The fundamentals of performance measurement systems: A systematic approach to theory and a research agenda

Purpose
The purpose of this paper is to identify the fundamentals of a performance measurement system (PMS) as discussed in the literature for the past thirty-two years in an attempt to provide a research agenda for future research.
Design/methodology/approach
The paper uses a systematic review of the business, public and non-profit sector literature in examining what constitutes the fundamentals of PMS, and how these fundamentals have influenced the use of data (esp. on nonfinancial data), development of measuring methods, measuring attributes, and measuring process.
Findings
The paper finds that there are a small number of articles providing that can be considered to have provided substantial discussion of the fundamentals of PMS. While there is no consensus on what constitute the fundamentals of PMS, using content analysis, citation analysis and on the strict criteria of necessary and/or sufficient for the existence of a PMS, this paper managed to characterize the fundamentals into six categories. This paper found that the field of PMS has not change much during the past thirty or more years, and there remains various pragmatic and research gaps that need to be addressed.
Practical implications
The results, outcomes, and analysis of this paper have both practical and academic implications. The gaps and recommendations for future research is consolidated into a research agenda that provides practitioners to evaluate existing PMS, avoid issues and seek ways to develop a conceptual (theoretical) PMS that is of greater practical significance.
Originality/value
The results of this study (1) contribute toward providing an update of the current state of development and research into PMS; and (2) managed to identify existing practical issues and research gaps of PMS, and provided a research agenda on which ongoing and future research efforts on this topic can be built upon.

Purpose - The purpose of this paper is to develop an exclusive review framework for the Performance Prism.Design methodology approach - An extensive literature survey on performance measurement is used to identify the main aspects of the review in such systems. Various dimensions related to the characteristics of Performance Prism are explored. All the findings are then rationally put together to develop the proposed conceptual framework.Findings - The paper presents a conceptual model to review performance measurement systems (PMS) which are designed based on Performance Prism. The presented framework categorizes review processes and tools into two main categories; Business Performance Review (BPRw) and Performance Measurement System Review (PMSR). In BPRw, a loop is presented in three levels - with regards to the five facets of Performance Prism - which indicates the performance management process. PMSR deals with reviewing the efficiency and effectiveness of the design and implementation of the PMS itself. Several methods and tools have been gathered from the literature (e.g. relevance test, measures profile, etc) in this section to examine the relevance of measures, and some have been introduced (including a method to determine inconsistencies in organization's performance trends between stakeholder, strategic and operational level) to study and challenge the validity of strategic assumptions and strategies, and appropriateness of infrastructure. Implications of various factors such as organizational culture, change management, and characteristics of the measures (level of the measure, managers who receive reports including the measure, and supporting infrastructure) are highlighted.Research limitations implications - In contrast to PMS design and implementation, research on PMS review is limited. This is more evident in the literature concerning Performance Prism. The empirical evidence of usefulness is beyond the scope of this article.Practical implications - The framework provides a procedural action for reviewing both business performance and PMS performance when applying the Performance Prism in practice and provides a foundation for further empirical research.Originality value - The paper adds to the body of literature, by proposing a comprehensive review framework to be used in Performance Prism.

Developing Sustainable Performance Measurement System for Emerging Quick Service Restaurant Chains

This research evaluates the practices of performance measurement systems (PMSs) in quick-service restaurant (QSR) chains. It proposes a sustainable PMS (SPMS) for emerging QSR chains enabling them to enhance their practices and achieve their strategic goals. A sequential explanatory mixed methodology was undertaken starting with self-administered survey directed to QSR managers in international and national chains in Egypt. This informed the second phase of a Delphi study with QSR experts. The results showed significant differences between the practices of PMSs in international and national chains. The research used an innovative approach to develop a meaningful and SPMS for supporting emerging QSR chains to enable them functioning properly in their environment, achieve their economic and operational goals, and compete successfully with international QSRs. Implications and limitations of the study were also discussed.

