Practice of Game Development Project-Based Learning Classes for Improving Disaster Management
It is necessary to discuss from various angles how to make the younger generation, who will be responsible for future society, aware of disasters and how to cope with them. Therefore, we designed a project-based learning class, “Media Design Project III · IV”, in which students are asked to create a game to raise their awareness of disaster prevention. This class aims to improve disaster awareness, especially tsunami evacuation, and to improve abilities that students will need in the future, i.e., time management and problem-solving, especially after they begin work. It was found that the game can increase tsunami evaluation awareness. Therefore, the projects presented here might become a new method for education, especially disaster education and career education, with games focused on disasters potentially being a new tool for raising awareness about disasters.
Applying Interactive Teaching Experience and Technology Action Puzzles in Disaster Prevention Education
This study incorporated technology action puzzle and obstacle challenge activities in the course design. Using the 921 Earthquake in Taiwan as the theme, this study integrated the content of various subjects and course modules and applied information technology to present the humanistic care elements. The subjects of this study were Grade 9 students of a public middle school in central Taiwan. After the interactive operation introduction and theme film viewing, the students were divided into groups to participate in the technology action puzzle and obstacle challenge activities. Students’ learning performance using smart technological tools and overall course feedback were evaluated from the aspects of building structure safety knowledge, disaster prevention and mitigation, integrated interdisciplinary thinking, and problem-solving abilities through the course planning and quasi-experimental design. The results show that (1) in terms of the learning achievement scale, the pre-test and post-test of paired samples reached statistical significance; (2) in terms of the learning response scale, the mean of the Likert five-point scale reached above 4.0; (3) the results of mediating regression analysis show that, compared with the traditional classroom teaching mode, the interactive teaching experience and technology action puzzle have a mediating effect on learning performance and overall course feedback.
Disaster Prevention Education along with Weekly Exercise Improves Self-Efficacy in Community-Dwelling Japanese People—A Randomized Control Trial
Background and Objectives: Both disaster prevention and health promotion have become public health challenges in Japan. Maintaining physical fitness from the perspective of disaster prevention and maintaining physical fitness from the perspective of health are basically covering similar issues, they are seen as different from one another because of differences in administrative jurisdiction in Japan. In the case of disaster prevention education, physical fitness is not mentioned. In and outside Japan, partial integration of disaster prevention education and health education is required. This study compares and examines the effects of disaster prevention education and traditional exercise education, as well as exercise practice. A randomized controlled trial alongside an evacuation behavior model during the event of a disaster were used in this research. Materials and Methods: A total of 97 community-dwelling participants were randomly allocated to two groups, a disaster prevention education group (Group D) and a traditional exercise education group (Group E). Group D received disaster prevention education with weekly exercise. Group E received traditional exercise education with weekly exercise. After ten weeks of intervention, the total evacuation time of the disaster evacuation model course, physical fitness, self-efficacy (General Self-Efficacy Scale: GSES), and health-related quality of life (QOL) were compared between the two groups. Results: No differences were observed between the two groups regarding the changes in the parameters of total evacuation time, physical fitness, and health-related QOL. However, the changes in GSES scores were significantly higher in Group D (1.4 ± 3.9) than in Group E (−1.1 ± 7.5). Conclusions: Disaster prevention education with weekly exercise significantly increased participants’ self-efficacy compared to traditional exercise education. The combination of disaster prevention education and exercise practice may have a positive effect not only on disaster prevention behavior but also on self-efficacy in health promotion. Disaster prevention education does not directly influence health promotion, but it may be a very effective method for indirectly promoting health.
Damages to school infrastructure and development to disaster prevention education strategy after Typhoon Morakot in Taiwan
Purpose - As a result of awareness of the increasing school accidents in recent years and severe damage to school infrastructure by Typhoon Morakot, this paper seeks to discuss the current natural disaster prevention education strategy in Taiwan and investigates the seriously damaged schools from Typhoon Morakot.Design methodology approach - Methods of analysis used in this paper include aerial photo interpretation of landslides and debris flows with the aid of field investigation and spatial rainfall distribution by GIS analysis. Additionally, the reasons attributed to the schools' damages and disaster prevention education strategies in schools after Morakot are discussed.Findings - After an overall review of the current disaster prevention education programs, the following items are to be stressed in disaster prevention education as a result of studying the effects of Typhoon Morakot: integration of disaster prevention education into formal school curricula; teacher training for campus disaster prevention education; development of a coalition of campus and community-based disaster management; and study of the impact of climate change and school vulnerability. School infrastructure safety evaluation and risk assessment, education materials and design activities for psychological recovery after disasters, and the connection of school safety management and community-based disaster prevention are deemed urgent after Typhoon Morakot in Taiwan.Originality value - The current achievements of disaster prevention education in Taiwan include the development of operation and support mechanisms, curricula development and experimental schools selection, development of teacher training program, the popularization of disaster prevention education, the development and use of learning materials, and the determination of an effective assessment mechanism. It is expected that disaster prevention education will become part of the formal school curricula. School safety and vulnerability assessments as a result of climate change and student psychological recovery following disasters are urgent lessons to be implemented after learning from the results of Typhoon Morakot in Taiwan.
