Reformers lament that, with every effort to regulate the sources of campaign funding, candidates creatively circumvent the new legislation. But in fact, political fundraisers don't need to look for loopholes because, as Raymond J. La Raja proves, legislators intentionally design regulations to gain advantage over their partisan rivals. La Raja traces the history of the U.S. campaign finance system from the late nineteenth century through the passage of the Bipartisan Campaign Reform Act (BCRA) of 2002. Then, using the 2004 presidential election as a case study, he compares the ways in which Democrats and Republicans adapted their national fund-raising and campaigning strategies to satisfy BCRA regulations. Drawing upon this wealth of historical and recent evidence, he concludes with recommendations for reforming campaign finance in ways that promote fair competition among candidates and guarantee their accountability to voters.

Why are politicians able to form electoral coalitions that bridge ethnic divisions in some countries and not others? This book answers this question by presenting a theory of pecuniary coalition building in multi-ethnic countries governed through patronage. Focusing on sub-Saharan Africa, the book explains how the relative autonomy of business from state-controlled capital affects political bargaining among opposition politicians in particular. While incumbents form coalitions by using state resources to secure cross-ethnic endorsements, opposition politicians must rely on the private resources of business to do the same. This book combines cross-national analyses of African countries with in-depth case studies of Cameroon and Kenya to show that incumbents actively manipulate financial controls to prevent business from supporting their opposition. It demonstrates that opposition politicians are more likely to coalesce across ethnic cleavages once incumbents have lost their ability to blackmail the business sector through financial reprisals. Capitalism v. democracy : money in politics and the free market constitution

As of the latest national elections, it costs approximately $1 billion to become president, $10 million to become a Senator, and $1 million to become a Member of the House. High-priced campaigns, an elite class of donors and spenders, superPACs, and increasing corporate political power have become the new normal in American politics. In Capitalism v. Democracy, Timothy Kuhner explains how these conditions have corrupted American democracy, turning it into a system of rule that favors the wealthy and marginalizes ordinary citizens. Kuhner maintains that these conditions have corrupted capitalism as well, routing economic competition through political channels and allowing politically powerful companies to evade market forces. The Supreme Court has brought about both forms of corruption by striking down campaign finance reforms that limited the role of money in politics. Exposing the extreme economic worldview that pollutes constitutional interpretation, Kuhner shows how the Court became the architect of American plutocracy.
Capitalism v. Democracy offers the key to understanding why corporations are now citizens, money is political speech, limits on corporate spending are a form of censorship, democracy is a free market, and political equality and democratic integrity are unconstitutional constraints on money in politics. Supreme Court opinions have dictated these conditions in the name of the Constitution, as though the Constitution itself required the privatization of democracy. Kuhner explores the reasons behind these opinions, reveals that they form a blueprint for free market democracy, and demonstrates that this design corrupts both politics and markets. He argues that nothing short of a constitutional amendment can set the necessary boundaries between capitalism and democracy.

Close competition for majority party control of the U.S. House of Representatives has transformed the congressional parties from legislative coalitions into partisan fundraising machines. In the wake ofCitizens United v. Federal Election Commission(2010), the case that allowed corporate and union spending in elections, many Americans despaired over the corrosive influence that private and often anonymous money can have on political platforms, campaigns, and outcomes at the federal and state level. InMcComish v. Bennett(2011), the Supreme Court declared unconstitutional the matching funds feature of so-called \"Clean Elections\" public financing laws, but there has been no strong challenge to the constitutionality of public funding as such. InSubsidizing Democracy, Michael G. Miller considers the impact of state-level public election financing on political campaigns through the eyes of candidates. Miller's insights are drawn from survey data obtained from more than 1,000 candidates, elite interview testimony, and twenty years of election data. This book is therefore not only an effort to judge the effects of existing public election funding but also a study of elite behavior, campaign effects, and the structural factors that influence campaigns and voters.
The presence of publicly funded candidates in elections, Miller reports, results in broad changes to the electoral system, including more interaction between candidates and the voting public and significantly higher voter participation. The exponential growth of advertising and polling techniques, the need to reach wider publics, and the inability to raise commensurate funds from ordinary members confront parties with ever-increasing difficulty to budget their apparatus. The use of contribution solicitation from corporations and wealthy individuals, drawing on the unpaid use of public services as sources or the imposition of \"contributions\" from government employees and contractors, and the \"sale\" of policies, concessions, or access to policy makers are commonly perceived as solutions corrosive to democratic governance. Such solutions shade into one another. Even where provider–consumer connections are only implied, donations by corporations and rich donors involve the desire to surmount the democratic constraints of \"one man one vote\" in order to gain disproportionate influence on the policy making process. An alternative resolution of the budgetary conundrum adopted by most democracies is the subsidization of political competition.
