Human Rights Law and Evidence-Based Policy: The Role of the EU Fundamental Rights Agency
The EU Fundamental Rights Agency (FRA) was established to provide evidence-based policy advice to EU institutions and Member States. By blending social science research with traditional normative work, it aims to influence human rights policy processes through new ways of framing empirical realities. The contributors to this volume critically examine the experience of the Agency in its first decade, exploring FRA's historical, political and legal foundations and its evolving record across major strands of EU fundamental rights. Central themes arising from these chapters include consideration of how the Agency manages the tension between a mandate to advise and the more traditional approach of human rights bodies to 'monitor', and how its research impacts the delicate equilibrium between these two contesting roles. FRA's experience as the first 'embedded' human rights agency is also highlighted, suggesting a role for alternative and less oppositional orientations for human rights research. While authors observe the benefits of the technocratic approach to human rights research that is a hallmark of FRA's evidence-based policy advice, they also note its constraints. FRA's policy work requires a continued awareness of political realities in Brussels, Member States, and civil society. Consequently, the complex process of determining the Agency's research agenda reflects the strategic priorities of key actors. This is an important factor in the Agency's role in the EU human rights landscape. This pioneering position of the Agency should invite reflection on new forms of institutionalized human rights research for the future.

The Art of Not Being Governed
For two thousand years the disparate groups that now reside in Zomia (a mountainous region the size of Europe that consists of portions of seven Asian countries) have fled the projects of the organized state societies that surround them-slavery, conscription, taxes, corvée labor, epidemics, and warfare. Embedded Autonomy
In recent years, debate on the state's economic role has too often devolved into diatribes against intervention. Peter Evans questions such simplistic views, offering a new vision of why state involvement works in some cases and produces disasters in others. To illustrate, he looks at how state agencies, local entrepreneurs, and transnational corporations shaped the emergence of computer industries in Brazil, India, and Korea during the seventies and eighties. Evans starts with the idea that states vary in the way they are organized and tied to society. In some nations, like Zaire, the state is predatory, ruthlessly extracting and providing nothing of value in return. In others, like Korea, it is developmental, promoting industrial transformation. In still others, like Brazil and India, it is in between, sometimes helping, sometimes hindering. Reframing public policy : discursive politics and deliberative practices
In recent years a set of new ‘postempiricist’ approaches to public policy, drawing on discursive analysis and participatory deliberative practices, have come to challenge the dominant technocratic, empiricist models in policy analysis. In this book, Frank Fischer brings together this work for the first time and critically examines its implications for the field of public policy studies. He describes the theoretical, methodological and political dimensions of this emerging approach to policy research. The book includes a discussion of the social construction of policy problems, the role of interpretation and narrative analysis in policy inquiry, the dialectics of policy argumentation, and the uses of participatory policy analysis. After an introductory chapter, ten further chapters are arranged in four parts: Part I, Public Policy and the Discursive Construction of Reality (two chapters), introduces the re-emergence of interest in ideas and discourse. It then turns to the postempiricist or constructionist view of social reality, presenting public policy as a discursive construct that turns on multiple interpretations. Part IV, Deliberative Governance (two chapters), discusses the participatory implications of such a method and the role of the policy analyst as facilitator of citizen deliberation .
Business Politics and the State in Twentieth-Century Latin America
This is the first systematically comparative and historical analysis of the incorporation of business into politics in Latin America, examining business organizing and political activity over the last century in five of the largest, most developed countries of the region. Why did business end up better organized in Chile, Colombia, and Mexico than in Argentina and Brazil? The explanation for the surprising cross-national variations lays neither in economic characteristics of business nor broader political parameters, but in the cumulative effect of actions of state actors. The book also considers the consequences of these differences in organization and finds that stronger encompassing associations offer government officials opportunities for concerted policy making with business that can enhance policy implementation. The strong hand of the state in organizing business has important implications not only for theories of collective action, but also for our understanding of civil society and its potential to promote democratization.
