Between Brown and Black
With new momentum, the Brazilian black movement is working to bring attention to and change the situation of structural racism in Brazil. Black consciousness advocates are challenging Afro-Brazilians to define themselves and politically organize around being black, and more Afro-Brazilians are increasingly doing so. Other segments of the Brazilian black movement are working to influence legislation and implement formal mechanisms that aim to promote racial equality, including Affirmative Action Racial Verification Committees. For advocates of these committees, one needs to be phenotypically black enough to be a more likely target of racism to qualify for Affirmative Action programs. Paradoxically, individuals are told to identify as black but only some people are considered black enough to benefit from these policies. Afro-Brazilians are presented with a whole range of identity choices, from how to classify oneself, to whether one votes for political candidates based on shared racial experiences. Between Brown and Black  argues that Afro-Brazilian activists’ continued exploration of blackness confronts anti-blackness while complicating understandings of what it means to be black. Blending linguistic and ethnographic accounts, this book raises complex questions about current black struggles in Brazil and beyond, including the black movements’ political initiatives and antiracist agenda.
The Confrontation
James Baldwin Review is delighted to present a special section dedicated to chronicling and demonstrating Baldwin’s direct involvement in the civil rights movement. On tours for the Congress of Racial Equality (CORE) in 1962–63, Baldwin spoke at dozens of forums. We have transcribed three of his major appearances on May 7, 1963: a speech before a packed gathering of thousands of students at the University of California at Berkeley; a radio interview with John Leonard and Elsa Knight Thompson; and an evening speech before the sold-out San Francisco Masonic Temple. Ed Pavlic provides an introduction tracing some of Baldwin’s work for CORE in new detail. These details suggest that Baldwin’s activism enriched his life and work in contrast to the prevailing idea that these engagements threatened and diminished his art.
Post-Monolingual Research Methodology: Multilingual Researchers Democratizing Theorizing and Doctoral Education
This paper reports on the ground-breaking research in the study of languages in doctoral education. It argues for democratizing the production and dissemination of original contributions to knowledge through activating and mobilizing multilingual Higher Degree Researchers’ (HDRs) capabilities for theorizing through them using their full linguistic repertoire. This paper contributes to this study’s development of post-monolingual research methodology which provides a theoretic-pedagogical framework for multilingual HDRs (a) to use their full linguistic repertoire in their research; (b) to develop their capabilities for theorizing and (c) to construct potentially valuable theoretical tools using metaphors, images, concepts and modes of critique. This paper is based on a longitudinal program of collaborative research whereby monolingual Anglophone and multilingual HDRs jointly developed their capabilities for theorizing through producing Anglo-Chinese analytical tools, and the associated pedagogies for using their languages in doctoral research. This longitudinal research program has been undertaken in the field of doctoral education to further a defining feature of democracy, namely linguistic diversity. This research has been conducted with the aims of promoting the multilingualism of Australian universities and activating linguistic communities of scholars to use their full linguistic repertoire in their research. The main finding arising from this program of research has been the development of post-monolingual research methodology which (a) uses the divergences within and between languages to undertake theorizing and (b) in co-existence with the tensions posed by monolingualism, especially the insistence on using extant theories available in only one language. Doctoral pedagogies of intellectual/racial equality provide multilingual HDRs with insights into the debates about the geopolitics governing the use of languages in the production and dissemination of theoretical knowledge and the capabilities for theorizing. Often, from an English-only monolingual mindset, difference and divergence are seen as a recipe for deficits and dissonance. However, this paper challenges such mistaken beliefs by showing that multilingual HDRs can deepen and extend their capabilities for theorizing by using their own linguistic repertoires. Post-monolingual research methodology is to be of enormous benefit to multilingual researchers and scholars engaged in intellectual labor in predominantly English-only monolingual universities.
Racism and Antiracism in the Liberal International Order
Formal racial equality is a key aspect of the current Liberal International Order (LIO). It is subject to two main challenges: resurgent racial nationalism and substantive racial inequality. Combining work in International Relations with interdisciplinary studies on race, I submit that these challenges are the latest iteration of struggles between two transnational coalitions over the LIO's central racial provisions, which I call racial diversity regimes (RDRs). The traditional coalition has historically favored RDRs based on racial inequality and racial nationalism. The transformative coalition has favored RDRs based on racial equality and nonracial nationalism. I illustrate the argument by tracing the development of the liberal order's RDR as a function of intercoalitional struggles from one based on racial nationalism and inequality in 1919 to the current regime based on nonracial nationalism and limited equality. Today, racial nationalists belong to the traditional coalition and critics of racial inequality are part of the transformative coalition. The stakes of their struggles are high because they will determine whether we will live in a more racist or a more antiracist world. This article articulates a comprehensive framework that places race at the heart of the liberal order, offers the novel concept of “embedded racism” to capture how sovereignty shields domestic racism from foreign interference, and proposes an agenda for mainstream International Relations that takes race seriously.
