Navigating Complexity: Unveiling the Concept of Policy Coherence
Navigating the intricate landscape of modern governance has increasingly placed the exploration of policy mixes at the heart of political science. As governments strive to address the “wicked problems” of our time—complex, interwoven issues such as climate change, economic inequality, and public health crises—the need for effective combinations of policy instruments and actors has never been more critical. Central to this effort is the pursuit of policy coherence, which aims to align diverse policies, manage trade-offs, and prevent the pitfalls of overlapping and redundant measures that can derail even the most well-intentioned initiatives. However, despite its importance, policy coherence remains elusive, fraught with challenges in its conceptualization, measurement, and practical application. This article tackles these challenges head-on through a mixed-methods approach, blending a comprehensive review of the literature with conceptual case studies that simulate real-world policy scenarios. Our findings reveal that while qualitative methods offer valuable insights into the nuanced dynamics of policy interactions, there is a pressing need for more robust quantitative tools to accurately measure and enhance coherence across varied policy domains. Moreover, the study underscores the limitations of current approaches, particularly their dependence on extensive data and the complexities involved in capturing the full scope of policy interdependencies. By weaving together these insights, this article enriches the ongoing discourse on policy coherence and charts practical pathways for future research and policy development, with the ultimate goal of crafting more coherent and effective solutions to the world’s most intractable challenges.
Key policy objectives for European agricultural policies: some reflections about the policy coherence
Food security and environmental sustainability are joint global challenges that require to be solved together. A complex policy framework is needed to tackle this conundrum as policy coherence (PC) is fundamental but extremely challenging. This analysis, after stressing the importance of solving jointly the challenges of producing enough food to feed a growing population while preserving the climate and the environment, discusses some issues related to the PC approach that should be followed. Within and between coherence problems are assessed and discussed and governance problems related to the PC approach are presented. Key points for a likely approach to PC include goal-based governance grounded on the analytical analysis of synergies and trade-offs.
Addressing fragmented government action
Solving complex problems is a challenge faced by many governments. Academic and practical discussions on how to solve said problems look at policy integration as a solution to the negative implications that fragmented government actions have on addressing public problems or providing public services. Notwithstanding important recent contributions, we still lack a precise understanding of what policy integration is, an explanation of how it differs from other “solutions” to complex problems, such as coordination or policy coherence, and a practical operationalization. In this paper, we argue that coordination, coherence, and integration are related but substantively different concepts. We offer a new way of understanding and observing policy integration in a manner that is theoretically distinguishable from policy coordination and coherence and empirically observable. We argue that policy integration is the process of making strategic and administrative decisions aimed at solving a complex problem. Solving this complex problem is a goal that encompasses—but exceeds—the programs’ and agencies’ individual goals. In practical terms, it means that, at every moment of the policy process, there is a decision-making body making decisions based on a new logic—that of addressing a complex problem.
Toward a processual understanding of policy integration
The role of policy integration in the governance of cross-cutting policy problems has attracted increasing scholarly attention in recent years. Nevertheless, the concept of policy (dis)integration is still under theorized, particularly regarding its inherent processual nature. The main argument of this paper is that policy integration should be understood as a process that entails various elements that do not necessarily move in a concerted manner but may develop at different paces or even in opposite directions. To study such dynamic integration pathways, the paper proposes a multi-dimensional framework. Drawing on existing literature, the framework distinguishes four dimensions of integration: (1) policy frame, (2), subsystem involvement, (3) policy goals, and (4) policy instruments. For each of these dimensions, we describe different manifestations that are associated with lesser or more advanced degrees of policy integration within a governance system. Apart from offering an innovative theoretical approach that does justice to the dynamic and oftentimes asynchronous nature of integration processes, the framework allows for holding decision-makers accountable for promises they make about enhancing policy integration. Simultaneously, it is argued that the merit of lower degrees of integration should not be underestimated, as these may sometimes be the most feasible or appropriate for the governance of a cross-cutting problem.
Governing the Interlinkages between the Sustainable Development Goals: Approaches to Attain Policy Integration
The Sustainable Development Goals (SDGs) of 2015 form a universal and integrated policy agenda to be realized over the next 15 years. One of the targets is the attainment of policy coherence for sustainable development, which requires the individual goals to become interlinked. This article's main research interest lies in assessing how national governments and their competent ministries interpret and strive to implement the target of policy coherence for sustainable development. Drawing on the Voluntary National Reviews submitted in 2016 and 2017 by six countries, this study shows that at the national level, the links among the different goals and the idea of policy integration are subject to divergent interpretations. The differences observed do not stem from the interlinkages of the SDGs as defined by the United Nations, neither do they result from different levels of income or degree of political centralization. Instead, the respective domestic policy‐making processes are likely to explain the implementation strategies adopted by the individual states. For example, the implementation approach adopted by the government of Turkey suggests that path‐dependency is critical, whereas the Colombian approach consists of defining new policy measures and institutional arrangements. In this study, the approaches adopted by six countries for implementing the Sustainable Development Goals are analyzed. It is shown that there is variation with regard to whether the countries formulate specific priority areas, adopt a multi‐ or intersectoral approach to policy integration, and whether the policy approach consists of procedural or substantive instruments.
