Unraveling the Gray Area Problem
In Unraveling the Gray Area Problem , Luke Griffith examines the US role in why the Intermediate-Range Nuclear Forces (INF) Treaty took almost a decade to negotiate and then failed in just thirty years. The INF Treaty enhanced Western security by prohibiting US and Russian ground-based missiles with maximum ranges of 500 to 5,500 kilometers. Significantly, it eliminated hundreds of Soviet SS-20 missiles, which could annihilate targets throughout Eurasia in minutes. Through close scrutiny of US theater nuclear policy from 1977 to 1987, Griffith describes the Carter administration's masterminding of the dual-track decision of December 1979, the North Atlantic Treaty Organization (NATO) initiative that led to the INF Treaty. The Reagan administration, in turn, overcame bureaucratic infighting, Soviet intransigence, and political obstacles at home and abroad to achieve a satisfactory outcome in the INF negotiations. Disagreements between the US and Russia undermined the INF Treaty and led to its dissolution in 2019. Meanwhile, the US is developing a new generation of ground-based, INF-type missiles that will have an operational value on the battlefield. Griffith urges policymakers to consider the utility of INF-type missiles in new arms control negotiations. Understanding the scope and consistency of US arms control policy across the Carter and Reagan administrations offers important lessons for policymakers in the twenty-first century.
Alliances, Nuclear Weapons and Escalation
In an era of great power competition, the role of alliances in managing escalation of conflict has acquired renewed importance. Nuclear weapons remain the ultimate means for deterrence and controlling escalation, and are central to US alliances in Europe and the Indo-Pacific. However, allies themselves need to better prepare for managing escalation in an increasingly challenging geostrategic and technological environment for the US and its allies. While the challenge of great power competition is acute at both ends of Eurasia, adversary threats, geography and the institutional context of US alliances differ. This book brings together leading experts from Europe, Northeast Asia, the United States and Australia to focus on these challenges, identify commonalities and differences across regions, and pinpoint ways to collectively manage nuclear deterrence and potential escalation pathways in America's 21st century alliances.
Curbing the spread of nuclear weapons
With the 2005 Review Conference of the nuclear non-proliferation treaty in the background, this book provides a fully detailed but accessible and accurate introduction to the technical aspects of nuclear energy and nuclear weapons for the specialist and non-specialist alike. It considers nuclear weapons from varying perspectives, including the technology perspective, which views them as spillovers from nuclear energy programmes; and the theoretical perspective, which looks at the collision between national and international security – the security dilemma – involved in nuclear proliferation. It aims to demonstrate that international security is unlikely to benefit from encouraging the spread of nuclear weapons except in situations where the security complex is already largely nuclearised. The political constraints on nuclear spread as solutions to the security dilemma are also examined in three linked categories, including an unusually full discussion of the phenomenon of nuclear free zones, with particular emphasis on the zone covering Latin America. The remarkably consistent anti-proliferation policies of the USA from Baruch to Bush are debated and the nuclear non-proliferation treaty itself, with special attention paid to the international atomic energy’s safeguards system is frankly appraised.
Unequal power and the institutional design of global governance: the case of arms control
IR scholars have recently paid increasing attention to unequal institutional orders in world politics, arguing that global governance institutions are deeply shaped by power inequalities among states. Yet, the literature still suffers from conceptual limitations and from a shortage of empirical work. The article addresses these shortcomings through a study of the historical evolution of global arms control institutions since 1945. It shows that in this important policy area, the global institutional order has not been marked by a recent trend toward deeper inequality, as many writings on unequal institutions suggest. Instead, the analysis reveals a pattern of institutional mutation whereby specific forms of institutional inequality are recurrently replaced and supplemented by new forms. This process, the article argues, is driven by states' efforts to adapt the regime to a changing material and normative environment within the constraints of past institutional legacies.