Seattle in Black and White
Seattle was a very different city in 1960 than it is today. There were no black bus drivers, sales clerks, or bank tellers. Black children rarely attended the same schools as white children. And few black people lived outside of the Central District. In 1960, Seattle was effectively a segregated town. Energized by the national civil rights movement, an interracial group of Seattle residents joined together to form the Seattle chapter of the Congress of Racial Equality (CORE). Operational from 1961 through 1968, CORE had a brief but powerful effect on Seattle. The chapter began by challenging one of the more blatant forms of discrimination in the city, local supermarkets. Located within the black community and dependent on black customers, these supermarkets refused to hire black employees. CORE took the supermarkets to task by organizing hundreds of volunteers into shifts of continuous picketers until stores desegregated their staffs. From this initial effort CORE, in partnership with the NAACP and other groups, launched campaigns to increase employment and housing opportunities for black Seattleites, and to address racial inequalities in Seattle public schools. The members of Seattle CORE were committed to transforming Seattle into a more integrated and just society. Seattle was one of more than one hundred cities to support an active CORE chapter. Seattle in Black and White tells the local, Seattle story about this national movement. Authored by four active members of Seattle CORE, this book not only recounts the actions of Seattle CORE but, through their memories, also captures the emotion and intensity of this pivotal and highly charged time in America s history. In Blind Pursuit of Racial Equality?
Despite receiving little empirical assessment, the color-blind approach to managing diversity has become a leading institutional strategy for promoting racial equality, across domains and scales of practice. We gauged the utility of color blindness as a means to eliminating future racial inequity—its central objective—by assessing its impact on a sample of elementary-school students. Results demonstrated that students exposed to a color-blind mind-set, as opposed to a value-diversity mind-set, were actually less likely both to detect overt instances of racial discrimination and to describe such events in a manner that would prompt intervention by certified teachers. Institutional messages of color blindness may therefore artificially depress formal reporting of racial injustice. Color-blind messages may thus appear to function effectively on the surface even as they allow explicit forms of bias to persist.
A Critique of Vanishing Voice in Noncooperative Spaces: The Perspective of an Aspirant Black Female Intellectual Activist
We adopt and extend the concept of ‘noncooperative space’ to analyze how (aspirant) black women intellectual activists attempt to sustain their efforts within settings that publicly endorse racial equality, while, in practice, the contexts remain deeply racist. Noncooperative spaces reflect institutional, organizational, and social environments portrayed by powerful white agents as conducive to anti-racism work and promoting racial equality but, indeed, constrain individuals who challenge racism. Our work, which is grounded in intersectionality, draws on an autoethnographic account of racially motivated domestic violence suffered by our lead author. Our analysis suggests that (aspirant) black women intellectual activists must develop courage to sustain their ‘voice’ within noncooperative spaces. However, the three interlinked dimensions of noncooperative spaces—namely, deceiving design, hegemonic actors’ indifference to racism, and (some assimilated gatekeepers’) false equivalence—may gradually erode a black female scholar’s courage. This forces her ‘voice’ to vanish temporarily, or even permanently. Courage is thus fragile and depletable. Yet, courage can be regenerated, resulting in regaining voice. Consequently, we propose courageous collective action by white allies and black and brown individuals who voluntarily and officially cooperate within and across various spaces to achieve racial equality.
The White Mob, (In) Equality Before the Law, and Racial Common Sense
This article argues that Hannah Arendt’s controversial essay “Reflections on Little Rock,” when situated within her analysis of Jewish assimilation, has an astute insight: racial integration and the decrease of the racial gaps in material inequality, without taking seriously the political project of building a world in common, only intensify racism in racist polities. This occurs because attempts to extend formal equality to the racially dominated give rise to the rule of racial common sense, a result of a clash between the political structures of equality and the racial inequality practiced in quotidian interracial exchanges occurring in civil society. Though Arendt’s work on racism echoes criticisms of racial integration leveled by racial realist and pessimistic accounts of the Civil Rights struggle, her work points to a more expansive practice of “the political” that calls for the institutional (re)design of formal politics as an important strategy against racism.
The Scholarship, Education and Defense Fund for Racial Equality and the African American Organizing Tradition in the Era of Black Power
At a time when disillusionment with mainstream institutions and a focus on black power appeared dominant in the struggle for racial equality in the United States, the interracial Scholarship, Education and Defense Fund for Racial Equality (SEDFRE) carried the ideals of the early civil rights movement into the late 1960s and early 1970s, garnering support from liberal foundations and individual donors for projects that fostered political and economic empowerment among black southerners. This analysis of SEDFRE's work demonstrates the continued role of national organizations and white supporters in the freedom struggle and provides further evidence that there was no clear distinction between the civil rights and black power eras.