Planning of professional teacher-training program for disaster prevention education and executing efficiency evaluation
Purpose - The aim of this project is to modify and test the executive model of professional teacher training of disaster prevention education.Design methodology approach - A three-level teacher-training program for disaster prevention education and training curricula is designed for campus disaster mitigation. The designed disaster prevention education in schools focus on the awareness of disasters, attitude toward prevention, preparation beforehand, appropriate countermeasures, scheduled drills, establishment of community-based prevention units, participation, training programs for teachers, safety warning signs for public buildings, and research on disaster prevention.Findings - The accomplishment of the project includes: the design of a systematic license procedure for disaster prevention for the leading-level, county-level, and campus-level; the design of a systematic curricula for teacher training of disaster prevention and training campus-level teachers; and the evaluation of the efficiency and performance of the teacher-training program for disaster prevention education.Originality value - A three-level teacher-training program for disaster prevention education and training curricula is designed. Statistics analysis of training and learning efficiency evaluation by trainee shows that the designed courses are efficient and practical. The project cultured 310 campus-level disaster prevention teachers and more than 1,000 licensed teachers trained that follow the training program in Taiwan.
日本防災教育及其在社會教科書之設計-以東京書籍版本為例
本文旨在分析十二年國教課綱「防災教育」議題課程內涵,並探討日本防災教育政策及課程教材。全文透過文獻探討與質性內容分析,分三部分進行陳述,包含:一、我國防災教育議題課程內涵分析;二、日本防災教育的政策與課綱探討;以及,三、以東京書籍出版的社會教科書為例分析其防災教育教材設計。研究結果重要發現如下:一、我國防災教育內涵偏重風險管理與技能精熟取向;二、日本防災教育政策從中央到地方環環相扣系統緊密,課綱重視學生生活經驗、問題解決能力與責任感培養;三、日本教科書設計重視美觀、防災教材善用圖表強化理解並引導討論活動。本研究結果希冀能提供未來防災教育規劃實施與教材編製者參考。
Success factors of enhanced disaster resilience in urban community
Due to its unique geographic environment, Taiwan is prone to natural disasters such as earthquakes and typhoons that can cause heavy casualties and huge property losses. The effects of global warming have also increased extreme climate events and the frequency and severity of natural disasters. Therefore, disaster prevention/mitigation and response is not only an important government policy issue, but also an important daily life issue. To increase the awareness of natural disasters and the importance of community safety, the Taiwan government actively promotes a community disaster prevention system. However, to avoid over-reliance on the government taskforce, the spontaneous participation and cooperation within communities can complete specific disaster preparedness and reinforce local resources for disaster prevention and response. Although the concept of disaster-resilient community (DRC) has been shaped for a long period of time, community residents cannot keep pace with the government, which may decrease the effectiveness of DRC development. Therefore, theoretical and practical studies of urban DRC become imperative. This qualitative case study used the participant observation method to collect relevant empirical data by performing action research with self-reflection. Particularly, this article is supplemented by service work experience of the researchers in DRC promotion. A qualitative analysis of case communities during training in disaster preparedness revealed the critical success factors (CSFs) affecting the level of community-based disaster prevention and protection works. Based on the literature and empirical data, the CSFs are discussed through three spindle constructs: coping strategy, operations management, and organizational behavior. Finally, the conclusions and suggestions are given for promoting sustainable DRC.
Data against natural disasters : establishing effective systems for relief, recovery, and reconstruction
In recent years, the world has seen both massive destruction caused by natural disasters and immense financial and physical support for the victims of these calamities. So that these natural hazards do not become manmade disasters, effective systems are required to identify needs, manage data, and help calibrate responses. If well designed, such systems can help coordinate the influx of aid to ensure the timely and efficient delivery of assistance to those who need it most. 'Data Against Natural Disasters' seeks to provide the analytical tools needed to enhance national capacity for disaster response. The editors and authors begin with an overview that summarizes key lessons learned form the six country case studies in the volume. Next, they outline the data needs that arise at different stages in the disaster response and explore the humanitarian community's efforts to discover more effective response mechanisms. The country case studies review the successes and failures of efforts to establish innovative monitoring systems in the aftermath of disasters in Guatemala, Haiti, Indonesia, Mozambique, Pakistan, and Sri Lanka. 'Data Against Natural Disasters' will be useful to policy makers and others working in port-calamity situations who are seeking to design new monitoring systems or to improve existing ones for disaster response management.
Telemedicine During the COVID-19 Pandemic: Experiences From Western China
Disasters and pandemics pose unique challenges to health care delivery. As health care resources continue to be stretched due to the increasing burden of the coronavirus disease (COVID-19) pandemic, telemedicine, including tele-education, may be an effective way to rationally allocate medical resources. During the COVID-19 pandemic, a multimodal telemedicine network in Sichuan Province in Western China was activated immediately after the first outbreak in January 2020. The network synergizes a newly established 5G service, a smartphone app, and an existing telemedicine system. Telemedicine was demonstrated to be feasible, acceptable, and effective in Western China, and allowed for significant improvements in health care outcomes. The success of telemedicine here may be a useful reference for other parts of the world.