“We cobble together a storyline of system performance using a diversity of things”: a qualitative study of perspectives on public health performance measurement in Canada

Background
There have been longstanding calls for public health systems transformations in many countries, including Canada. Core to these calls has been strengthening performance measurement. While advancements have been made in performance measurement for certain sectors of the health care system (primarily focused on acute and primary health care), effective use of indicators for measuring public health systems performance are lacking. This study describes the current state, anticipated challenges, and future directions in the development and implementation of a public health performance measurement system for Canada.
Methods
We conducted a qualitative study using semi-structured interviews with public health leaders (
n
= 9) between July and August 2021. Public health leaders included researchers, government staff, and former medical officers of health who were purposively selected due to their expertise and experience with performance measurement with relevance to public health systems in Canada. Thematic analysis included both a deductive approach for themes consistent with the conceptual framework and an inductive approach to allow new themes to emerge from the data.
Results
Conceptual, methodological, contextual, and infrastructure challenges were highlighted by participants in designing a performance measurement system for public health. Specifically, six major themes evolved that encompass 1) the mission and purpose of public health systems, including challenges inherent in measuring the functions and services of public health; 2) the macro context, including the impacts of chronic underinvestment and one-time funding injections on the ability to sustain a measurement system; 3) the organizational structure/governance of public health systems including multiple forms across Canada and underdevelopment of information technology systems; 4) accountability approaches to performance measurement and management; and 5) timing and unobservability in public health indicators. These challenges require dedicated investment, strong leadership, and political will from the federal and provincial/territorial governments.
Conclusion
Unprecedented attention on public health due to the coronavirus disease 2019 pandemic has highlighted opportunities for system improvements, such as addressing the lack of a performance measurement system. This study provides actionable knowledge on conceptual, methodological, contextual, and infrastructure challenges needed to design and build a pan-Canadian performance measurement system for public health.

The research meso-structure follows a clear logic in highlighting the existing body of literature, the main themes, and the gaps within the discipline. Starting from the three pivotal dimensions as performance measurement and management systems (PMMS), artificial intelligence (AI) and decision-making (DM), the investigative strategy goes beyond a traditional systematic and gap analysis approach, establishing a longitudinal examination over an 18-month timeframe from the initial inquiry, enhanced by textual and co-occurrence analyses, performed using both machine-driven and critical human-centric sensitivity. The authors shape the lines of a roadmap that, on one hand, simplifies the navigation of academic contributions and on the other, moves the initial steps toward a formulation of an alternative trajectory capable of injecting new vitality into organizational practice. This objective has been conceptually achieved through the development of a trinomial approach: an integrative model of PMMS, human capital and AI. Starting from PMMS evolutionary paths, the authors depict the potential for enabling organizational performance processes within complex environments. The roadmap helps to understand the reshaping of the human role within the inter-intra-organizational perspective across both private and public sectors in the contemporary context and in the near future of decision-making. This structured view goes beyond the traditional information system logic, involving a hybridized and coordinated action between emerging “disruptive” technologies and human resources. In this way, the human role would find its enhanced expression within a redesigned organizational structure, also and above all, drawing on data interpretation and the entrepreneurial judgment that distinguishes decision-making between risks and opportunities

The birth of mass production started in the early 1900s. The manufacturing industries were transformed from mechanization to digitalization with the help of Information and Communication Technology (ICT). Now, the advancement of ICT and the Internet of Things has enabled smart manufacturing or Industry 4.0. Industry 4.0 refers to the various technologies that are transforming the way we work in manufacturing industries such as Internet of Things, cloud, big data, AI, robotics, blockchain, autonomous vehicles, enterprise software, etc. Additionally, the Industry 4.0 concept refers to new production patterns involving new technologies, manufacturing factors, and workforce organization. It changes the production process and creates a highly efficient production system that reduces production costs and improves product quality. The concept of Industry 4.0 is relatively new; there is high uncertainty, lack of knowledge and limited publication about the performance measurement and quality management with respect to Industry 4.0. Conversely, manufacturing companies are still struggling to understand the variety of Industry 4.0 technologies. Industrial standards are used to measure performance and manage the quality of the product and services. In order to fill this gap, our study focuses on how the manufacturing industries use different industrial standards to measure performance and manage the quality of the product and services. This paper reviews the current methods, industrial standards, key performance indicators (KPIs) used for performance measurement systems in data-driven Industry 4.0, and the case studies to understand how smart manufacturing companies are taking advantage of Industry 4.0. Furthermore, this article discusses the digitalization of quality called Quality 4.0, research challenges and opportunities in data-driven Industry 4.0 are discussed.

