3.2 US dollars/month). The educational level and age of the respondents were significant determinants of the probability of willingness to pay and the amount they would like to pay. Knowledge of the concept of sponge cities was another significant influencing factor for the willingness to pay, but it did not influence the amount of payment. The findings could help policy makers make better strategies regarding the maintenance of green infrastructure and its costs.

Lack of stable and dedicated funding has been a primary challenge for municipalities in the United States to implement effective stormwater management programs. Stormwater utility fees (SUFs), as user fees, are an alternative dedicated revenue source to fund stormwater management. When complemented with stormwater utility credits or discounts, SUFs provide greater flexibility to adopting best management practices and reducing stormwater runoff at a lower overall cost to the community. While SUFs have been increasingly used, there is little systematic research on this topic. This paper reviews literature on how SUFs work, discusses the mechanisms for setting the fees, and provides examples of different rate structures from across the U.S. Then, we use the findings of the literature to evaluate SUFs as a funding strategy for stormwater management based on four revenue evaluation criteria of efficiency, equity, revenue adequacy, and feasibility. Overall, the literature indicates that stormwater utility fees are a more efficient and environmentally sustainable source of revenue that allows for long-range planning of capital improvements and operations, but their high political visibility and legal obstacles can affect their effective implementation. However, more empirical research is needed to assess these propositions. There is a lack of literature on effective SUF designs, equitable fee types, the extent to which SUFs lead to change in public behavior and their impact on business and stormwater management investments in a municipality.

Coal power generation capacity is expanding rapidly in the arid northwest regions in China. Its impact on water resources is attracting growing concerns from policy-makers, researchers, as well as mass media. This paper briefly describes the situation of electricity-water conflict in China and provides a comprehensive review on a variety of water resources management policies in China’s coal power industry. These policies range from mandatory regulations to incentive-based instruments, covering water withdrawal standards, technological requirements on water saving, unconventional water resources utilization (such as reclaimed municipal wastewater, seawater, and mine water), water resources fee, and water permit transfer. Implementing these policies jointly is of crucial importance for alleviating the water stress from the expanding coal power industry in China.

A scientific evaluation of the carbon emission efficiency is crucial for ensuring the sustainable development of wastewater treatment plants (WWTPs). In this paper, we applied a non-radial data envelopment analysis (DEA) model to calculate the carbon emission efficiency of 225 WWTPs located in China. The results showed that the average carbon emission efficiency of China’s WWTPs was 0.59, indicating that the efficiencies of most samples still require improvement. The carbon emission efficiency of WWTPs from 2015 to 2017 decreased because of the decrease in technology efficiency. Among the influencing factors, different treating scales had positive impact on carbon emission efficiency improvement. WWTPs with anaerobic oxic process and the first-class A standard were likely to have higher carbon emission efficiency in the 225 WWTPs. By incorporating direct and indirect carbon emissions into WWTP efficiency evaluation, this study helped decision-makers and related water authorities to better understand the contribution of WWTPs to the aquatic and atmospheric environments.