This book examines the current debate on nuclear non-proliferation and disarmament, notably the international non-proliferation regime and how to implement its disarmament provisions. Discussing the requirements of a new international consensus on nuclear disarmament and non-proliferation, this book builds on the three pillars of the nuclear non-proliferation treaty (NPT): non-proliferation, disarmament and peaceful uses of nuclear energy. It reviews the impact of Cold War and post-Cold War policies on current disarmament initiatives and analyses contemporary proliferation problems: how to deal with the states that never joined the NPT (India, Pakistan and Israel); how states that have been moving toward nuclear weapons have been brought back to non-nuclear-weapon status; and, in particular, how to deal with Iran and North Korea. The analysis centres on the relationship between disarmament and non-proliferation in an increasingly multi-centric world involving China and India as well as the US, the European powers and Russia. It concludes with a description and discussion of three different worlds without nuclear weapons and their implications for nuclear disarmament policies. The Future of Arms Control in the Middle East
Political space is opening up in the Arab world. While it is particularly difficult to speak with any degree of confidence on the ultimate trajectory of the Arab uprisings, the process of democratization that is sweeping the region is likely to have a significant impact on how Arab societies and their soon-to-be representative governments make and conduct foreign and defense policy in the future. One key area of concern is the subject of regional arms control and disarmament. With the Israeli-Palestinian conflict showing no sign of resolution anytime soon, increasing regional uncertainties caused by the political transitions, a raging civil conflict in Syria that is not only threatens the stability of neighboring countries but also risks redrawing the regional security map, and talk of possible military action by Israel or the US against Iran to thwart its nuclear program, the prospect of countries in that part of the world cooperating with each other seems unthinkable at present. The emergence of cooperation: national epistemic communities and the international evolution of the idea of nuclear arms control
An American epistemic community played a key role in creating the international shared understanding and practice of nuclear arms control. In the absence of nuclear war, leaders' expectations of nuclear war and of its control were affected by causal theories and abstract propositions and models which, given their “scientific” and technical nature, were developed by an epistemic community. This study, which emphasizes the roles played by epistemic communities in policy innovation and in the diffusion of understandings across nations and communities, analyzes how the theoretical and practical ideas of the arms control epistemic community became political expectations, were diffused to the Soviet Union, and were ultimately embodied in the 1972 antiballistic missile (ABM) arms control treaty. In contrast to those studies that have concentrated primarily on the workings of international epistemic communities, this study stresses the notion that domestically developed theoretical expectations, which were worked out by a national group of experts and selected by the American government as the basis for negotiations with the Soviets, became the seed of the ABM regime. Moreover, by suggesting that the arms control epistemic community was really an aggregation of several factions that shared common ground against various intellectual and policy rivals, this study sheds light on the question of how much coherence an epistemic community requires. The political selection of new conceptual understandings, followed by their retention and diffusion at national and international levels, suggests an evolutionary approach at odds with explanations of international change advanced by structural realism and approaches based on it.
The Burden-Sharing Dilemma
The Burden-Sharing Dilemma examines the conditions under which the United States is willing and able to pressure its allies to assume more responsibility for their own defense. The United States has a mixed track record of encouraging allied burden-sharing—while it has succeeded or failed in some cases, it has declined to do so at all in others. This variation, Brian D. Blankenship argues, is because the United States tailors its burden-sharing pressure in accordance with two competing priorities: conserving its own resources and preserving influence in its alliances. Although burden-sharing enables great power patrons like the United States to lower alliance costs, it also empowers allies to resist patron influence. Blankenship identifies three factors that determine the severity of this burden-sharing dilemma and how it is managed: the latent military power of allies, the shared external threat environment, and the level of a patron's resource constraints. Through case studies of US alliances formed during the Cold War, he shows that a patron can mitigate the dilemma by combining assurances of protection with threats of abandonment and by exercising discretion in its burden-sharing pressure. Blankenship's findings dismantle assumptions that burden-sharing is always desirable but difficult to obtain. Patrons, as the book reveals, can in fact be reluctant to seek burden-sharing, and attempts to pass defense costs to allies can often be successful. At a time when skepticism of alliance benefits remains high and global power shifts threaten longstanding pacts, The Burden-Sharing Dilemma recalls and reconceives the value of burden-sharing and alliances.
