Evaluation of Carbon Neutrality Capacity of Regional Construction Industry Based on the Entropy Weight TOPSIS Model
This study examines the overall needs of the green construction scheme with ‘carbon neutrality’ as the centre in the Zhejiang provincial green development target area. By aggregating and organising the construction and development data of Zhejiang Province, the entropy weight TOPSIS model is formed according to the statistical modelling for quantitative examination of the data, and the scientific assessment scheme of ‘carbon neutrality’ in the regional construction industry of Zhejiang Province is developed. This study aids in completely exhibiting and dynamically understanding the advancement of the ‘carbon neutral’ capacity of the urban construction industry. The objective is to discover the weak link in the advancement of carbon neutrality in several regional construction industries, which is of great relevance for further examining and forecasting the strategic outlook of carbon neutrality and modifying the planning of carbon neutrality strategy in special regional construction industries.
A Hybrid Framework for Direct CO2 Emissions Quantification in China’s Construction Sector
Carbon emission quantifications in China are not consistent, with many standards and methods having been used over the years. This study identified the non-consideration of China-specific technology and databases as a factor limiting comprehensive quantification. The study aimed to comprehensively quantify regional direct CO2 emission in the industry using a hybrid of economic and environmental data. We retrieved nineteen (19) sets of fossil fuel and electricity data from provincial energy yearbooks between 1997 and 2015 for the study. To generate regression models for each of the six regional construction industries in China, the study further integrated the results with three sets of econometric data: total annual construction output, cement, and steel product yearly consumption data. The study identified the North China region as the main source of direct CO2 emission with over 30%, while Southeast China contributed the least. While there is a gradual shift to other energy sources, the study identified coal and crude oil to remain as the main energy sources in the industry. Cement and steel data exhibited a significant predictive relationship with CO2 emissions in five regional construction industries. The study identified the need to have policies tailored to technological improvements to enhance renewable energy generation and usage in the industry. The models developed in this study could be used to generate initial quantifications of carbon emissions in construction industries with similar carbon-emitting characteristics for carbon tracking, and energy policies for decision making. However, the three economic indicators used in the study could be extended to generate more robust models in future research.
Memorializing the GDR
Since unification, eastern Germany has witnessed a rapidly changing memorial landscape, as the fate of former socialist monuments has been hotly debated and new commemorative projects have met with fierce controversy. Memorializing the GDR provides the first in-depth study of this contested arena of public memory, investigating the individuals and groups devoted to the creation or destruction of memorials as well as their broader aesthetic, political, and historical contexts. Emphasizing the interrelationship of built environment, memory and identity, it brings to light the conflicting memories of recent German history, as well as the nuances of national and regional constructions of identity.
An integrated risk assessment method for cross-regional mega construction projects
PurposeThe purpose of this paper is to develop a novel integrated risk assessment method from the system perspective to evaluate the risk of the cross-regional mega construction project (CMCP). Furthermore, this paper aims to confirm the core risk source factors and refine the risk management strategies of CMCPs through a case study.Design/methodology/approachBased on the analysis of the risk system of CMCPs, the concept model and risk assessment principles of integrated risk assessment were confirmed. The risk source factors and project objectives of the CMCP were identified from a literature review, export interview and case analysis. According to the vulnerability theory, the integrated risk assessment model was developed by involving vulnerabilities, threats, objectives and interaction of those factors synthetically. Then, ZW high-speed railway from China was analyzed to verify the feasibility and effectiveness of the proposed method.FindingsAs a result, 12 threat factors and 12 vulnerability factors were identified. Based on the case study, the main external threat comes from T13 (conflicts of interest between local governments) and T23 (harsh natural environment); the most easily exploited internal vulnerabilities were V11 (complexity of technology), V13 (lack of experience in technical application), V21 (inadequate experience) and V23 (lack of interest coordination mechanism). Moreover, the economic objective was most affected.Practical implicationsIt is essential to develop an interest coordination mechanism for CMCPs. The harsh natural environment is a critical factor, but it also promotes technological innovation and iteration. Public opinions in different regions are critical for CMCPs, and more emphasis should be placed on public opinion surveys of CMCPs. Moreover, diverse and flexible environmental protection strategies should apply in CMCPs.Originality/valueThis research has the following three contributions. First, based on vulnerability theory, an integrated risk assessment approach of CMCPs is developed, which enriches the risk measurement method system and provides inspiration for future research on risk in the construction industry. Second, the risk sources of CMCPs are identified from the perspective of vulnerability and threat to provide clear guidance for the risk management of CMCPs. Third, the core risk source factors and management strategies confirmed by the case study will be beneficial for various governments in different regions and project managers to optimize the project management scheme, as they are transferable management experiences.

