Movers and makers : uncertainty, resilience, and migrant creativity in worlds of flux

Self-selection patterns in Mexico-US migration
This paper examines the role of migration networks in determining self-selection patterns of Mexico-U.S. migration. A simple theoretical framework shows the impact of networks on migration incentives at different education levels and how this affects the composition of migrant skills. Empirically, we find positive or education-neutral selection in communities with weak migrant networks but negative self-selection in communities with stronger networks. This is consistent with high migration costs driving positive or intermediate self-selection, as advocated by Chiquiar and Hanson (2005), and with negative self-selection being driven by lower returns to education in the United States than in Mexico, as advocated by Borjas (1987).
Eight Questions about Brain Drain
The term \"brain drain\" dominates popular discourse on high-skilled migration, and for this reason, we use it in this article. However, as Harry Johnson noted, it is a loaded phrase implying serious loss. It is far from clear that such a loss actually occurs in practice; indeed, there is an increasing recognition of the possible benefits that skilled migration can offer both for migrants and for sending countries. This paper builds upon a recent wave of empirical research to answer eight key questions underlying much of the brain drain debate: 1) What is brain drain? 2) Why should economists care about it? 3) Is brain drain increasing? 4) Is there a positive relationship between skilled and unskilled migration? 5) What makes brain drain more likely? 6) Does brain gain exist? 7) Do high-skilled workers remit, invest, and share knowledge back home? 8) What do we know about the fiscal and production externalities of brain drain?
Workplace Concentration of Immigrants
Casual observation suggests that in most U.S. urban labor markets, immigrants have more immigrant coworkers than native-born workers do. While seeming obvious, this excess tendency to work together has not been precisely measured, nor have its sources been quantified. Using matched employer-employee data from the U.S. Census Bureau Longitudinal Employer-Household Dynamics (LEHD) database on a set of metropolitan statistical areas (MSAs) with substantial immigrant populations, we find that, on average, 37 % of an immigrant's coworkers are themselves immigrants; in contrast, only 14 % of a native-born worker's coworkers are immigrants. We decompose this difference into the probability of working with compatriots versus with immigrants from other source countries. Using human capital, employer, and location characteristics, we narrow the mechanisms that might explain immigrant concentration. We find that industry, language, and residential segregation collectively explain almost all the excess tendency to work with immigrants from other source countries, but they have limited power to explain work with compatriots. This large unexplained compatriot component suggests an important role for unmeasured country-specific factors, such as social networks.
Immigrant workers and firm resilience on the export market
This paper studies whether firms employing immigrant workers are more resilient to an increase in competition in their export markets. Exploiting the surge of Chinese imports following its accession to the World Trade Organization and using a sample of French manufacturing exporters from 2002 to 2015, we find that an increase in the growth rate of Chinese competition in a foreign market has a negative effect on both the two-year survival and growth rate of sales of French exporters on that foreign market. This negative effect on firm performance is mitigated by the employment of immigrant workers.
Modelling earnings dynamics and inequality: foreign workers and inequality trends in Luxembourg, 1988-2009
The paper exploits large-scale administrative data to analyse trends in male earnings inequality in Luxembourg during 20 years of rapid economic growth, industrial redevelopment and massive inflow of foreign workers. A detailed error components model is estimated to identify persistent and transitory components of (the trends of) log-earnings variance and to disentangle the contributions to it of native, immigrant and cross-border workers. The model is flexible and allows for a high degree of individual, age, time and cohort heterogeneity. We observe a surprising stability in overall earnings inequality as a result of more complex underlying changes, with marked increases in persistent inequality (except among natives), a growing contribution of foreigners and a decrease in earnings instability (primarily for natives).
A comparative analysis of immigrant skills and their utilization in Australia, Canada, and the USA
We compare literacy test scores and their impact on wage and employment outcomes of Australian, Canadian, and the US immigrants. Overall, we find little to distinguish the skills of immigrants to these three countries, although there is some indication of gains at the lower end of the distribution among Australian immigrants arriving after the mid-1990s. Relative immigrant wage returns to literacy are, however, substantially higher in the USA, which we argue reflects languageskill complementarities, as opposed to more efficient skill utilization or unobserved productivity characteristics.
Generative work
This paper examines an important aspect of the politicisation of contingent work: the evolution of grassroots organising strategies by immigrant day labourers, an allegedly 'unorganisable' class of contingent workers. The paper focuses on the ways in which repertoires of contestation – based in a philosophy of social transformation through radical democracy and Popular Education – have defused from mass-movement social struggles in Latin America in the 1980s to street-corner organising in US cities today. Through a series of in-depth interviews with day labour organisers, the paper: (1) follows the continental travels of Popular Education methodologies; and (2) explores how organising approaches from the global South have been adapted and recombined to meet the challenges presented by day labour markets in the US which are characterised by rampant violations of core labour standards.
