The Workfare State

In the Great Recession of 2007-2009, the United States suffered the most sustained and extensive wave of job destruction since the Great Depression. When families in need sought help from the safety net, however, they found themselves trapped in a system that increasingly tied public assistance to private employment. InThe Workfare State, Eva Bertram recounts the compelling history of the evolving social contract from the New Deal to the present to show how a need-based entitlement was replaced with a work-conditioned safety net, heightening the economic vulnerability of many poor families.
The Workfare Statechallenges the conventional understanding of the development of modern public assistance policy. New Deal and Great Society Democrats expanded federal assistance from the 1930s to the 1960s, according to the standard account. After the 1980 election, the tide turned and Republicans ushered in a new conservative era in welfare politics. Bertram argues that the decisive political struggles took place in the 1960s and 1970s, when Southern Democrats in Congress sought to redefine the purposes of public assistance in ways that would preserve their region's political, economic, and racial order. She tells the story of how the South-the region with the nation's highest levels of poverty and inequality and least generous social welfare policies-won the fight to rewrite America's antipoverty policy in the decades between the Great Society and the 1996 welfare reform. Their successes provided the foundation for leaders in both parties to build the contemporary workfare state-just as deindustrialization and global economic competition made low-wage jobs less effective at providing income security and mobility.

The world of welfare has changed radically. As the poor trade welfare checks for low-wage jobs, their low earnings qualify them for a hefty check come tax time—a combination of the earned income tax credit and other refunds. For many working parents this one check is like hitting the lottery, offering several months' wages as well as the hope of investing in a better future. Drawing on interviews with 115 families, the authors look at how parents plan to use this annual cash windfall to build up savings, go back to school, and send their kids to college. However, these dreams of upward mobility are often dashed by the difficulty of trying to get by on meager wages. In accessible and engaging prose, It's Not Like I'm Poor examines the costs and benefits of the new work-based safety net, suggesting ways to augment its strengths so that more of the working poor can realize the promise of a middle-class life.

Why did the War on Poverty give way to the war on welfare? Many in the United States saw the welfare reforms of 1996 as the inevitable result of twelve years of conservative retrenchment in American social policy, but there is evidence that the seeds of this change were sown long before the Reagan Revolution-and not necessarily by the Right.The War on Welfare: Family, Poverty, and Politics in Modern Americatraces what Bill Clinton famously called \"the end of welfare as we know it\" to the grassroots of the War on Poverty thirty years earlier. Marshaling a broad variety of sources, historian Marisa Chappell provides a fresh look at the national debate about poverty, welfare, and economic rights from the 1960s through the mid-1990s. In Chappell's telling, we experience the debate over welfare from multiple perspectives, including those of conservatives of several types, liberal antipoverty experts, national liberal organizations, labor, government officials, feminists of various persuasions, and poor women themselves. During the Johnson and Nixon administrations, deindustrialization, stagnating wages, and widening economic inequality pushed growing numbers of wives and mothers into the workforce. Yet labor unions, antipoverty activists, and moderate liberal groups fought to extend the fading promise of the family wage to poor African Americans families through massive federal investment in full employment and income support for male breadwinners. In doing so, however, these organizations condemned programs like Aid to Families with Dependent Children (AFDC) for supposedly discouraging marriage and breaking up families. Ironically their arguments paved the way for increasingly successful right-wing attacks on both \"welfare\" and the War on Poverty itself.
Constitutional coup : privatization's threat to the American republic
Americans have a love-hate relationship with government. Rejecting bureaucracy--but not the goods and services the welfare state provides--Americans have demanded that government be made to run like a business. Hence today's privatization revolution. But as Jon D. Michaels shows, separating the state from its public servants, practices, and institutions does violence to our Constitution, and threatens the health and stability of the Republic. Constitutional Coup puts forward a legal theory that explains the modern welfare state as a worthy successor to the framers' three-branch government. Ange-Marie Hancock argues that longstanding beliefs about poor African American mothers were the foundation for the contentious 1996 welfare reform debate that effectively ended welfare as we know it. By examining the public identity of the so-called welfare queen and its role in hindering democratic deliberation, The Politics of Disgust shows how stereotypes and politically motivated misperceptions about race, class and gender were effectively used to instigate a politics of disgust.
The ongoing role of the politics of disgust in welfare policy is revealed here by using content analyses of the news media, the 1996 congressional floor debates, historical evidence and interviews with welfare recipients themselves. Hancock's incisive analysis is both compelling and disturbing, suggesting the great limits of today's democracy in guaranteeing not just fair and equitable policy outcomes, but even a fair chance for marginalized citizens to participate in the process.

Most nineteenth-century scientists deemed children unsuitable subjects for study, and parents were hostile to the idea. But by 1935, the study of the child was a thriving scientific and professional field. Here, Alice Boardman Smuts shows how interrelated movements-social and scientific-combined to transform the study of the child.
Drawing on nationwide archives and extensive interviews with child study pioneers, Smuts recounts the role of social reformers, philanthropists, and progressive scientists who established new institutions with new ways of studying children. Part history of science and part social history, this book describes a fascinating era when the normal child was studied for the first time, a child guidance movement emerged, and the newly created federal Children's Bureau conducted pathbreaking sociological studies of children.
