Recognizing “reciprocal relations” to restore community access to land and water
Reciprocal relations underscore the mutual caretaking obligations held between nature and society, as intertwining entities that are co-constituted with one another. In this paper, we draw from scholarship on human-nature relations, which emphasizes the intrinsic value and agency of non-human beings and the landscape. Building on this literature, we investigate the practice of reciprocal relations for exemplar communities in Hawaiʻi, British Columbia (Canada), the Appalachian mountain region (U.S.), and Madagascar that are all actively cultivating stewardship of natural resources in the face of economic, political, and ecological pressures. Our cases illustrate the diverse ways individuals and communities enact reciprocal relations and examine how these acts may increase community access to land and water. We show how communities mobilize reciprocal relations through both formal governance actions (e.g. management planning and legislation) and informal avenues (e.g. daily human-environment interactions). Our findings expand upon Ribot and Peluso’s theory of access by considering the multi-directional flows of benefits and responsibilities between people and places exemplified by reciprocal relations. By reframing environmental governance around mutual responsibilities, we hope to increase recognition of existing reciprocal place-based relationships, and facilitate greater community access to land, water, and resources.
Anticipating Future Environments
Drought. Wildfire. Extreme flooding. How does climate change affect the daily work of scientists? Ecological restoration is often premised on the idea of returning a region to an earlier, healthier state. Yet the effects of climate change undercut that premise and challenge the ways scientists can work, destabilizing the idea of \"normalcy\" and revealing the politics that shape what scientists can do. How can the practice of ecological restoration shift to anticipate an increasingly dynamic future? And how does a scientific field itself adapt to climate change?Restoration efforts in the Columbia River Basin-a vast and diverse landscape experiencing warming waters, less snowpack, and greater fluctuations in precipitation-may offer answers to some of these questions. Shana Hirsch tells the story of restoration science in the basin, surveying its past and detailing the work of today's salmon habitat restoration efforts. Her analysis offers critical insight into scientific practices, emerging approaches and ways of thinking, the incorporation of future climate change scenarios into planning, and the ultimate transformation-or adaptation-of the science of ecological restoration. Rethinking private authority
Rethinking Private Authorityexamines the role of non-state actors in global environmental politics, arguing that a fuller understanding of their role requires a new way of conceptualizing private authority. Jessica Green identifies two distinct forms of private authority--one in which states delegate authority to private actors, and another in which entrepreneurial actors generate their own rules, persuading others to adopt them. Drawing on a wealth of empirical evidence spanning a century of environmental rule making, Green shows how the delegation of authority to private actors has played a small but consistent role in multilateral environmental agreements over the past fifty years, largely in the area of treaty implementation. This contrasts with entrepreneurial authority, where most private environmental rules have been created in the past two decades. Green traces how this dynamic and fast-growing form of private authority is becoming increasingly common in areas ranging from organic food to green building practices to sustainable tourism. She persuasively argues that the configuration of state preferences and the existing institutional landscape are paramount to explaining why private authority emerges and assumes the form that it does. In-depth cases on climate change provide evidence for her arguments. Avoiding Climate Change: \Agnostic Adaptation\ and the Politics of Public Silence
What does it mean to adapt to climate change without talking about climate change? The term agnostic adaptation has emerged to refer to actions that address climate change's effects without acknowledging its existence or human causes. Although prevalent, agnostic adaptation has yet to be the focus of significant empirical research. Most studies of climate silence and denial examine the absence of action rather than its paradoxical presence. This article, by contrast, explores how action and silence coexist and even serve to reinforce each other. It draws on fieldwork in Staten Island, New York City's most politically conservative and only predominantly white borough, where residents mobilized after Hurricane Sandy in favor of government buyouts of their damaged homes that would pay them to relocate rather than rebuild in place. The areas that received buyouts have been lauded from afar as exemplary sites of community-led climate adaptation in one of its most radical forms, managed retreat. On the ground, however, those who participated in the push for retreat were largely silent on the topic of climate change, which was not seen as politically enabling or efficacious to discuss. Agnostic adaptation minimized conflict, made for more tractable claims, and maintained relations of power but in so doing offered protection to only a select few. These findings point to the practical effects of climate silence as it exists in relation to climate talk, both of which share omissions, erasures, and forms of agnosticism that narrow the space for transformative action. The political economy of global environmental governance
This article develops a political economy account of global environmental governance to improve upon our understanding of the contemporary conduct of environmental politics and to clarify thinking about the potential for, and barriers to, effective environmental reform. By elaborating the key contours of a political economy account on the one hand and opening up to critical enquiry prevailing understandings of what is meant by ‘global’ ‘environmental’ and ‘governance’ on the other, such an approach is able to enhance our understanding of the practice of environmental governance by emphasising historical, material and political elements of its (re) constitution and evolution.
Living in Denial
Global warming is the most significant environmental issue of our time, yet public response in Western nations has been meager. Why have so few taken any action? In Living in Denial, sociologist Kari Norgaard searches for answers to this question, drawing on interviews and ethnographic data from her study of \"Bygdaby,\" the fictional name of an actual rural community in western Norway, during the unusually warm winter of 2000-2001.In 2000-2001 the first snowfall came to Bygdaby two months later than usual; ice fishing was impossible; and the ski industry had to invest substantially in artificial snow-making. Stories in local and national newspapers linked the warm winter explicitly to global warming. Yet residents did not write letters to the editor, pressure politicians, or cut down on use of fossil fuels. Norgaard attributes this lack of response to the phenomenon of socially organized denial, by which information about climate science is known in the abstract but disconnected from political, social, and private life, and sees this as emblematic of how citizens of industrialized countries are responding to global warming.Norgaard finds that for the highly educated and politically savvy residents of Bygdaby, global warming was both common knowledge and unimaginable. Norgaard traces this denial through multiple levels, from emotions to cultural norms to political economy. Her report from Bygdaby, supplemented by comparisons throughout the book to the United States, tells a larger story behind our paralysis in the face of today's alarming predictions from climate scientists.The hardcover edition does not include a dust jacket.
