Over half the world’s population lives in urban regions, and increasingly disasters are of great concern to city dwellers, policymakers, and builders. However, disaster risk is also of great interest to corporations, financiers, and investors. Risky Cities is a critical examination of global urban development, capitalism, and its relationship with environmental hazards. It is about how cities live and profit from the threat of sinkholes, garbage, and fire. Risky Cities is not simply about post-catastrophe profiteering. This book focuses on the way in which disaster capitalism has figured out ways to commodify environmental bads and manage risks. Notably, capitalist city-building results in the physical transformation of nature. This necessitates risk management strategies –such as insurance, environmental assessments, and technocratic mitigation plans. As such capitalists redistribute risk relying on short-term fixes to disaster risk rather than address long-term vulnerabilities.

From the beginning of 21st century, there has been an awareness of risk in the environment along with a growing concern for the continuing potential damage caused by hazards. In order to ensure environmental sustainability, a better understanding of natural disasters and their impacts is essential. It has been recognised that a holistic and integrated approach to environmental hazards needs to be attempted using common methodologies, such as risk analysis, which involves risk management and risk assessment. Indeed, risk management means reducing the threats posed by known hazards, whereas at the same time accepting unmanageable risks and maximizing any related benefits.

The recently concluded World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Japan and the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR) have set renewed priorities for disaster risk reduction (DRR) for the next 15 years. Due to Asia’s high exposure to natural hazards, the implications of the new SFDRR have major significance for the future development of the region. The 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR), held in Bangkok in 2014, was a regional preparatory meeting for the WCDRR, and proposed various targets and indicators for DRR in Asia. The AMCDRR recommended inclusion of these goals in the SFDRR. This study focuses on the WCDRR negotiations, particularly outcomes that affect four major groups: local authorities; children and youth; science and technology; and business and industry. An analysis is undertaken of the overlaps and gaps in the outcomes of the 6th AMCDRR and other preceding conferences that fed into the WCDRR. A set of recommendations has evolved from this examination for consideration at the upcoming 7th AMCDRR in 2016. The areas that merit consideration in the upcoming AMCDRR 2016 are: (1) development of baseline data and quantitative indicators for monitoring progress in DRR; (2) creation of a common stakeholder platform; (3) construction of city typologies for consideration in all future local level planning; (4) promotion of a culture of safety by linking large enterprises with small and medium enterprises; and (5) exchange and sharing of information and databases between regions at all scales.

Social Capital Enhanced Disaster Preparedness and Health Consultations after the 2011 Great East Japan Earthquake and Nuclear Power Station Accident

After the Great East Japan Earthquake and the subsequent Fukushima Daiichi Nuclear Power Station accident in 2011, there was a strong demand to promote disaster preparedness approaches and health checkups for the prevention of lifestyle diseases. This study examined the yearly change in the percentage of those who prepared for disasters and who utilized health checkups in Fukushima Prefecture, and identified the factors governing disaster preparedness and utilization of health checkups. We used the public opinion survey from 2011 to 2015 (n = 677–779 each year) on prefectural policies that is conducted every year by the Fukushima Prefecture government Public Consultation Unit. We found that the percentage of those who prepare for disasters decreased, while that for health checkups did not significantly change. With regard to disaster preparedness, experiences of disaster enhance disaster preparedness, while bonds with other local people help to maintain preparedness. For health checkups, familiarity with the welfare service was the most important factor governing such consultations. The findings suggest that social capital should be promoted in order to improve disaster preparedness. The findings also suggest that residents’ accessibility to medical and welfare services is also important in promoting the utilization of health checkups.

The COVID-19 pandemic has affected the world in different ways. Not only are people’s lives and livelihoods affected, but the virus has also affected people’s lifestyles. In the research sector, there have been significant changes, and new research is coming very strongly in the related fields of virology and epidemiology. Similar trends were observed after the Severe Acute Respiratory Syndrome Coronavirus (SARS-CoV) and Middle East Respiratory Syndrome Coronavirus (MERS-CoV) episodes of 2003 and 2012, respectively. Analyzing 20 years of published scientific papers, this article points out the highlights of coronavirus-related research. Significant progress is observed in the past research related to virology, epidemiology, infectious diseases among others. However, in research linked to public health, its governance, technology, and risk communication there seem to be gap areas. Although the World Health Organization (WHO) global research road map has identified social science-related research as a priority area, more focus needs to be given in the upcoming days for multi, cross and trans-disciplinary research related to public health and disaster risk reduction.