Spatial linkages among Australian construction markets
The linkages among different construction markets have recently attracted much attention from construction economists. The interactions among regional construction markets have been discussed in a few studies, most of which have been carried out by using input-output methods, and none of them investigated spatial effects on the regional construction markets. This study employed spatial econometric techniques, including spatial autocorrelation and convergence tests, to analyse interactions and linkages among construction price indices in Australian six states and two territories. The empirical results indicate the presence of significant positive spatial correlation among the construction prices in Australian eight construction markets and the degree of dependence decreasing sufficiently quickly as the space between regions increases. The results of convergence test further provide evidence of existence of a ripple effect in construction prices among the Australian regional markets and the changes in construction prices in a state would first positively influence neighbouring states, and then spread out into other non-neighbouring states or territories.
Analysing the Relationship between New Housing Supply and Residential Construction Costs with Regional Heterogeneities
New housing supply in Australia has been experiencing a low increasing rate in conjunction with a dramatic increase in residential construction costs since the 1990s. This study aims to estimate the relationship between new housing supply and residential construction costs with the regional heterogeneities. Based on a panel error correction model, it can be identified that there is a causal link and a significant correlation between new housing supply and construction costs in the Australian sub-national housing construction markets. The model developed in this research assists policy makers to better understand the nature of the supply side of the housing sector and then enact appropriate policies to improve the new housing supply in Australia.
Construction of Northwest Local Literature under the Background of Cultural Tourism Integration
[Purpose/Significance] Local literature is an important cultural resource. The collection, collation and reconstruction of local literature are not only the inheritance of historical culture, but also the inevitable requirement of promoting local cultural construction and improving the quality of people's cultural life. [Method/ Process] This paper surveys the practice of the project \"starting from Wukang road\" in Shanghai Library, and summarizes the experience of local literature resources and cultural tourism integration. It investigates the local literature resources database of provincial public libraries in five provinces of Northwest China, and analyzes the characteristics and shortcomings of literature collection. [Results/Conclusions] According to the research results, suggestions are put forward from the aspects of strengthening the collection and arrangement of local literature resources, deeply excavating local literature resources, increasing the publicity of local literature resources, and carrying out extensive cooperation.
Carbon Emission Measurement and Regional Difference Analysis of China's Construction Industry
Green and low-carbon development of construction industry is one of the important ways to achieve the \"dual carbon\" goal in China. This study first measured the carbon emissions of the construction industry in 30 provinces in China, and then used the Dagum Gini coefficient and its decomposition method to explore the regional differences and sources of carbon emissions of the construction industry in China. The results show that the carbon emissions of construction industry in China generally show an upward trend, and there are significant differences in carbon emissions of construction industry among provinces, and the main source of regional differences is inter-regional differences. However, the contribution rate of inter-regional differences showed a significant downward trend, while the contribution rate of hyperbolic density increased day by day, and the contribution rate of intra-regional differences increased slightly. The results of this study will provide a reference for China to formulate more reasonable carbon emission reduction targets and differentiation strategies for the construction industry.
Labour productivity and regional labour markets resilience in Europe
This paper conceptualizes and empirically explores the resilience of European Union regional labour markets in terms of labour productivity growth. We assess the effect of pre-crisis region-specific factors on regional labour markets resilience controlling for the effect of exogenous technological change and substitution between capital and labour. Regional input–output models are developed to estimate supplies and sales linkages across the European Union NUTS-2 regional economies. Spatial Durbin Error Model estimates suggest that regional labour markets characterised by a higher level of economic pull capabilities of the Construction sector and a higher level of industrial concentration can better withstand the effects of the negative shock and recover faster. Place-based policies building on regions’ competitive strengths can smooth out the negative effect of the economic shock and accelerate the recovery of regional labour markets, while policy interventions promoting capital investment can further enhance labour productivity in European Union regions.
