Irrigation water tariffs: lessons for Portugal

This article aims to provide a comprehensive review of the empirical literature on irrigation water tariffs in several countries, particularly in Mediterranean European countries, and to offer insights into the Portuguese status quo. We analyze a wide variety of tariffs, and the largest differences among them are discussed. In various countries, in those regions with a higher demand for water, irrigation water tariffs are more complex and higher, varying from country to country and, within the same country, from region to region. Large differences in irrigation water tariffs among different water-use associations were found, mostly because each one has its own objectives. A SWOT analysis was performed for Portuguese irrigation water tariffs. It concludes that there is much to do to enact the proposed strategies, including recovering operation and maintenance costs and promoting the efficient use of water and efficient water allocation. Furthermore, the farmers' position in the value chain must be improved along with their ease of access to credit, thus increasing the added value of the produced goods.

Addressing china's water scarcity : recommendations for selected water resource management issues
This report reviews China's water scarcity situation, assesses the policy and institutional requirements for addressing it, and recommends key areas for strengthening and reform. It is a synthesis of the main findings and recommendations from analytical work and case studies prepared under the World Bank Analytical and Advisory Assistance (AAA) program entitled 'Addressing China's Water Scarcity: from Analysis to Action.' These studies focus on several strategically important thematic areas for China where additional research was needed, as identified by the research team and advisory group based on a review of pressing issues. These areas are governance, water rights, pricing, ecological compensation, pollution control, and emergency response. The approach has been to evaluate Chinese and international experience to identify policy and institutional factors that have proven effective in promoting the adoption of water conservation and pollution reduction technologies. The research was based on literature reviews, qualitative and quantitative policy analyses, household surveys, field trips, and case studies to develop feasible recommendations for a plan of action based on realities on the ground.
Performance Assessment for Increasing Connection Rates of Private Water Supply Operators in Cambodia

Private water supply operators (PWSOs) play an important role in extending piped water services in small cities in Cambodia. However, the connection rates to PWSOs are highly varied. Therefore, this study aimed to find the reasons for the low connection rates of PWSOs and to propose ways to increase the connection rates. The three PWSOs selected for this study supply water continuously, with sufficiently high pressure and good water quality except for the low concentration of residual chlorine, while the per capita supply volume varies significantly. Households with alternative water sources, namely rainwater and well water, consume less piped water than those without alternative water sources. Scattered service areas far away from water treatment plants had coverage rates that were lower than in compact service areas. The present connection costs and water tariffs are higher than those that non-connected households are willing to pay, though they pay high costs for bottled water. Due to the high variation in household income, connection fees and water tariffs are a financial burden for low-income households. Because the operating rates of the PWSOs are 21–47%, it is advised that PWSOs reduce their connection fees and water tariffs to obtain more connected households in their service areas.

The Africa Infrastructure Country Diagnostic (AICD) has produced continent-wide analysis of many aspects of Africa's infrastructure challenge. The main findings were synthesized in a flagship report titled Africa's Infrastructure: a time for transformation, published in November 2009. Meant for policy makers, that report necessarily focused on the high-level conclusions. It attracted widespread media coverage feeding directly into discussions at the 2009 African Union Commission Heads of State Summit on Infrastructure. Although the flagship report served a valuable role in highlighting the main findings of the project, it could not do full justice to the richness of the data collected and technical analysis undertaken. There was clearly a need to make this more detailed material available to a wider audience of infrastructure practitioners. Hence the idea of producing four technical monographs, such as this one, to provide detailed results on each of the major infrastructure sectors, information and communication technologies (ICT), power, transport, and water, as companions to the flagship report. These technical volumes are intended as reference books on each of the infrastructure sectors. They cover all aspects of the AICD project relevant to each sector, including sector performance, gaps in financing and efficiency, and estimates of the need for additional spending on investment, operations, and maintenance. Each volume also comes with a detailed data appendix, providing easy access to all the relevant infrastructure indicators at the country level, which is a resource in and of itself.

