Sur une importante conjecture historique de Philippe Mongin
En revisitant les sources de la théorie moderne du risque, Philippe Mongin [2019] a choisi de réexaminer les premiers écrits d’Allais à la lumière des débats du colloque international de Paris de 1952, « Fondements et applications de la théorie du risque en économétrie » (répertorié « Économétrie »). Il a conjecturé que l’ambition d’Allais était d’établir, non pas seulement un contreexemple à la théorie de l’utilité espérée, mais bel et bien une théorie normative de la décision face au risque, appuyée sur un concept de rationalité en rupture avec celui de la théorie habituelle. L’article revisite la conjecture et les cheminements de la pensée d’Allais et argumente qu’en effet, plusieurs autres arguments peuvent être relevés en soutien de la conjecture de Mongin. Ces arguments ont non seulement l’intérêt d’ouvrir une liaison entre les univers de Maurice Allais et de Herbert Simon, mais ils appellent aussi à rééquilibrer le mérite trop exclusivement attribué à l’article de 1992 de Tversky et Kahneman pour l’élaboration de la théorie moderne de la décision face au risque. Si l’extension du modèle au cas de l’incertain est indiscutablement due à ces derniers auteurs, il apparaît qu’une série d’écrits de Maurice Allais devrait recueillir le mérite de la lente genèse du modèle dans les situations de risque au sens précis du terme, non seulement pour les idées séminales, mais aussi pour les innovations principales. Mention spéciale doit cependant être faite d’un développement « mertonien » conduit indépendamment par John Quiggin et par Maurice Allais luimême dans les années 1980. When revisiting the sources of modern risk theory, Philippe Mongin [2019] chose to reexamine Allais’s early writings in light of the discussions held at the Paris 1952 International Conference “Fondements et Applications de la Théorie du Risque en Économétrie” (labeled “Économétrie”). He conjectured that Allais’ endeavor was in fact to establish, not only a counterexample to expected utility theory, but indeed a normative theory of decision under risk, based on a concept of rationality clearly departing from standard theory. This paper reviews the conjecture and Allais’ lines of thought in risk theory and argues that several other arguments can be found to support Mongin’s conjecture. Interestingly, these arguments not only allow to launch a bridge between Maurice Allais’and Herbert Simon’s worlds, but they also call for a rebalancing of the credit too exclusively given to Tversky and Kahneman 1992’s celebrated article for the elaboration of modern decision theory under risk. While the extension of the model to the uncertainty case is undoubtedly to be credited to the latter authors, it appears that a series of Allais’ writings should be credited for the genesis of the modern theory under risk properly defined, for the seminal ideas, but also for the main innovations. Special mention is to be made of a “Mertonian” development independently worked out by John Quiggin and Maurice Allais himself in the 80s.
