Currently, there is an increasing focus on procurement contract administration as among of the key variables in explaining the performance of construction projects. Despite such observations, their relationship with quality attainment of the Force Account (FA) construction projects is not well postulated to cement the observed causal relationship. Therefore, this study assesses the role of procurement contract administration in the quality attainment of FA construction projects in Local Government Authorities (LGAs) in Tanzania. The study employed a cross-sectional research design, and data was collected by using structured questionnaires from primary schools in Dodoma, Tanzania. The study used 318 respondents to analyse data by using Partial least square structural equitation modelling (PLS-SEM). The findings of the study reveal that risk management, relationship management, dispute management, and monitoring and control are positive and significant factors in explaining the quality attainment of FA construction projects. Notably, risk management is the strongest predictor of quality attainment of FA construction projects. It was concluded that the quality attainment of FA construction projects is highly influenced by procurement contract administration. These findings have practical implications, as procurement practitioners and FA committees can use them to make decisions concerning the quality attainment of the projects through the implementation of procurement contract administration practices.

基于污染物浓度设计值和相对响应因子的空气质量达标控制情景预测方法——以四川省\十四五\规划为例

提出一种基于污染物浓度设计值和相对响应因子的空气质量达标规划预测方法.首先通过数值模拟,评估最近5年年际气象条件差异对空气污染物浓度的影响,筛选出最接近5年平均气象条件的一年作为基准年,将该基准年气象场和各排放情景作为输入进行空气质量模拟,降低气象条件年际差异对未来污染物浓度水平预测的影响.然后,基于基准情景和控制情景在不同排放水平的空气质量模式模拟结果,将控制情景相对于基准情景的污染物模拟浓度的变化比例(相对响应因子)与污染物浓度设计值相结合,进行控制情景的空气质量水平预测和达标分析.以四川省为例,围绕相关减排政策,设计多个虚拟控制情景,对全省城市未来空气质量进行情景预测和达标分析,为\"十四五\"空气质量规划落地策略的制定提供科学支撑.

Continuous monitoring data can be extremely useful for assessing water-quality conditions particularly for variables, such as dissolved oxygen, that exhibit dynamic diel swings. As a means of evaluating stream dissolved oxygen criteria used by the Arkansas Department of Environmental Quality (ADEQ), we compared continuous dissolved oxygen (DO) data collected at five small- to moderate-sized (watersheds 10–100 mi

), high-gradient streams in the Boston Mountains distributed across a land-use and nutrient condition gradient. The sampled streams exhibit a general pattern established for other aquatic systems (e.g., larger streams, low-gradient streams, and lakes) where increasing land-use intensity results in increased nutrient concentrations, stream eutrophication, and increased DO variability. DO concentrations were < 6 mg/L for fewer than 4% of measurements at the two sites identified “a priori” as least disturbed by nutrient and land-use indices, while concentrations at the three sites identified as moderately and most disturbed were < 6 mg/L for 20 to 33% of measurements. These findings demonstrate that the current criterion (10% of the DO measurements are < 6 mg/L) employed by ADEQ was effective at identifying various degrees of DO impairment in Boston Mountain streams. Our analysis also demonstrated that continuous pH and specific conductance data and estimates of stream metabolism were helpful for attributing DO variability to anthropogenic or natural origins. Considerations that were useful for examining these relationships and evaluating ADEQ’s DO criterion should be applicable to DO studies in other locations where stream and geologic characteristics are similar to those of the Boston Mountains.

Development of an integrated policy making tool for assessing air quality and human health benefits of air pollution control

Efficient air quality management is critical to protect public health from the adverse impacts of air pollution. To evaluate the effectiveness of air pollution control strategies, the US Environmental Protection Agency (US EPA) has developed the Software for Model Attainment Test-Community Edition (SMAT-CE) to assess the air quality attainment of emission reductions, and the Environmental Benefits Mapping and Analysis Program- Community Edition (BenMAP-CE) to evaluate the health and economic benefits of air quality improvement respectively. Since scientific decision-making requires timely and coherent information, developing the linkage between SMAT-CE and BenMAP-CE into an integrated assessment platform is desirable. To address this need, a new module linking SMAT-CE to BenMAP-CE has been developed and tested. The new module streamlines the assessment of air quality and human health benefits for a proposed air pollution control strategy. It also implements an optimized data gridding algorithm which significantly enhances the computational efficiency without compro- mising accuracy. The performance of the integrated software package is demonstrated through a case study that evaluates the air quality and associated economic benefits of a national-level control strategy of PM2.5. The results of the case study show that the proposed emission reduction reduces the number of nonattainment sites from 379 to 25 based on the US National Ambient Air Quality Standards, leading to more than USS334billion ofeconomic benefits annually from improved public health. The integration of the science-based software tools in this study enhances the efficiency of developing effective and optimized emission control strategies for policy makers.