To design a soldier tracking system using wireless system for monitoring the parameters of soldier are as Body temperature & Temperature. Biomedical sensors: Here to find the health status of soldier we are using a body temp sensor to measure body temperature as well as pulse rate sensor. One of the fundamental challenges in military operations lays in that the Soldier not able to communicate with control room administrator. In addition, each organization needs to enforce certain administrative and operational work when they interact over the network owned and operated by other organizations. Thus, without careful planning and coordination, one troop cannot communicate with the troops or leverage the communication infrastructure operated by the country troops in the same region. The purpose of this investigation was to test the components of the Soldier Tracking and Performance Measurement System against the statement of requirements as found in the Request for Proposal. Secondary aims of this investigation included gathering data that will allow potential users of the system to understand its capabilities and limitations, as well as allow efficient planning of both time and resources necessary to ensure efficient and productive use of the system for training the solider.

The occurrence of natural or anthropic disasters in Brazil and the world emphasizes the importance of humanitarian logistics. Scholars and practitioners have developed modeling approaches to support aid delivery planning, but little attention has been given to the selection of community or collective temporary shelters. Therefore, this paper proposes a novel multi-criteria decision model focused on the principles of humanitarian logistics for the selection and spatial location of community or collective temporary shelters. This model not only incorporates evaluation criteria from documents published by humanitarian aid organizations and related literature but also the expertise of 23 experienced humanitarian logisticians from the Brazilian Civil Defense. The results quantify the importance of each criterion and enable the development of a decision tool, the
ShelterPro
software, that can be used to support the decision-making process of selecting temporary shelters. The results also indicate that safety of the facility, cultural adequacy, and location accessibility are the most valuable criteria. With these insights and the decision supporting tool, better humanitarian decisions can be made by humanitarian logistics managers, local authorities, or designated officials in the selection and location of temporary shelters in emergency response.

Knowledge assets, capabilities and performance measurement systems: a resource orchestration theory approach

Purpose
The pivotal role of knowledge management (KM) and its extensive implications have been debated in the academic literature with insufficient focus on its link to particular organizational control mechanisms such as performance measurement systems (PMS). To bridge this gap and building on resource orchestration theory, this paper aims to investigate the relationships between KM factors, PMS and corporate performance.
Design/methodology/approach
Based on a survey data set of 92 listed companies in Iran, the framework and hypotheses were tested using structural equation modeling (SEM) based on partial least squares (PLS).
Findings
The SEM-PLS results indicate that knowledge assets are significantly associated with both PMS and corporate performance while knowledge process capabilities (KPC) are not significantly associated with PMS and corporate performance. This study also shows that PMS mediates the relationship between knowledge assets and corporate performance.
Practical implications
The results suggest that the use of appropriate management control systems plays an effective role in synchronizing, aligning and orchestrating a company’s various knowledge resources, which, in turn, can lead to superior overall performance.
Originality/value
Building on a unique synthesis of resource orchestration theory and the knowledge-based view of the firm, the results of this study provide the first empirical evidence on how PMS intervenes in the relationship between knowledge resources (knowledge assets and KPC) and corporate performance.

