Forest Landscape Restoration—What Generates Failure and Success?
Research Highlights: The global Forest Landscape Restoration ambitions could be impaired by projects that ignore key principles such as the engagement of local communities in decision making and implementation, equitable benefit sharing, and monitoring for adaptive management. This entails the danger of continued degradation, disappointed local stakeholders, and ultimately, project failure. Other projects face technical problems related to tree establishment and nursery production. Background and Objectives: There are high hopes for Forest and Landscape Restoration to regain ecosystem integrity and enhance human well-being in deforested and degraded areas. We highlight various problems and success factors experienced during project implementation on a global scale. Materials and Methods: We use data from a global online survey to identify common obstacles and success factors for the implementation of forest restoration. Results: While the majority of respondents reported successful projects, others indicate drastic problems and failed projects. Major obstacles to forest restoration experienced by survey respondents were a lack of local stakeholder involvement and a mismatch between goals of local communities and restoration managers, as well as environmental, anthropogenic, and technical barriers to tree regeneration. Conclusions: When local communities, their goals, and needs are disregarded in project planning and implementation, as reported from various cases in our survey and the limited available literature, there is a risk of project failure. Failed projects and disappointed stakeholders, as well as discouraged funders and policy-makers, could lessen the momentum of global forest restoration ambitions. Adhering to key principles of Forest and Landscape Restoration can promote much-needed community support, with the potential to overcome barriers to forest regeneration and enable communities for the protection, management, and monitoring of the restored forests beyond the limited project and funding periods. Research is needed to gain a better understanding of the perception of local communities towards restoration activities. Further studies on the implementation of forest restoration at the intersection of environmental factors, socioeconomic conditions, forest regeneration/silviculture, and nursery production are needed.
Fostering collective action to reduce wildfire risk across property boundaries in the American West
Large-scale, high-severity wildfires are a major challenge to the future social-ecological sustainability of fire-adapted forest ecosystems in the American West. Managing forests to mitigate this risk is a collective action problem requiring landowners and stakeholders within multi-ownership landscapes to plan and implement coordinated restoration treatments. Our research question is: how can we promote collective action to reduce wildfire risk and restore fire-resilient forests in the American West? To address this question we draw on collective action theory to produce an environmental public good (fire-resilient forests), and empirical examples of collective action from six projects that are part of the US Forest Service-Natural Resources Conservation Service Joint Chiefs' Landscape Restoration Partnership. Our findings are based on qualitative, semi-structured interviews conducted with 104 individuals who were purposively selected to represent the diverse stakeholders involved in these projects. Fostering collective action to restore fire-resilient forests entails getting as many landowners (especially large landowners) to participate in wildfire risk reduction as possible to increase its areal extent; and landowner coordination in planning and implementing strategically-designed restoration treatments to optimize their effectiveness. We identify factors that enabled and constrained landowner participation and coordination in the Joint Chiefs' projects. Based on our findings and theory about when collective action will emerge, we specify a suite of practices to promote collective action for wildfire risk reduction across property boundaries, emphasizing incentives and enabling conditions. These include proactive education and outreach targeting landowners; multi-stakeholder processes with broad landowner representation to develop coordinated management approaches; financial and technical assistance to support fuels treatments on all ownerships within similar time frames; strong partnerships; and using common forestry professionals to plan and implement treatments on different ownerships (especially private lands). Our findings can inform cross-boundary management for landscape-scale conservation and restoration in other contexts.
Low- and moderate-severity fire offers key insights for landscape restoration in ponderosa pine forests
Restoration goals in fire-prone conifer forests include mitigating fire hazard while restoring forest structural components linked to disturbance resilience and ecological function. Restoration of overstory spatial pattern in forests often falls short of management objectives due to complexities in implementation, regulation, and available data. When historical data is available, it is often collected at plots too small to inform coarse-scale metrics like gap size and structure of tree patches (e.g., 1 ha). Principles of ecological forestry typically emphasize overstory removal patterns that emulate those of natural disturbances. So, low- and moderate-severity portions of contemporary wildfires may serve as a guide to restoration treatments where mixed-severity fires occur. Here, we compare forest spatial pattern and configuration in 15 mechanical restoration treatments and low- and moderate-severity portions of three wildfires in ponderosa pine-dominated forests to determine how they differ in spatial pattern. We obtained satellite imagery of restoration treatments and wildfires and used supervised classification to differentiate canopy and openings. We assessed elements of landscape structure including canopy and gap cover, gap attributes, and landscape heterogeneity for each disturbance type. We found that both mechanical restoration treatments and low- and moderate-severity portions of wildfires reduced forest cover, increased gap cover, and altered pattern and arrangement of gaps relative to undisturbed areas, though the magnitude of changes were greatest in the burned sites. Low- and moderate-severity wildfire consistently increased landscape heterogeneity, but mechanical treatments did not. This suggests that a greater emphasis on increasing gap and patch spatial structure may make mechanical treatments more congruent with natural disturbances. Outcomes of low- and moderate-severity portions of wildfires may provide important information upon which to base management prescriptions where reference data on landscape patterns is unavailable.
Scale-sensitive governance in forest and landscape restoration: a systematic review
Abstract Building on different bodies of the governance literature, we propose a conceptual framework specifying nine scale-sensitive governance arrangements that aim to (1) create cross-scale fit between the governance and ecological scales, and/or (2) foster cross-level alignment between different governance levels. To understand how scale-sensitive governance has played out in practice, our systematic review builds on 84 peer-reviewed empirical journal articles, which represent 84 cases of forest and landscape restoration governance. In the case studies, we identified eight out of nine scale-sensitive governance arrangements: moving tasks to other governance levels; task-specific organisations; polycentric governance; multilevel coordination; multilevel collaboration; multilevel learning; bridging organisations; and multilevel networks. These arrangements constitute important elements of the multilevel environmental governance landscape, and we analysed their role in promoting forest and landscape restoration. By using the proposed conceptual framework, a better understanding is created of how different scale-sensitive governance arrangements can support existing and future restoration efforts that are implemented as part of the UN Decade on Ecosystem Restoration.

A Local Initiative to Achieve Global Forest and Landscape Restoration Challenge—Lessons Learned from a Community-Based Forest Restoration Project in Biliran Province, Philippines
Forest and landscape restoration in the tropics is often undertaken by groups of smallholders and communities whose livelihoods are primarily agricultural and forest-based. In the Philippines, the implementation of forest restoration programs involving people’s organizations showed mixed results. We present a case study of a pilot community-based forest restoration project that was undertaken in Biliran Province to understand the impediments, and pilot test interventions to improve restoration outcomes. The project was designed using systems thinking, employing smallholder-based best-practice, and applying the principles of a participatory approach. The results revealed that the initial participation of smallholders is mostly driven by short-term financial incentives. However, long-term commitment to managing the trees is attributed mainly to sustainable livelihood, land and tree rights, equitable sharing of benefits, strong leadership, effective governance and improved human and social capitals. The support of extension officers, use of high-quality seedlings, and participation of women are essential for community-based forest restoration success. Key lessons from our research could contribute to fulfilling the forest and landscape restoration commitments of developing countries in the tropics.
