Scrutiny: European Economic Governance and National Financial Planning: The Italian Case
The aim of the paper is to answer three well-defined questions: (1) Is the planned policy in Italy the general economic policy or is the economic policy intense in a restrictive sense and coinciding only with financial policy? (2) Is the administrative activity of economic and financial planning effective? (3) Who is today the holder of the programming function in substantive terms: the national or the European legal system? Considering the analysis conducted in this paper, the Author reaches the following conclusion: the highly substantive binding nature of European policy acts and the profound embryonic relationship between the European function of policy and coordination and the national function of implementing policy acts make the ownership of the economic and financial planning function intimately shared between the two legal systems.
Non-ruling forms of activity of public administration in administrative enforcement proceedings
The article contains an analysis of the issues related to the application of non-ruling forms of activity of public administration in the performance of public law obligations through administrative enforcement proceedings. In principle, as part of such proceedings, public law obligations, understood as orders or prohibitions within the area of administrative law and other branches of law applied by administrative authorities (tax law, financial law, labor law), are carried out. Non-ruling forms of activity play a major role in administrative enforcement proceedings. The implementation of an enforcement measure may be related to authorized entities taking not only ruling, but also non-ruling actions. In order to apply an enforcement measure (which constitutes an institutionalized form of administrative compulsion), an administrative authority, on occasion, has to take non-ruling activities. Considering, primarily, the significant severity of the compulsion measures that may be applied towards the party obliged under enforcement proceedings, this proceedings should be carried out with respect for the values of a democratic state and with due care for the good of an individual.
Assessment of the Consultation Rate with General Practitioners in the Initial Phase of the COVID-19 Pandemic
Background: The COVID-19 pandemic affected the functioning of healthcare systems (HSs) in a way that was difficult to foresee earlier. It quickened the introduction of e-medicine, and changed the manner and number of services provided in the open medical setting. Aim: To assess variations in the consultation rate of patients in primary healthcare centers (PHCs) in consecutive months of the pandemic. Method: Data collected from two PHCs located in Olsztyn (Poland) were analyzed retrospectively. Collectively, these two centers provide care for approximately 20,000 inhabitants and perform approximately 100,000 medical services annually. The analysis was based on data covering the period April–July of the years 2010–2020, consisting in total of 337,510 medical services records. Results: A large, statistically significant decrease in the consultation rate (consultation rate understood as the number of individuals seeking consultation in relation to the number of people under care in a given time period) was revealed in each age group in the initial phase of the pandemic. In consecutive months, the approximated consultation rate achieved mean long-term values. Conclusions. The largest reduction in the consultation rate was revealed in the youngest age group, with the smallest occurring in the oldest. In the group of patients older than 65 years of age, the consultation rate after 3 months of the pandemic was the same as before the outbreak. Variations in the consultation rate were independent of the epidemiological situation. During the study, we observed an increased level of the administrative and paperwork activities carried out by PHC physicians.
Small entrepreneurship development in Belarus
PurposeThe aim of the study is to determine the key development stages of small entrepreneurship in Belarus depending on the impact of reformative activity of authorities on socio-innovative activity of entrepreneurs. Also we seek to determine the projective behavioral strategies of entrepreneurs in the context of contradictory socio-economic processes in Belarus.Design/methodology/approachHistorico-sociological approach to the development of small entrepreneurship in Belarus is based on the analysis of books, articles, official documents and official statistics available mostly in the Russian and Belarusian languages. Expert survey is used as the most effective method of survey to predict further development of small entrepreneurship. Within the framework of the activity-structure concept, (T. Zaslavskaya) combination of both approaches allows presenting quantitative and qualitative changes in business structures in order to coordinate socio-economic progress.FindingsIn Belarusian transition economy the reformative activity of the authorities is absolutely dependent on politico-administrative influence. That is why the behavioral strategies of entrepreneurs are formed as reaction-adaptive behavior under mounting pressure of state policy.Research limitations/implicationsThe results are primarily applicable for post-Soviet republics and countries with transition economy.Practical implicationsThis paper implies that in post-Soviet economies like Belarus socio-economic integration of entrepreneurs is overly dependent on politico-administrative activity of the authorities.Originality/valueThis study includes two approaches: historico-sociological and expert survey as a forecasting method. This sociological approach gives the opportunity to characterise the continuity in behavioral strategies of entrepreneurs.
Study of psychological bases of leadership competency formation of managers of public health institutions
Psychodiagnostic examination of 288 health care managers of Dnipropetrovsk region was conducted to determine communicative and organizational characteristics of health managers of different levels. CОS-1 technique was used to study communication and organizational skills. Leaders were divided into two groups of comparison by the level of their administration: 40.3% of head doctors of the first level of control and 59.7% of administrators of second-level management executives. Psychological characteristics were compared with the results of a similar study conducted by the same procedure in 2001. Mainly high degree of communication and organizational skills of managers of different ranks of officers was established. The results showed improvement of communicative and organizational skills of health care managers with time and with the level of managerial positions (p<0.05). Level of organizational skills exceeds the level of communicative skills of managers. Low level of communicative skills was observed in 16.81% of the respondents. This requires development of appropriate management skills for better achieve ment of the objectives of the health system, including its responsiveness.
There’s a lid for every pot! The relationship between performance measurement and administrative activities in Italian ministries
Following the spread of performance measurement (PM) in public organisations, a vast literature has developed on its functioning and difficulties. This paper intends to investigate the relationship between administration activities, which can by their nature have different characteristics, and PM systems. The application of PM in the Italian ministries through the analysis of 1,511 objectives/indicators shows the relevance of administrative activities in influencing the ability to measure performance and suggests that neglecting this link is detrimental to the evaluation system and undermines its ability to provide a reliable representation of the contribution of public organisation in relation to performance.
Understanding the decision to offshore human resource activities: a coevolutionary perspective
Purpose Offshoring has been studied widely in the literature on strategic management and international business. However, apart from its consideration as an administrative activity, scant attention has been paid to the offshoring of the human resource (HR) function. Research in this regard has instead focussed on outsourcing (Reichel and Lazarova, 2013). The purpose of this paper is to achieve a better understanding of companies’ decisions to offshore HR activities. It adapts the outsourcing model of Baron and Kreps (1999) by including the HR offshoring phenomenon and a dynamic perspective. Design/methodology/approach While the analysis is mostly conceptual, the authors ground the author’s arguments in offshoring data from the Offshoring Research Network, to explore whether the drivers for offshoring HR differ from the drivers for offshoring other administrative activities. The idiosyncrasy of the HR function is supported by the authors’ exploratory analysis and also by the descriptive case of a multinational and its experience with offshoring. Findings A coevolutionary model is proposed for understanding the behaviour of companies offshoring their HR activities. This study contends that companies should address their decision to offshore HR activities from a dynamic perspective, being aware of three processes that are in constant change: the evolution of the HR function, the evolution of service providers, and the evolution of offshoring decisions. Originality/value This study seeks to make a threefold contribution to the international business, strategy, and HR management disciplines.
Information Technologies for Supporting Administrative Activities of Large Organisations
Study describes a specified analytical method and model for the organisational management of a company. The proposed solutions allow for revealing information resources, which can be used to support management decisions adoption and control of plans. Information obtained from programs and information systems of the electronic document flow of organisations were used as data sources. The result of configuration investigation and characteristics of information exchange in information systems can be used as administrative decisions support in the organisation. The conducted research allows for improved approaches to the creation and modernisation of effective information systems of universities. The offered software of administrative activity support allows us to increase the flexibility and adaptability of existing information systems and electronic document flow (program complexes) to increase the efficiency of their operations.
