by
Culp, Alice

Wilkinson, W Jay
2012
\"The company has a lot of strengths,\" he said of Elite. \"It is very profitable, with a strong customer base that we can expand quickly.\" PeopleLink, which [W. Jay Wilkinson] founded in 1987, has offices in about 18 states throughout the Midwest, Northeast, Southeast and Plains regions. But it has a \"rich history in Indiana,\" he added, particularly in South Bend, Elkhart, Mishawaka and Warsaw. PeopleLink owes some of its recent growth to its 2011 partnership with Groupe CRIT in Paris, which gave the French company a \"controlling interest in PeopleLink and Sustained Quality\" and provided PeopleLink with a partner able to fund its expansion.

\"This was clearly a platform acquisition for Groupe Crit, a way for them to take a highly branded and successful, well-managed company, with systems and processes and everything in place (and let that company continue to run itself),\" he said. \"We kind of look at it like this: We are driving the taxi and they jumped in the back seat and are taking a ride.\" \"The French view the U.S. market as kind of a badge of honor to be here from a staffing market perspective,\" he said, noting Groupe Crit is the 20th largest staffing company in the world while PeopleLink is among the top 100 in the U.S. The U.S. is the largest staffing market in the world. \"They're quite excited. Groupe Crit's release highlighted the more than 1,100 clients of PeopleLink across 14 states in the eastern U.S., its 180 employees, 2010 revenues in excess of $100 million and the fact that PeopleLink is expecting to achieve 20 percent growth this year.

Grants to set up regional services
2011
That is why Lt. Gov. Timothy P. Murray announced yesterday $276,000 in planning grants to regionalize health services. The grants would help 114 of the state's 351 communities plan for joining one of 11 proposed health districts. They have a population of 1.8 million. So Geoffrey W. Wilkinson, senior policy adviser in the state Department of Public Health, emphasized that \"respect for the local board of health is the cornerstone\" of the effort. It is the function of the health departments and not the boards that the state hopes to consolidate in days of shrinking budget dollars. To do that, steps had to be taken deliberately until everyone was assured it is \"not the big fish swallowing the little fish,\" said City Manager Michael V. O'Brien. Millbury Selectman Brian M. Ashmankas said it happened because everyone involved thought it made sense.