Water taxation in European Union (EU) countries is adapted to local conditions and institutional trajectories and contains a variety of taxes and tariffs to finance water services and induce a higher use efficiency. After having clarified certain concepts, this work offers an overview of water taxes and tariffs charged for agricultural water use in several European Union member states, both in water-abundant areas and in water-scarce regions. Mediterranean countries, such as France, Portugal, Italy and Spain, have implemented different tax systems on agricultural water abstractions to recover the costs of the regulation, storage, and management of basin-level water services with various levels of cost recovery in accordance with the provision by the Water Framework Directive. France, Portugal, and Italy have implemented an abstraction tax applied to any water source (surface and groundwater) as an instrument to induce water saving and internalize environmental and resource costs in the irrigation sector. Despite these efforts, current taxation remains very low in the European context. On the other hand, Northern European countries (including the Netherlands, Germany and Denmark) have no fiscal instruments related to agricultural abstractions (neither for surface nor for groundwater resources).

The Perception of Residential Water Tariff, Consumption, and Cost: Evidence of its Determinants Using Survey Data

In a survey of 1,500 households in Zaragoza (Spain), we found that respondents did not accurately know what the price of water was, and what the characteristics of the water tariff were, how much water they consumed, or how much it cost them; they thought they consumed less water than they actually did, and thought that their consumption level was normal; they believed they paid more than they really did, and considered the payments to be appropriate or expensive. Based on this sample of households, this paper analyses what determines the level of accuracy in the perception of consumers about their water tariff, their water consumption, and their total water cost, or, in other words, what determines the closeness between their perception and reality. The methodology applied is based on maximum likelihood estimates using various probit/logit models. The results obtained allow to identify the collectives to whom an information policy should be directed in order to approximate their perceptions closer to the real tariff, consumption and cost of water in households, and to point out the kind of information that should be transmitted in order to contribute to the preservation of water resources.

Drought response impacts on household water use practices in Cape Town, South Africa

Cape Town recently endured a record-breaking drought which nearly ended in disaster for the city's water supply. Municipal authorities introduced several measures to curb water demand using both monetary and other incentives, but little is known about how effective these measures were at encouraging people to save water. Previous literature shows no consensus as to which types of measures are most effective for managing residential water demand. Using information obtained through semi-structured, in-depth interviews with 20 individuals living in houses where they paid their water bills, this study provides insights on how respondents interpreted and responded to these mechanisms. Results show that price mechanisms were considered to be ineffective and did not encourage people to save water in their households. Non-price mechanisms were seen as having more impact on respondents, encouraging water conservation behaviour; especially when it comes to household indoor water use activities related to hygiene. While previous studies primarily provide quantitative data to measure the effectiveness of water demand management strategies, this paper adds a qualitative understanding of how and why households' water use practices change in response to these measures.

Infrastructure in Latin America and the Caribbean : recent developments and key challenges

This book reviews Latin America's experience with infrastructure reform over the last fifteen years. It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.
The paradox of water pricing

We deliver a public policy perspective on the dichotomies, dilemmas, and decisions of water pricing. First, the dichotomies between price and value, and costs, are defined to explain the paradox of water pricing: the price of water almost never equals its value and rarely covers its cost. Second, the dilemmas of water pricing are highlighted across efficiency and equity, objectives for water pricing, and the instruments available to decision-makers. Third, the challenges of decision-making are evaluated and illustrated in relation to water pricing. Fourth, an adaptive process is provided that includes participatory assessment of risks and options to guide water-pricing decision-making.

Synergetic Water Demand and Sustainable Supply Strategies in GCC Countries: Data-driven Recommendations

The Gulf Cooperation Council (GCC) countries, characterized with limited water resources and high oil/gas revenues, rely heavily on energy-intensive seawater desalination and non-renewable groundwater abstraction. The need to shift solutions to demand-side practices and sustainable supply alternatives has been long advocated; yet this study is the first to “quantify” the impacts of such solutions on the water management system of Qatar – considered a study case of GCC countries. In this research, a scenario-based approach was utilized to predict the impact of water demand control and wastewater reuse (and the resulting synergies) on consumption of desalinated water, extraction of groundwater resources, and development needs of water and wastewater infrastructure. To this effect, country-specific models for Qatar were developed to project annual household water demand, wastewater generation and residential construction growth, up to year 2050. The outcomes showed that tariff reforms and regulated greywater reuse would reduce the annual household demand for desalinated water by up to 27% and 7%, respectively. Also, intensive reuse of Treated Sewage Effluent (TSE) would reduce 40–80% of total groundwater abstraction for irrigation by 2050. Finally, adopting an integrated water strategy, with combined demand and supply management targets, creates synergies that would: (1) limit groundwater abstraction to rates close to the aquifers safe yield; and (2) delay the need for expansion of the water and wastewater infrastructure by more than a decade. Data-driven recommendations were provided accordingly.