Climate Change Policy Coherence across Policies, Plans, and Strategies in Pakistan—Implications for the China–Pakistan Economic Corridor Plan
Climate Change (CC) adaptation and mitigation policy coherence (PC) across sectors is essential to effectively address CC challenges and support synergies. Pakistan is highly vulnerable to CC. In this paper, the extent to which Pakistan’s national and provincial water, agriculture, and energy sector policies, development plans and strategies are aligned in a CC policy coherent manner is established. In this context, a qualitative content document analysis with associated scoring is used to assess government documents. Furthermore, implications of the China–Pakistan Economic Corridor Initiative (CPEC; 2017–2030), the biggest infrastructure investment program ever in Pakistan, are discussed. An important result is that sectoral policies are found to have different degrees of PC. Better coherence is found at federal than at provincial levels. Furthermore, CC policies are found to be more coherently addressed in water and agriculture policies than in energy policies. It is suggested that to achieve higher levels of CC PC, federal and provincial governments should establish mechanisms of intergovernmental consultation for policy-making and cross-sectoral planning, especially in the energy sector. Our findings can help the Government of Pakistan to transform CPEC into a model green Belt and Road Initiative (BRI) in the region. In this context, there are important implications with regards to e.g., reducing coal-based energy projects and environmentally damaging infrastructure activities in sensitive ecosystems. With this paper, the authors want to raise awareness of the key importance of CC PC, particular in context of the BRI. Many countries participating in the initiative have carbon reduction targets in place.
Towards systemic and contextual priority setting for implementing the 2030 Agenda
How the sustainable development goals (SDGs) interact with each other has emerged as a key question in the implementation of the 2030 Agenda, as it has potentially strong implications for prioritization of actions and their effectiveness. So far, analysis of interactions has been very basic, typically starting from one SDG, counting the number of interactions, and discussing synergies and trade-offs from the perspective of that issue area. This paper pushes the frontier of how interactions amongst SDG targets can be understood and taken into account in policy and planning. It presents an approach to assessing systemic and contextual interactions of SDG targets, using a typology for scoring interactions in a cross-impact matrix and using network analysis techniques to explore the data. By considering how a target interacts with another target and how that target in turn interacts with other targets, results provide a more robust basis for priority setting of SDG efforts. The analysis identifies which targets have the most and least positive influence on the network and thus guides, where efforts may be directed (and not); where strong positive and negative links sit, raising warning flags to areas requiring extra attention; and how targets that reinforce each others’ progress cluster, suggesting where important cross-sectoral collaboration between actors is merited. How interactions play out is context specific and the approach is tested on the case of Sweden to illustrate how priority setting, with the objective to enhance progress across all 17 SDGs, might change if systemic impacts are taken into consideration.
Validating the City Region Food System Approach: Enacting Inclusive, Transformational City Region Food Systems
This paper offers a critical assessment of the value and utility of the evolving City Region Food Systems (CRFS) approach to improve our insights into flows of resources—food, waste, people, and knowledge—from rural to peri-urban to urban and back again, and the policies and process needed to enable sustainability. This paper reflects on (1) CRFS merits compared to other approaches; (2) the operational potential of applying the CRFS approach to existing projects through case analysis; (3) how to make the CRFS approach more robust and ways to further operationalize the approach; and (4) the potential for the CRFS approach to address complex challenges including integrated governance, territorial development, metabolic flows, and climate change. The paper begins with the rationale for CRFS as both a conceptual framework and an integrative operational approach, as it helps to build increasingly coherent transformational food systems. CRFS is differentiated from existing approaches to understand the context and gaps in theory and practice. We then explore the strength of CRFS through the conceptual building blocks of ‘food systems’ and ‘city-regions’ as appropriate, or not, to address pressing complex challenges. As both a multi-stakeholder, sustainability-building approach and process, CRFS provides a collective voice for food actors across scales and could provide coherence across jurisdictions, policies, and scales, including the Milan Urban Food Policy Pact, the Sustainable Development Goals, the Habitat III New Urban Agenda, and the Conference of the Parties (COP) 21. CRFS responds directly to calls in the literature to provide a conceptual and practical framing for policy through wide engagement across sectors that enables the co-construction of a relevant policy frame that can be enacted through sufficiently integrated policies and programs that achieve increasingly sustainable food systems.
Policy coherence to achieve the SDGs: using integrated simulation models to assess effective policies
Coherently addressing the 17 Sustainable Development Goals requires planning tools that guide policy makers. Given the integrative nature of the SDGs, we believe that integrative modelling techniques are especially useful for this purpose. In this paper, we present and demonstrate the use of the new System Dynamics based iSDG family of models. We use a national model for Tanzania to analyse impacts of substantial investments in photovoltaic capacity. Our focus is on the impacts on three SDGs: SDG 3 on healthy lives and well-being, SDG 4 on education, and SDG 7 on energy. In our simulations, the investments in photovoltaics positively affect life expectancy, years of schooling and access to electricity. More importantly, the progress on these dimensions synergizes and leads to broader system-wide impacts. While this one national example illustrates the anticipated impact of an intervention in one specific area on several SDGs, the iSDG model can be used to support similar analyses for policies related to all the 17 SDGs, both individually and concurrently. We believe that integrated models such as the iSDG model can bring interlinks to the forefront and facilitate a shift to a discussion on development grounded in systems thinking.
Governing Trade-Offs and Building Coherence in Policy-Making for the 2030 Agenda
This article introduces a suggested comprehensive framework for identifying, assessing and governing trade-offs and enhancing coherence in public policy decision-making. The framework is based on a simple three-stage model of policy-making: understanding policy interactions (input), integrating policy-making (process), and assessing ex ante policy decisions (output). The first stage is tackled with an interactions assessment framework, identifying how different sectors or ministries relate to each other in terms of their respective objectives, and on what topics negotiations are required to manage trade-offs. The second stage draws on approaches and experiences in environmental policy integration. It focuses on institutional procedures, structures and rules that enable integrated policy-making processes. The third stage draws on the longer-standing policy-analytical field of impact assessment applied to sustainable development. The article discusses the conceptual and theoretical foundations of each stage, as well as practical policy experiences. Discussing this in the context of 2030 Agenda implementation, the article suggests how trade-offs and policy coherence can be better governed using adapted policy-analytic methods and approaches.