- DOI: http://dx.doi.org/10.1065/espr2006.04.299 Goal, Scope and Background This paper describes a statistical modelling approach, suggested as a policy tool in the Athens area for the assessment of the emissions reduction level required to meet the air quality standards for two criteria air pollutants, namely CO and NO2. Methods. More than ten years of hourly CO and NOx-NO2 concentration data measured by the monitoring network of the Hellenic Ministry for the Environment, Physical Planning and Public Works were analyzed and the original dataset has been reduced using a data evaluation procedure. Results and Discussion Seasonal pollutant concentration trends suggested that the reduction of CO and NOx concentrations observed in the beginning of the '90s is almost entirely attributed to the increase of the catalyst-equipped cars during this period. The numerical parameters of an empirical model relating EU standard exceedances with mean annual concentrations were defined and the model was validated using datasets from years that were not used for the estimation of these parameters. This model was used in conjunction with a roll-back equation as a policy tool for the assessment of the effect of different CO and NOx emissions reduction scenarios on air quality standard compliance for CO and NO2. Results predicted with this empirical modelling approach were assessed with monitored data averaged over a 3-year period, giving satisfactory results. Conclusion A methodology suggested for assessing the effects of different emissions reduction scenarios on air quality standard attainment was successfully applied for CO and NO2 in the Athens area. Recommendation and Perspective The proposed methodology can provide a useful tool for the evaluation of policies already in progress as well as the development of future policies for emissions reduction in urban areas with similar characteristics, aiming at air quality standard compliance on a timely manner. Such a methodology could be applied in other urban areas of Greece characterized by dense traffic, therefore assisting the development of national policies in relation to air pollutants for which standard exceedances occur.

Cognitive performance and functional outcomes of carriers of pathogenic copy number variants: analysis of the UK Biobank

Rare copy number variants (CNVs) are associated with risk of neurodevelopmental disorders characterised by varying degrees of cognitive impairment, including schizophrenia, autism spectrum disorder and intellectual disability. However, the effects of many individual CNVs in carriers without neurodevelopmental disorders are not yet fully understood, and little is known about the effects of reciprocal copy number changes of known pathogenic loci.AimsWe aimed to analyse the effect of CNV carrier status on cognitive performance and measures of occupational and social outcomes in unaffected individuals from the UK Biobank.
We called CNVs in the full UK Biobank sample and analysed data from 420 247 individuals who passed CNV quality control, reported White British or Irish ancestry and were not diagnosed with neurodevelopmental disorders. We analysed 33 pathogenic CNVs, including their reciprocal deletions/duplications, for association with seven cognitive tests and four general measures of functioning: academic qualifications, occupation, household income and Townsend Deprivation Index.
Most CNVs (24 out of 33) were associated with reduced performance on at least one cognitive test or measure of functioning. The changes on the cognitive tests were modest (average reduction of 0.13 s.d.) but varied markedly between CNVs. All 12 schizophrenia-associated CNVs were associated with significant impairments on measures of functioning.
CNVs implicated in neurodevelopmental disorders, including schizophrenia, are associated with cognitive deficits, even among unaffected individuals. These deficits may be subtle but CNV carriers have significant disadvantages in educational attainment and ability to earn income in adult life.Declaration of interestNone.

