Purpose
Housing provides constructed space for human activities. Literature indicates that housing impacts wealth, education attainment and health outcomes, among others. Because of its contributions to society, it is essential to develop and implement strategies that address the housing shortage experienced in most cities across the globe. This study aims to unpack the factors affecting housing production in the UK and chart the way forward.
Design/methodology/approach
In addressing this study's aim, an interprivitst approach was adopted and semi-structured interviews were conducted with 18 experienced professionals. Data were collected across the four nations of the UK (England, Wales, Scotland and Northern Ireland).
Findings
The results indicated that the opportunistic behaviour of stakeholders is one of the main factors affecting housing production in the study area. Also, modern construction methods, collaborative practices, government intervention and affordable housing schemes were identified as key strategies for addressing housing production factors.
Practical implications
This study identified strategies for mitigating housing production issues that provide a focal point to all stakeholders keen on filling the housing shortage gap and improving productivity to channel their resources and effort accordingly.
Originality/value
To the best of the authors’ knowledge, this study is one of the first to empirically analyse the influencing factors on the housing gap in the UK from the perspective of the supply side to provide information that could lead towards closing the said gap.

Critical Challenges and Potential for Widespread Adoption of Mass Timber Construction in Australia—An Analysis of Industry Perceptions

The construction industry is one of the largest producers of greenhouse gases, accounting for 38% of global carbon emissions. Recently, interest in mass timber construction has grown, due to its potential benefits in reducing environmental impact compared to traditional construction methods that use steel and concrete, and in promoting global sustainability and climate agendas, such as the Sustainable Development Goals (SDGs) and global net-zero emissions by 2050. Despite the slow adoption of mass timber construction (MTC) in Australia, some innovative and iconic projects and initiatives have been realised. The research intends to identify critical challenges and potential for broader adoption of MTC in Australia. The study reviewed selected MTC projects, followed by a perception survey and interviews of the relevant industry stakeholders in Australia to understand the key barriers and enablers for the widespread application of MTC in Australia. Significant challenges identified in the research include a lack of understanding of fire safety, regulations, performance, inherent application, and local manufacturers and suppliers, which are yet to be improved. In addition, it was found that prior experience built confidence in the application of MTC. Furthering widespread adoption of MTC technology in Australia beyond cost competitiveness requires the Australian construction industry to work towards developing suitable regulatory and insurance policies, financing, incentivising clients, and a skilled workforce. The study focuses on an investigation in the context of industry perceptions of MTC in Australia. Based on the analysis of the critical characteristics of MTC projects, and using the empirical data, the study identifies key challenges and opportunities in the widespread application of MTC in Australia.

Mainstreaming pre-manufactured offsite processes in construction – are we nearly there?

Purpose
The purpose of this paper is to explore the current state of popular modern methods of construction (MMC) and pre-manufactured construction in the construction industry and propose a framework for future implications for practice and future research.
Design/methodology/approach
This technical paper is based on a narrative review of the extant literature on the subject. First, the Scopus search engine was used to retrieve relevant papers on MMC, offsite and pre-manufactured construction. Second, institutional literature such as reports by industry professional and trade bodies, literature from leading technology firms and contractors with experience of MMC were extracted. These two strands of literature were synthesised and a comprehensive discussion on the topic was provided.
Findings
Results show that journal publications on MMC and pre-manufactured construction have increased in the past decade. The paper found significant advances in the development of premanufactured and offsite construction approaches with many benefits. Offsite and pre-manufactured construction are viable and sustainable systems currently suitable for wider adoption as the mainstream construction method.
Research limitations/implications
This technical paper based on an integrative review of relevant literature could have benefitted from interviews of professionals with experience of offsite and pre-manufacture techniques and from wider availability of current academic publications on the subject. Validation of the framework has not been undertaken.
Originality/value
Not much-published work has been undertaken on the current state of development globally and the viability of these construction approaches. This paper evaluates evidence from academic and industry sources to address this gap. A framework has been developed which can help the industry’s industrialisation drive.