Thirty Years of Science, Technology, and Academia in Disaster Risk Reduction and Emerging Responsibilities

The 1990 initiation of the International Decade for Natural Disaster Reduction marked its 30th year in 2019. The three decades since then have seen significant developments in science and technology and their incorporation into the decision making in the field of disaster risk reduction. The disasters that have occurred during that time have enhanced the importance of the field, and new research and innovations have evolved. This article summarizes this evolution through the review of specific milestones. While the Sendai Framework for Disaster Risk Reduction 2015–2030 provides opportunities for synergies with the sustainable development agenda, the science and technology communities have also changed their roles from advisory to co-designing and co-delivering solutions. Higher education plays an important role in developing new generations of professionals, and the role of thematic incubation in higher education institutions is highlighted along with the development of the professional society in disaster risk reduction. The evolution from Society 4.0 (information age) to Society 5.0 will see an enhanced role of the technology-driven approach in disaster risk reduction, while traditional knowledge and indigenous technologies still remain valid for society. Scientists and science communities need to be more sensitive to changing the “last mile” concept to “first mile” thinking with respect to the users’ needs and perspectives.

Characterising Local Knowledge across the Flood Risk Management Cycle: A Case Study of Southern Malawi

People possess a creative set of strategies based on their local knowledge (LK) that allow them to stay in flood-prone areas. Stakeholders involved with local level flood risk management (FRM) often overlook and underutilise this LK. There is thus an increasing need for its identification, documentation and assessment. Based on qualitative research, this paper critically explores the notion of LK in Malawi. Data was collected through 15 focus group discussions, 36 interviews and field observation, and analysed using thematic analysis. Findings indicate that local communities have a complex knowledge system that cuts across different stages of the FRM cycle and forms a component of community resilience. LK is not homogenous within a community, and is highly dependent on the social and political contexts. Access to LK is not equally available to everyone, conditioned by the access to resources and underlying causes of vulnerability that are outside communities’ influence. There are also limits to LK; it is impacted by exogenous processes (e.g., environmental degradation, climate change) that are changing the nature of flooding at local levels, rendering LK, which is based on historical observations, less relevant. It is dynamic and informally triangulated with scientific knowledge brought about by development partners. This paper offers valuable insights for FRM stakeholders as to how to consider LK in their approaches.

The measurement of global progress in implementing a Sendai Framework for Disaster Risk Reduction (SFDRR) targets should be able to report on a set of 38 indicators including those related to disaster damage. The ability of a hazard-specific database (e.g. landslide database in this case) in providing information that meets the SFDRR target is not well researched. This study aims to examine the coverage of information in the existing landslide databases that is relevant to the SFDRR indicators, to check the availability of damage data and to evaluate the current data collection practices according to SFDRR compatibility to local scale application in assessing the applicability of existing damage data to estimate the landslide costs. Content analysis was conducted to assess the availability of damage data and compile landslide events data from different sources to develop a local-level landslide database. Replacement cost and market price approaches were used to estimate landslide costs. Kuala Lumpur is chosen as a study area to represent the lowest spatial resolution at the municipal level. The results show that existing national landslide databases have significant shortages with regard to the availability of damage data necessary for SFDRR reporting. The landslide data in Kuala Lumpur show a high level of missing fundamental hazard information, such as the type (73%), cause (93%) and size (92%). Of the compiled events, 35.9% had no associated damage data, 64.1% had at least one accompanying recorded damage indicator and 58.6% had at least one accompanying reported monetizable damage indicator. This paper contributes to literature by identifying gaps in current landslide data management practices in Malaysia.

The Sendai Framework for Disaster Risk Reduction and Persons with Disabilities

In this paper, the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR) is evaluated with respect to its ramifications for persons with disabilities. In the SFDRR, persons with disabilities were referenced either directly or indirectly as part of the preamble, the guiding principles, the priorities for action, and the role of stakeholders. In addition, the 2015 World Conference on Disaster Risk Reduction, during which the SFDRR was adopted, incorporated explicit recommendations toward a disability-accessible and inclusive environment not evident in previous disaster risk reduction conferences. The infusion of disability-related terms and concepts such as accessibility, inclusion, and universal design throughout the SFDRR document was significant. These concepts, which have their origin in disability studies, are used in the SFDRR document to refer to the needs of all in disaster, not only to people with disabilities. These disability-related concepts will now serve the field of disaster risk reduction as important overarching disaster-related principles. The authors conclude that the SFDRR has firmly established people with disabilities and their advocacy organizations as legitimate stakeholders and actors in the design and implementation of international disaster risk reduction policies.