Neglected Elements of a High-Quality Early Childhood Workforce: Whole Teacher Well-Being and Working Conditions

The majority of teachers in the early care and education (ECE) workforce face disparities in physical and psychological well-being as well as working conditions. This study examined the working conditions and physical, psychological, and professional well-being of early childhood teachers and compared the results by the child age group they care for and by teachers’ level of educational attainment. Two hundred sixty-two early childhood teachers completed a brief health assessment and a questionnaire on demographic information, well-being, and working conditions. A subsample of 40 teachers were observed for the quality of care they provided to the children. A substantial number of the teachers in the study reported physical and psychological challenges and suboptimal working conditions for well-being, a largely neglected workforce issue, for this working population. Several significant differences in teachers’ well-being and working conditions were found by the child age group for which they care and by teachers’ level of educational attainment. In particular, teachers with higher educational levels had greater resources for work and provided higher quality of care, however, they also reported poorer physical and professional well-being than teachers with less education. Overall findings indicate a need for policies and programs that will improve working conditions and health outcomes for early childhood teachers and the children in their care. These findings suggest that ECE teachers may have unique needs across the age groups with whom they work and teacher educational levels, regarding work-related resources and conditions.

Parent, child, and situational factors associated with parenting stress: a systematic review

Parenting stress has been related to adverse health outcomes in parents, children, and their families. This systematic review aimed to provide an overview of parental, child, and situational factors related to parenting stress in mothers and fathers. We searched Embase, Medline Epub (Ovid), PsychInfo (Ovid), Web of Science, and Google scholar for studies published between January 1980 and May 2021 evaluating the association between at least one factor and parenting stress. Studies were included only if they reported the association in a general population sample of mothers and fathers with children aged 0–12 years. The parent–child relationship model by Abidin guided the data synthesis. Quality of the evidence was assessed using the Standard Quality Assessment Criteria for Evaluating Primary Research Papers from a variety of fields. In total, 29 studies were included with excellent quality (55%), good (31%), and adequate (14%) methodological quality. There was evidence of an association between maternal depression, child overall problems, child externalizing and internalizing problems, social support, maternal educational level and maternal parenting stress. Evidence was inconsistent for an association between maternal anxiety, family income and maternal parenting stress. There was no evidence of an association for maternal age, child sex and maternal parenting stress. Several modifiable factors (i.e., parental depression and social support) were identified that might guide the development of preventive interventions. Future research should employ longitudinal study designs evaluating protective and risk factors and the pathways that lead to parenting stress, among both fathers and mothers.

Aligning teacher competence frameworks to 21st century challenges

Teachers need to update their competence profiles for 21st century challenges. Teaching strategies need to change and so do the competences teachers need to develop so as to empower 21st-century learners. The European Framework for the Digital Competence of Educators (DigCompEdu) represents a paradigmatic example of this endeavour, taking stock of these needs. Defining the requirements of education professionals by teacher competence frameworks can serve multiple purposes at different levels in education systems. At the micro level, it can support and guide teachers' practice and continuous professional development. At the meso level of local education governance, it can support the development of school institutions as learning organisations, providing common ground for dialogue, collaboration and reflection in professional communities of practice. At the macro level of quality assurance, it can provide reference standards for initial teacher education, and for education professionals' quality along the career continuum. The European Framework for the Digital Competence of Educators was designed to align with institutional and contextual requirements in different countries, whilst remaining open to adaptation and updating. It links teachers' and students' digital competence development, and can be linked to institutional capacity building. At the same time, the framework is generic enough to apply to different educational settings and to allow for adaptation as technological possibilities and constraints evolve.

Distinct Effects of Pride and Gratitude Appeals on Sustainable Luxury Brands

This study synthesizes research on evolutionary psychology, emotional appeals, and viral advertising in order to develop a novel perspective on how sustainable luxury brands can be effectively promoted on social media. The results of two experiments show that the emotional appeals of pride and gratitude increase consumer intentions to spread electronic word-ofmouth (eWOM) about sustainable luxury brands via two discrete mechanisms. Study 1 establishes that featuring the pride appeal increases eWOM intentions by heightening the luxury dimension of sustainable luxury brands, whereas featuring the gratitude appeal increases eWOM intentions by heightening the sustainability dimension of sustainable luxury brands. Study 2 shows that these discrete effects of emotional appeals influence consumers to adopt different types of eWOM behaviors toward sustainable luxury brands. Specifically, the pride appeal increases consumer intentions to broadcast eWOM via status attainment motives. In contrast, the gratitude appeal increases consumer intentions to narrowcast eWOM via affiliation seeking motives. The findings offer novel theoretical insights and provide managers with tools to promote sustainable luxury brands in a digital environment.
