Governance and Women’s Economic and Political Participation
Have institutional reforms been successful in reducing persistent gender gaps in economic and political participation? This paper argues that, at the roots of current gender inequalities, there are traditional patriarchal social structures in which power is unequally distributed, with men traditionally holding authority over women. The power imbalance is manifested in governance arrangements, of which we consider discriminatory formal laws and informal normative systems that perpetuate gender inequality. We review the evidence on the effectiveness of reforms addressing gender inequality and applied via formal law changes. Given the possibility of endogeneity issues as reforms may have been adopted in countries where attitudes toward women had already been improving, we focus on micro-empirical studies that tackle this challenge. The evidence suggests that some reforms have been successful in reducing inequalities. Power and norms can shift and sometimes temporary interventions can deliver long-term results.
Institutional Reforms and Their Impact on Economic Growth and Investment in Developing Countries
It is widely accepted that the economic and social system may be more efficient by reforming institutions. Institutional reforms are attempts to change the rules affecting human interactions and these reforms are fundamental for development and economic prosperity. The reforms can be divided into two categories; political and economic institutional reforms. It is need of the hour to determine the category of reform that is more suitable for developing countries. Moreover, a vast literature describes the impact of institutional reforms but little focused on exploring their impacts on macroeconomic activities. So, this study is an effort to determine the impact of institutional reforms on macroeconomic variables by considering the panel data of 122 developing countries covering the time span from 1996 to 2019. The study applied treatment analysis using the difference-in-differences technique to gauge the effects of reforms. Besides, it will be interesting to know the causes triggering the institutional reforms in developing countries. The findings of the study reveal that economic reforms are more important as compared with political reforms to grow the economies. The countries focusing on political reforms are not able to overcome the economic crisis. Moreover, both types of reforms do not cause each other in these countries.
The Conference on the Future of Europe and EU Reform: Limits of Differentiated Integration
There is considerable uncertainty about the outcome of the planned Conference on the Future of Europe, especially regarding possible treaty change. This contribution to the Dialogue comments on the possibility of an intergovernmental agreement outside the EU treaty framework on the basis of theoretical and empirical knowledge about differentiated integration. It argues that such an agreement would deviate from the traditional logic of differentiated integration venues, and that differentiated integration is generally of limited value for overcoming decision-making blockades on constitutional and redistributive issues.
Beyond institutional voids: Business groups, incomplete markets, and organizational form
We extend the \"institutional voids\" perspective on business groups by examining the value-adding potential of two of the characteristic features of business groups: their diverse portfolio and multientity organizational form. We maintain that portfolio diversity affords affiliates privileged access to opportunities hidden by incomplete strategic factor markets. We hypothesize that the multientity organizational form enables superior sensing and seizing of these growth opportunities by affiliate firms. We further suggest that, in the context of institutional reforms, these characteristics strengthen business group affiliates' ability to capitalize on the expanded set of opportunities made available by the reform program. Empirical analyses on a sample of Indian firms over the period 1994-2010 support our hypotheses. Implications for theory and future directions are discussed.
Opportunity for marine fisheries reform in China
China’s 13th Five-Year Plan, launched in March 2016, provides a sound policy platform for the protection of marine ecosystems and the restoration of capture fisheries within China’s exclusive economic zone. What distinguishes China among many other countries striving for marine fisheries reform is its size—accounting for almost one-fifth of global catch volume—and the unique cultural context of its economic and resource management. In this paper, we trace the history of Chinese government priorities, policies, and outcomes related to marine fisheries since the 1978 Economic Reform, and examine how the current leadership’s agenda for “ecological civilization” could successfully transform marine resource management in the coming years. We show how China, like many other countries, has experienced a decline in the average trophic level of its capture fisheries during the past few decades, and how its policy design, implementation, and enforcement have influenced the status of its wild fish stocks. To reverse the trend in declining fish stocks, the government is introducing a series of new programs for sustainable fisheries and aquaculture, with greater traceability and accountability in marine resource management and area controls on coastal development. As impressive as these new plans are on paper, we conclude that serious institutional reforms will be needed to achieve a true paradigm shift in marine fisheries management in China. In particular, we recommend new institutions for science-based fisheries management, secure fishing access, policy consistency across provinces, educational programs for fisheries managers, and increasing public access to scientific data.