Assessment of Sustainability and Efficiency Metrics in Modern Methods of Construction: A Case Study Using a Life Cycle Assessment Approach

The construction industry faces various sustainability challenges, and modern methods of construction (MMC) have been promoted as an effective alternative to mitigate environmental impact and improve productivity. However, to gain a thorough understanding of the benefits, there is a need for more objective data. To address this, the present study employs a simplified life-cycle assessment (LCA) methodology to evaluate a set of environmental and efficiency metrics in a case study. The study aims to demonstrate the benefits of using an MMC known as the “VAP system” by comparing it with its conventional counterpart built with reinforced masonry. Adopting the MMC resulted in significant reductions in embodied carbon (EC) and embodied energy (EE) related to materials, as well as a reduction in global warming potential (GWP), cumulative energy demand (CED), and construction waste. Additionally, it shortened delivery times and increased labor productivity. Furthermore, when both local and European parameters were considered in the evaluation, the percentage of materials circularity (PMC) was higher. The study concludes that the adoption of the MMC leads to higher sustainability by reducing carbon emissions, minimizing construction waste, and conserving resources. This research has significant implications for promoting the adoption of MMC globally, leading to more sustainable and efficient construction practices.

Assessment of Barriers and Strategies for the Enhancement of Off-Site Construction in India: An ISM Approach

The tremendous urbanization pace of India calls for higher efficiency in housing development, currently typified by low productivity and poor sustainability performance. Although off-site construction (OSC) is a method of widely acknowledged efficiency, its current uptake in India is very low, and the factors hindering its wider adaptation have not been comprehensively researched. This paper employs interviews with experts, a questionnaire survey and the interpretive structural modelling (ISM) technique to achieve the following objectives: first, to reveal which factors are perceived as top barriers for OSC implementation in India; second, to develop a hierarchical model presenting the causality between these factors; and third, to propose the initiatives required for barriers with high impact on other barriers to be most efficiently tackled. The survey findings show that the barriers perceived as most important from the professionals’ point of view are design inflexibility, difficulties in storage and transportation, supply chain weaknesses, initial capital requirements and lack of skills. The ISM reveals, though, that the underlying causes for these barriers lie with factors such as public procurement regulations and the fragmentation of the sector. Therefore, the latter are the barriers that need to be targeted in priority, as per the suggested strategies.

Understanding the embodied carbon credentials of modern methods of construction

This study assesses the embodied carbon credentials of modern methods of construction (MMC) by conducting a critical literature review and synthesis of the findings. While several studies have reviewed the broader impacts of MMC, no other study to date has comprehensively reviewed the embodied carbon credentials of this construction typology. Since MMC is not an internationally recognised term, the assessment is inclusive of other terminology used in different parts of the world – e.g. prefabrication, off-site construction and industrialised construction. The study captures 250 separate studies and distils these to a final sample set of 41 studies and a total of 82 case study comparisons. Although a general perception exists that the adoption of MMC results in embodied carbon savings, the evidence to support this claim is not robust. The results from individual case studies range significantly in both direction and magnitude, and, in the absence of a critical review, considerably different conclusions can be drawn. Upon critique and synthesis of the published studies, it is found that the adoption of MMC has no significant positive, or negative, impact on the embodied carbon of a building. Policy relevance MMC have been widely cited as the answer to housing shortages and productivity issues in the construction industry more broadly. They have subsequently attracted political attention and implementation in many regions. Embodied carbon is another topic of continued debate in built environment policy. There is a somewhat hopeful assumption that the adoption of MMC will reduce embodied carbon. But, to date, the evidence to arrive at that assumption has been inconsistent. The literature that compares MMC with traditional construction varies considerably. It is found that there is no broad link between MMC and reduced embodied carbon. Reducing the embodied carbon of buildings requires assessment on a case-by-case basis.

Modular Building Systems (MBS) offer numerous benefits in terms of productivity, sustainability and safety. Therefore, MBSs are considered as a viable option to sort out the housing crisis in Britain as well as to drive Britain towards sustainable construction. Development in materials, manufacturing techniques, connection types and structural designs with respect to offsite construction is essential to achieve sustainable goals. Recent advancements in steel manufacturing, including Cold-Formed Steel (CFS), have showed potential benefits in structural performance compared to concrete and timber. Meanwhile, research was conducted to enhance the structural capacities of CFS sections by introducing different cross-sections, composite sections and techniques including optimization. Built-up sections were developed by connecting more than one channel section, and various research studies were conducted to assess their structural performances. However, sustainable performance of built-up sections in modular constructions is still unknown. Hence, this paper intends to develop an MBS using built-up sections for better sustainable performance. Literature review was carried out on the sustainability benefits of MBSs in terms of economic, environmental and social aspects. In addition to that, numerical analysis was performed to investigate the flexural capacity of built-up sections with different screw arrangements to address the sustainable aspects of modular construction by introducing novel sections. The numerical description, results and validations are also stated. Numerical results revealed that flexural capacities of built-up sections are improved up to 156% than those of single sections. Finally, the utilization of built-up sections in modular construction with sustainability enhancement is addressed and illustrated in a conceptual diagram.

