Ecological regulation for healthy and sustainable food systems: responding to the global rise of ultra-processed foods
Many are calling for transformative food systems changes to promote population and planetary health. Yet there is a lack of research that considers whether current food policy frameworks and regulatory approaches are suited to tackle whole of food systems challenges. One such challenge is responding to the rise of ultra-processed foods (UPF) in human diets, and the related harms to population and planetary health. This paper presents a narrative review and synthesis of academic articles and international reports to critically examine whether current food policy frameworks and regulatory approaches are sufficiently equipped to drive the transformative food systems changes needed to halt the rise of UPFs, reduce consumption and minimise harm. We draw on systems science approaches to conceptualise the UPF problem as an emergent property of complex adaptive food systems shaped by capitalist values and logics. Our findings reveal that current food policy frameworks often adjust or reform isolated aspects of food systems (e.g., prices, labels, food composition), but under-emphasise the deeper paradigms, goals and structures that underlie the rise of UPFs as a systems phenomenon, and its socio-ecological implications. We propose that a ‘leverage points’ framework illuminates where to intervene in food systems to generate multi-level changes, while the theory of ecological regulation highlights how to respond to complex multi-factorial problems, like the rise of UPFs, in diverse ways that respect planetary boundaries. More research is needed to better understand the transformative potential of ecological regulation to advance food systems transformation and attenuate whole of food systems challenges.

Social justice-oriented narratives in European urban food strategies: Bringing forward redistribution, recognition and representation
More and more cities develop urban food strategies (UFSs) to guide their efforts and practices towards more sustainable food systems. An emerging theme shaping these food policy endeavours, especially prominent in North and South America, concerns the enhancement of social justice within food systems. To operationalise this theme in a European urban food governance context we adopt Nancy Fraser’s three-dimensional theory of justice: economic redistribution, cultural recognition and political representation. In this paper, we discuss the findings of an exploratory document analysis of the social justice-oriented ambitions, motivations, current practices and policy trajectories articulated in sixteen European UFSs. We reflect on the food-related resource allocations, value patterns and decision rules these cities propose to alter and the target groups they propose to support, empower or include. Overall, we find that UFSs make little explicit reference to social justice and justice-oriented food concepts, such as food security, food justice, food democracy and food sovereignty. Nevertheless, the identified resources, services and target groups indicate that the three dimensions of Fraser are at the heart of many of the measures described. We argue that implicit, fragmentary and unspecified adoption of social justice in European UFSs is problematic, as it may hold back public consciousness, debate and collective action regarding food system inequalities and may be easily disregarded in policy budgeting, implementation and evaluation trajectories. As a path forward, we present our plans for the RE-ADJUSTool that would enable UFS stakeholders to reflect on how their UFS can incorporate social justice and who to involve in this pursuit.
Mechanisms for policy (dis)integration: explaining food policy and climate change adaptation policy in the Netherlands
Recent years have witnessed increased political interest to the challenge of organizing policy integration to govern societal problems that crosscut the boundaries of traditional government sectors and levels, including climate change, food insecurity, terrorism, and the instability of financial markets. Public policy scholars have recently suggested to study such attempts by conceptualizing policy integration as a multi-dimensional process. Although such a processual perspective has helped to comparatively assess policy (dis)integration, the mechanisms of (dis)integration over time remain undertheorized. Past studies have reported a number of relevant factors, but these have remained rather functionalistic observations that lack explanatory value. To address this gap, we propose a mechanism-based approach that uncovers the political processes that underlie policy (dis)integration over time. Rooted in different strands of social science literature, the mechanistic approach offers a model of causation to assess the plausible chain of key processes that are triggered under particular contextual conditions. We illustrate the framework by empirically investigating the mechanisms that explain the policy (dis)integration of food and climate change adaptation policy in the Netherlands. We end the paper with discussing various implications of our findings for processual approaches to policy integration.
How Much Does the Supplemental Nutrition Assistance Program Reduce Food Insecurity?
Nearly 15% of all U.S. households and 40% of near-poor households were food insecure in 2009. The Supplemental Nutrition Assistance Program (SNAP) is the cornerstone of federal food assistance programs and serves as the first line of defense against food-related hardship. This paper measures the effectiveness of SNAP in reducing food insecurity using an instrumental variables approach to control for selection. Our results suggest that receipt of SNAP benefits reduces the likelihood of being food insecure by roughly 30% and reduces the likelihood of being very food insecure by 20%.
