Chief Sam Gatchell said a homicide, a growing number of robberies and last week's \"barricaded gunman\" standoff in the city all involved toy guns. Gatchell said that for robberies, courts often look at things \"in the eyes of the victim.\" That means that a robber with a toy gun can be charged the same as if he was carrying a real gun, if the victim thought it was real. \"We certainly would consider taking action appropriate in a community, if warranted, if (there is) something in the store people are using illegally,\" [Geoffrey Webb] said. \"Absolutely, we would take action.\"

Injured robber may have taken his own life
The surveillance footage and autopsy findings contradict preliminary information that the bullet that killed Webb inside Westlake Cards, Comics and Coins came from the shopkeeper's handgun. The violence erupted about 10:30 a.m. Nov. 3 after Webb, a convicted felon, entered the store at 1234 W. Lake St. No other customers were inside. After some small talk, Webb pulled out a handgun and jumped over the counter. [Glenn Soustek] also grabbed a gun. Authorities said it appears Webb fired first. In all, nearly one dozen shots were fired from both guns.

Comic book store owner shoots, kills armed robber
DuPage County State's Attorney Joseph Birkett said the shooting was justified and no charges would be filed against the shopkeeper, Glen Soustek of Hanover Park. Birkett said his office will not press charges against [Soustek] because he acted in self-defense. The incident was recorded on the store's video camera, Birkett said. Soustek has a firearm owner's identification card and his gun was registered, Birkett said. State law allows a store owner to possess a handgun, he said.

Eighteen hours earlier, Dr [David Kelly] had seemed cheerful as he paused to speak to an elderly neighbour as he left for his walk in what was to be his last conversation. Ruth Absalom told the inquiry: \"He said 'Hello Ruth'. I said 'Hello David, how's things?'. He said 'Not too bad'.\" The unopened letter The letter sent to Dr Kelly by Richard Hatfield, MoD personnel director, was found unopened in a briefcase on Dr Kelly's desk. Mr Hatfield wrote: Detective Sergeant [Geoffrey Webb] said he found a letter in Dr Kelly's study from Richard Hatfield, MoD personnel director, which informed Dr Kelly he would not be formally disciplined. It warned: \"Any further breach of departmental guidelines in dealing with the media would almost certainly result in disciplinary action, with potentially serious consequences.\"