THE CHALLENGES OF THE ANTHROPOCENE: FROM INTERNATIONAL ENVIRONMENTAL POLITICS TO GLOBAL GOVERNANCE
Abstract : This article proposes a reflection on the challenges of global environmental policy in the Anthropocene. Firstly, the inconsistency between the institutions of international environmental policy and the progressive degradation of the planetary boundaries is highlighted. Secondly, it is stated that, since the transition to Anthropocene requires the conscious construction of a new space of safe operation for humanity, it is necessary to radically modify the institutional structure of cooperation, based on international regimes: the transition from environmental politics to global governance. The fundamental milestone of this path is the overcoming of the international system of conservative hegemony, that is, the abandonment of the sovereignist tendencies - egotistical and short-term - on the part of its actors, particularly the great powers. Finally, a series of premises for the governance of the Anthropocene is proposed from the point of view of International Relations, with the post-sovereign transition as the main pillar. Resumo Esse artigo propõe uma reflexão sobre os desafios da política ambiental global no Antropoceno. Primeiro, destaca-se a inconsistência entre as instituições da política ambiental internacional e a progressiva degradação das fronteiras planetárias. Em segundo lugar, argumenta-se que, uma vez que a transição para o Antropoceno exige a construção consciente de um novo espaço de operação segura para a humanidade, é necessário mudar radicalmente a estrutura institucional da cooperação, baseada em regimes internacionais: a transição da política ambiental para a governança global. O marco fundamental deste caminho é a superação do sistema internacional de hegemonia conservadora, isto é, o abandono de tendências soberanistas - egoístas e de curto prazo - por parte de seus atores, particularmente as grandes potências. Finalmente, é proposta uma série de premissas para a governança do Antropoceno da perspectiva das Relações Internacionais, tendo como substrato a transição pós-soberana. Resumen Este artículo propone una reflexión sobre los desafíos de la política ambiental global en el Antropoceno. Primeramente, se destaca la inconsistencia entre las instituciones de la política ambiental internacional y la degradación progresiva de las fronteras planetarias. En segundo lugar, se afirma que, dado que la transición hacia el Antropoceno demanda la construcción consciente un nuevo espacio de operación segura para la humanidad, es necesario modificar radicalmente la estructura institucional de la cooperación, basada en regímenes internacionales: la transición de la política ambiental hacia la gobernanza global. El hito fundamental de este camino es la superación del sistema internacional de hegemonía conservadora, es decir, el abandono de las tendencias soberanistas - egoístas y de corto plazo - por parte de sus actores, particularmente las grandes potencias. Finalmente, se proponen una serie de premisas para la gobernanza del Antropoceno desde la óptica de las Relaciones Internacionales, teniendo como substrato la transición post-soberana.
Ending the Fossil Fuel Era
Not so long ago, people North and South had little reason to believe that wealth from oil, gas, and coal brought anything but great prosperity. But the presumption of net benefits from fossil fuels is eroding as widening circles of people rich and poor experience the downside.A positive transition to a post-fossil fuel era cannot wait for global agreement, a swap-in of renewables, a miracle technology, a carbon market, or lifestyle change. This book shows that it is now possible to take the first step toward the post-fossil fuel era, by resisting the slow violence of extreme extraction and combustion, exiting the industry, and imagining a good life after fossil fuels. It shows how an environmental politics of transition might occur, arguing for going to the source rather than managing byproducts, for delegitimizing fossil fuels rather than accommodating them, for engaging a politics of deliberately choosing a post-fossil fuel world. Six case studies reveal how individuals, groups, communities, and an entire country have taken first steps out of the fossil fuel era, with experiments that range from leaving oil under the Amazon to ending mountaintop removal in Appalachia.
International political economy and the environment: back to the basics?
For the past two decades, scholars of international political economy and the environment (IPEE) have become quite focused on the study of various international cooperative initiatives that seek to link economic and environmental issues in the wake of the 1987 Brundtland Report and the 1992 Rio Earth Summit. This important work has enhanced our understanding of topics such as the economic dimensions of international environmental governance, the environmental activities of international economic institutions and regimes, and new kinds of private international regimes governing the environment—economy interface. This focus of IPEE scholarship has, however, steered attention away from larger structural trends in the international political economy, whose environmental implications are not addressed explicitly by significant international governance arrangements. Three such trends that are deserving of more attention from IPEE scholars include: the globalization of financial markets; the rise of newly powerful states such as China and India in the global economy; and the recent emergence of high and volatile commodity prices. Each of these structural trends—as well as their interrelationships—have important environmental consequences whose closer study enhances our understanding of the relationship between the international political economy and the environment. Their study also encourages scholars to widen their focus beyond treaties, institutions and regimes to examine broader global economic structures and processes, and the power relationships within them, in an interdisciplinary manner that can draw inspiration from the pioneers of the field of international political economy from the 1970s.