A Systematic Review of the Business Contingencies Influencing Broader Adoption: Modern Methods of Construction (MMC)

The existing body of knowledge on the Modern Methods of Construction (MMC) reflects their benefits and relative advantages, particularly in addressing contemporary construction challenges. However, the uptake of such methods is minimal, particularly in the public construction sector. The low uptake has led MMC firms to liquidation due to the lack of an economy of scale. Studies, particularly recently, explain that the low adoption rates are linked to the inappropriateness of existing business models responsible for driving broader demand. This paper assumes that the lag in MMC adoption could be related to the ability of supply business models to communicate confidence to demand. Public clients are foreseen as important target customers, acquiring influential status across the industry, with an expected potential to drive innovation adoption across the sector. A systematic review method allows scholars to assess existing literature by critically locating and analysing relative publications to approach the study’s aim. Through utilising this method, the study classifies the arguments against the Business Model Canvas (BMC), and argues the results with respect to contingency theory, and in turn, synthesizing a new meaning that reveals the considerations needed to boost business model performance when penetrating the public sector. Hence, the critical analyses of 70 studies relative to MMC, led to proposing the contingencies that are believed to better structure business models. Results suggest that MMC firms can embrace specific reforms and gain more momentum when communicating confidence to public client organisations; however, a guideline that conceptualises the interactions between the elements and their influence on the decision-making does not exist, and this may be inhibiting coherency on how MMC businesses drive broader demand. To the authors’ knowledge, this is the first study to utilise the contingency theory as an attempt to disseminate previous efforts to explain the low adoption of MMC in the UK public sector.

Purpose
The staggering demand for construction projects to meet a spectrum of public needs is projected to outstrip the industry’s supply capability. The modern methods of construction (MMC) offers wider control due to shifting key construction processes offsite. Public clients play a significant role due to their purchasing power; however, their uptake of MMC is low, despite the benefits. The purpose of this study is to reveal the reasoning behind such low adoption. The research gap, herewith, is our lack of understanding of the influence of public clients perceptions on their adoption’s indecision.
Design/methodology/approach
This study used a qualitative approach to investigate the motives behind the public sector’s low MMC adoption. Semi-structured interviews with 14 of the United Kingdom’s public sector decision-makers, industry leaders and experts have been conducted. Perspectives were argued against the diffusion of innovation (DOI) theory.
Findings
Overall, the innovation’s attributes informed the authors of the positive perceptions from the public sector, demonstrating that the low adoption of MMC is not linked to any embedded issues with the innovation itself rather being predominantly related to the dynamics between supply and demand. The former (supply), reflected a failure in communicating confidence, and the latter (demand), attained characteristics that are limiting wider uptake.
Originality/value
To the best of the authors’ knowledge, this is the first study to apply the DOI theory to reveal the relationship between UK public clients’ perceptions and their decision-making. Moreover, this paper addresses the scant attention to the use of theories to explain the flow of innovations in the construction context.

PurposeThe United Kingdom (UK) construction sector is transforming with increasing confidence in offsite construction (OSC) solutions following its accrued benefits. To sustain this momentum, exploring viable strategies to promote successful OSC implementation is a top priority. This paper aims to identify and establish interrelationships and logical dependencies of critical success factors (CSFs) for implementing OSC on building projects in the UK.Design/methodology/approachThis study utilised a qualitative research approach. Following a critical review of extant literature, brainstorming and focus group sessions were carried out with OSC experts in the UK construction industry to identify and contextualise CSFs for OSC implementation. Interpretive structural modelling (ISM) and matrix impact cross-reference multiplication applied to a classification (MICMAC) were used to analyse and model the interrelationships between the contextualised CSFs.FindingsThe study identified eighteen CSFs for implementing OSC on projects in the UK positioned on seven hierarchical levels and clustered into dependent, linkage and independent factors. The top five CSFs established were client commitment, top management support, adequate OSC knowledge and experience, flexible leadership and flexible business models. These were located at the base of the ISM model, possessing the highest driving powers in facilitating the successful implementation of OSC on projects.Originality/valueThis study established a hierarchical interrelationship and the importance of the CSFs influencing the successful implementation of OSC. This would assist OSC clients and project teams in identifying and prioritising particular areas for strategic actions, which offer advantages in pursuing successful OSC project outcomes in the UK. Previous research on OSC implementation in the UK had not examined CSFs' interrelationships.