Measuring performance on the Healthcare Access and Quality Index for 195 countries and territories and selected subnational locations: a systematic analysis from the Global Burden of Disease Study 2016

A key component of achieving universal health coverage is ensuring that all populations have access to quality health care. Examining where gains have occurred or progress has faltered across and within countries is crucial to guiding decisions and strategies for future improvement. We used the Global Burden of Diseases, Injuries, and Risk Factors Study 2016 (GBD 2016) to assess personal health-care access and quality with the Healthcare Access and Quality (HAQ) Index for 195 countries and territories, as well as subnational locations in seven countries, from 1990 to 2016.
Drawing from established methods and updated estimates from GBD 2016, we used 32 causes from which death should not occur in the presence of effective care to approximate personal health-care access and quality by location and over time. To better isolate potential effects of personal health-care access and quality from underlying risk factor patterns, we risk-standardised cause-specific deaths due to non-cancers by location-year, replacing the local joint exposure of environmental and behavioural risks with the global level of exposure. Supported by the expansion of cancer registry data in GBD 2016, we used mortality-to-incidence ratios for cancers instead of risk-standardised death rates to provide a stronger signal of the effects of personal health care and access on cancer survival. We transformed each cause to a scale of 0–100, with 0 as the first percentile (worst) observed between 1990 and 2016, and 100 as the 99th percentile (best); we set these thresholds at the country level, and then applied them to subnational locations. We applied a principal components analysis to construct the HAQ Index using all scaled cause values, providing an overall score of 0–100 of personal health-care access and quality by location over time. We then compared HAQ Index levels and trends by quintiles on the Socio-demographic Index (SDI), a summary measure of overall development. As derived from the broader GBD study and other data sources, we examined relationships between national HAQ Index scores and potential correlates of performance, such as total health spending per capita.
In 2016, HAQ Index performance spanned from a high of 97·1 (95% UI 95·8–98·1) in Iceland, followed by 96·6 (94·9–97·9) in Norway and 96·1 (94·5–97·3) in the Netherlands, to values as low as 18·6 (13·1–24·4) in the Central African Republic, 19·0 (14·3–23·7) in Somalia, and 23·4 (20·2–26·8) in Guinea-Bissau. The pace of progress achieved between 1990 and 2016 varied, with markedly faster improvements occurring between 2000 and 2016 for many countries in sub-Saharan Africa and southeast Asia, whereas several countries in Latin America and elsewhere saw progress stagnate after experiencing considerable advances in the HAQ Index between 1990 and 2000. Striking subnational disparities emerged in personal health-care access and quality, with China and India having particularly large gaps between locations with the highest and lowest scores in 2016. In China, performance ranged from 91·5 (89·1–93·6) in Beijing to 48·0 (43·4–53·2) in Tibet (a 43·5-point difference), while India saw a 30·8-point disparity, from 64·8 (59·6–68·8) in Goa to 34·0 (30·3–38·1) in Assam. Japan recorded the smallest range in subnational HAQ performance in 2016 (a 4·8-point difference), whereas differences between subnational locations with the highest and lowest HAQ Index values were more than two times as high for the USA and three times as high for England. State-level gaps in the HAQ Index in Mexico somewhat narrowed from 1990 to 2016 (from a 20·9-point to 17·0-point difference), whereas in Brazil, disparities slightly increased across states during this time (a 17·2-point to 20·4-point difference). Performance on the HAQ Index showed strong linkages to overall development, with high and high-middle SDI countries generally having higher scores and faster gains for non-communicable diseases. Nonetheless, countries across the development spectrum saw substantial gains in some key health service areas from 2000 to 2016, most notably vaccine-preventable diseases. Overall, national performance on the HAQ Index was positively associated with higher levels of total health spending per capita, as well as health systems inputs, but these relationships were quite heterogeneous, particularly among low-to-middle SDI countries.
GBD 2016 provides a more detailed understanding of past success and current challenges in improving personal health-care access and quality worldwide. Despite substantial gains since 2000, many low-SDI and middle-SDI countries face considerable challenges unless heightened policy action and investments focus on advancing access to and quality of health care across key health services, especially non-communicable diseases. Stagnating or minimal improvements experienced by several low-middle to high-middle SDI countries could reflect the complexities of re-orienting both primary and secondary health-care services beyond the more limited foci of the Millennium Development Goals. Alongside initiatives to strengthen public health programmes, the pursuit of universal health coverage hinges upon improving both access and quality worldwide, and thus requires adopting a more comprehensive view—and subsequent provision—of quality health care for all populations.