Varieties in state capitalism: Outward FDI strategies of central and local state-owned enterprises from emerging economy countries
Institutional diversity characterizing state-owned enterprises (SOEs) from emerging economies holds critical but under-examined implications for their internationalization activities. Different types of SOEs can exhibit distinct motivations, strategic resources, and adaptive capabilities for penetrating foreign markets. To understand how such idiosyncratic differences emerge, we conceptualize the heterogeneity of SOEs as an outcome of multiple institutional reform processes – administrative and fiscal decentralization, industrial restructuring, and market liberalization – which create diversity between SOEs affiliated with central and local levels of government. Building on the idea of \"institutions-asconfigurations\", we elucidate how such reforms reconfigure SOEs' constellation of resources, capabilities, and priorities which shape the parameters of their ability to negotiate for home and host country institutional legitimacy. Specifically, we propose that the restructuring of central SOEs into \"national champions\" exposes them to stronger institutional pressures from home and host country governments while local SOEs which have fewer obligations to serve national strategic prerogatives display greater managerial autonomy and market orientation, but lower levels of monopolistic behavior. We discuss how such contrasting attributes contribute to variations in SOEs' international business diversification patterns, foreign subsidiary establishment and ownership modes, and overseas location preferences. Recognition of SOEs' organizational diversity holds important implications for theories on state-owned multinationals.
Decentralizing Water Services in India
This paper examines decentralized reform initiatives in the Indian rural water sector from a policy perspective as well as from a political perspective focused on institutional design and implementation at the local level. It argues that normative economic prescriptions regarding decentralization are not very useful. The paper finds that the institutional architecture for decentralized reforms is highly contested and requires a better understanding of power and the role of micro-politics in shaping decentralization designs and outcomes. It also suggests that greater devolution in the water sector can lead to greater decentralization and democratization across sectors.
Backlash against international courts: explaining the forms and patterns of resistance to international courts
The paper investigates and theorises different forms and patterns of resistance to international courts (ICs) and develops an analytical framework for explaining their variability. In order to make intelligible the resistance that many ICs are currently facing, the paper first unpacks the concept of resistance. It then introduces a key distinction between mere pushback from individual Member States or other actors, seeking to influence the future direction of a court's case-law, and actual backlash – a critique triggering significant institutional reform or even the dismantling of tribunals. On the basis on the proposed theoretical framework, the paper provides a roadmap for empirical studies of resistance to ICs, considering the key contextual factors necessary to take into account in such studies.
Multilateral development banks investment behaviour in water and sanitation: Findings and lessons from 60 years of investment projects in Africa and Asia
Multilateral development banks (MDBs) play a pivotal role in financing water and sanitation infrastructure projects and thus have a major impact on the development of basic services. Although information about the MDBs' investments is publicly available, it is dispersed and not easily comparable. A comprehensive compilation of MDBs' water and sanitation investments has long been lacking. To address this gap, we assess water and sanitation financing by the three MDBs most relevant to Africa and Asia between 1960 and 2020: the World Bank, the African Development Bank, and the Asian Development Bank. We compile a new dataset by drawing on 3,639 water and sanitation projects and assess territorial trends, technology choices, distribution of financial burdens, and reforms to institutional arrangements. We find that MDBs' investments align with changing patterns of urbanization and increasingly finance sanitation infrastructures including non-sewered technologies. However, our results also suggest that institutional reforms have addressed utility efficiency through investment in equipment and skills rather than through increased commercialization and private sector participation. The leverage effect of MDB investment on private financing is negligible, whereas co-financing from local governments dominates.
A digital framework for streamlining the registration process for architects in Nigeria
This article presents a framework that automates Nigeria’s architectural registration process jointly administered by the Architects Registration Council of Nigeria (ARCON) and the Nigerian Institute of Architects (NIA) using contemporary web technologies built on the Django Python framework. The system digitises submissions, document verification, payments, exam scheduling, and certification, delivering step-by-step interfaces, real-time status tracking, and automated notifications to reduce error, shorten cycle times, and widen access. A comparative scan of international practices underscores the gains from automation and informs design choices around transparency, auditability, and interoperability. Findings indicate substantial improvements in efficiency and user satisfaction while preserving professional standards. Beyond technical performance, the study clarifies implications for architectural policy and the built environment: it establishes a digital-by-default regulatory model, strengthens public verification and accountability, and expands equitable entry into the profession capabilities that support better procurement, code compliance, and project delivery in underserved regions. The paper offers transferable design patterns and recommendations for ICT adoption across allied professional councils.
