The promise of early childhood development in Latin America and the Caribbean

This book aims to fill gaps in existing knowledge about early childhood development (ECD) efforts in Latin America and the Caribbean by reviewing a selection of ECD programs in the region, including those in early childhood education, health, and nutrition, and distilling lessons related to their design, implementation, and institutionalization. The book surveys existing evidence on the impact of programs worldwide that provide support to children during the period before birth through age six, including programs in developed and developing nations. It presents a compelling evidence-based argument for greater investment in ECD programs in Latin America and the Caribbean, while highlighting the need for both more rigorous evaluations and more accurate cost accounting of such programs. Improved evaluations and cost tracking will generate better data on how to effectively design, fund, and provide quality ECD programs to all children in the region, especially those from low-income families.

According to the United Nations' latest data, the United States has more children living in poverty than any other industrialized nation in the world. More than a fifth of all children grow up in poverty. The poverty rates for African American and Latino children often exceed 40 percent. Furthermore, the United States — a country that once pioneered strategies to prevent child abuse and which now spends more money fighting child abuse than any other industrialized country — also has the highest rate of child abuse in the industrialized world. Against this background, the author, an authority on child welfare, takes a critical look at the current welfare system. He traces the transformation of child welfare into child protective services, arguing that the current focus on abuse has produced a system which is designed to protect children from physical and sexual abuse, and therefore functions as a last resort for only the worst and most dramatic cases in child welfare. In a close analysis of the process of investigating child abuse, the author finds that there is no evidence that the transformation into protective services has reduced child abuse fatalities or that it has provided a safer environment for children. He makes an argument for the criminal justice system to assume responsibility for the problem of child abuse in order for the child welfare system to be able to adequately address the wellbeing of a much larger number of children now growing up in poverty. This new edition of The Welfare of Children takes into account a major legislative change since the publication of the first edition: the welfare reform legislation of 1996. This legislation has fundamentally altered the public child welfare system as broadly understood, and the author of this book examines its implications on policy and practice, refuting the claim that welfare reform has actually reduced child poverty. The Welfare of Children, 2nd Edition is a blueprint for the comprehensive reform of the current child welfare system to one that administers to the economic security of the larger number of disadvantaged and impoverished children.

This book reports on the status and evolution of human opportunity in Latin America and the Caribbean (LAC). It builds on the 2008 publication in several directions. First, it uses newly available data to expand the set of opportunities and personal circumstances under analysis. The data are representative of about 200 million children living in 19 countries over the last 15 years. Second, it compares human opportunity in LAC with that of developed countries, among them the United States and France, two very different models of social policy. This allows for illuminating exercises in benchmarking and extrapolation. Third, it looks at human opportunity within countries, across regions, states, and cities. This gives us a preliminary glimpse at the geographic dimension of equity, and at the role that different federal structures play. The overall message that emerges is one of cautious hope. LAC is making progress in opening the doors of development to all, but it still has a long way to go. At the current pace, it would take, on average, a generation for the region to achieve universal access to just the basic services that make for human opportunity. Seen from the viewpoint of equity, even our most successful nations lag far behind the developed world, and intracounty regional disparities are large and barely converging. Fortunately, there is much policy makers can do about it.

Unequal Childhoods: Class, Race, and Family Life is a 2003 non-fiction book by American author Annette Lareau based upon a study of 88 African American and white families (of which only 12 were discussed) to understand the impact of how social class makes a difference in family life, more specifically in children's lives. The book argues that regardless of race, social economic class will determine how children cultivate skills they will use in the future. In the second edition, Lareau revisits the subjects from the original study a decade later in order to examine the impact of social class on the transition to adulthood. She covers the subjects awareness of their social class, high school experiences and the effect of organized activities as they went through their adolescent years. She emphasizes the use of concerted cultivation and natural growth as tools parents in different social and economic classes use in order to raise their children and by continuing her research ten years later she is able to show how these methods of child rearing helped to cultivate the children into the adults they are today.

The Pilgrims and Puritans did not arrive on the shores of New England alone. Nor did African men and women, brought to the Americas as slaves. Though it would be hard to tell from the historical record, European colonists and African slaves had children, as did the indigenous families whom they encountered, and those children's life experiences enrich and complicate our understanding of colonial America. Through essays, primary documents, and contemporary illustrations, Children in Colonial America examines the unique aspects of childhood in the American colonies between the late sixteenth and late eighteenth centuries. The twelve original essays observe a diverse cross-section of children-from indigenous peoples of the east coast and Mexico to Dutch-born children of the Plymouth colony and African-born offspring of slaves in the Caribbean-and explore themes including parenting and childrearing practices, children's health and education, sibling relations, child abuse, mental health, gender, play, and rites of passage. Early childhood development outcomes play an important role throughout a person’s life, affecting one’s income-earning capacity and productivity, longevity, health, and cognitive ability. The deleterious effects of poor early childhood development outcomes can be long-lasting, affecting school attainment, employment, wages, criminality, and social integration of adults.The authors first take stock of early childhood development indicators in the region and explore access to early childhood development services for children of different backgrounds. They review recent evidence on the impact of early childhood development interventions in the region and investigate more deeply a selection of programs in Latin America and the Caribbean to distill lessons related to their design, implementation and institutionalization processes. Many observers consider Fe y Alegría a successful organization, but very few rigorous evaluations have been conducted. This volume is devoted to an assessment of the performance and selected aspects of the management and pedagogical practices of Fe y Alegría, a federation of Jesuit schools serving approximately one million children in 20 countries, mostly in Latin America. The available quantitative evidence suggests that the federation's schools often do reach the poor, and that students in Fe y Alegría schools tend to perform as well on test scores, if not slightly better than comparable students in other schools. Qualitative data and case studies suggest that the factors that lead to good performance are complex and related not only to the types of \"inputs\" or resources used by the schools in the education process, but also to the management of these resources, and the ability to implement and test innovative programs. Other factors that support this argument include the capacity and flexibility to implement and test innovative programs that take into account the local realities. This volume will be of interest to researchers, policy makers and practitioners working in service provision through public-private partnerships and especially by faith-based organizations.

Latin American history—the stuff of wars, elections, conquests, inventions, colonization, and all those other events and processes attributed to adults—has also been lived and partially forged by children. Taking a fresh look at Latin American and Caribbean society over the course of more than half a millennium, this book explores how the omission of children from the region's historiography may in fact be no small matter.
Children currently make up one-third of the population of Latin America and the Caribbean, and over the centuries they have worked, played, worshipped, committed crimes, and fought and suffered in wars.
