Thinking differently about supply chain resilience: what we can learn from social-ecological systems thinking

PurposeThis article seeks to broaden how researchers in supply chain management view supply chain resilience by drawing on and integrating insights from other disciplines – in particular, the literature on the resilience of social-ecological systems.Design/methodology/approachBefore the authors import new notions of resilience from outside the discipline, the current state of the art in supply chain resilience research is first briefly reviewed and summarized. Drawing on five practical examples of disruptive events and challenges to supply chain practice, the authors assess how these examples expose gaps in the current theoretical lenses. These examples are used to motivate and justify the need to expand our theoretical frameworks by drawing on insights from the literature on social-ecological systems.FindingsThe supply chain resilience literature has predominantly focused on minimizing the consequences of a disruption and on returning to some form of steady state (often assumed to be identical to the state that existed prior to the disruption) implicitly assuming the supply chain behaves like an engineered system. This article broadens the debate around supply chain resilience using literature on social-ecological systems that puts forward three manifestations of resilience: (1) persistence, which is akin to an engineering-based view, (2) adaptation and (3) transformation. Furthermore, it introduces seven principles of resilience thinking that can be readily applied to supply chains.Research limitations/implicationsA social-ecological interpretation of supply chains presents many new avenues of research, which may rely on the use of innovative research methods to further our understanding of supply chain resilience.Practical implicationsThe article encourages managers to think differently about supply chains and to consider what this means for their resilience. The three manifestations of resilience are not mutually exclusive. For example, while persistence may be needed in the initial aftermath of a disruption, adaptation and transformation may be required in the longer term.Originality/valueThe article challenges traditional assumptions about supply chains behaving like engineered systems and puts forward an alternative perspective of supply chains as being dynamic and complex social-ecological systems that are impossible to entirely control.

The contribution of sense of place to social-ecological systems research

To develop and apply goals for future sustainability, we must consider what people care about and what motivates them to engage in solving sustainability issues. Sense of place theory and methods provide a rich source of insights that, like the social-ecological systems perspective, assume an interconnected social and biophysical reality. However, these fields of research are only recently beginning to converge, and we see great potential for further engagement. Here, we present an approach and conceptual tools for how the sense of place perspective can contribute to social-ecological systems research. A brief review focuses on two areas where relation to place is particularly relevant: stewardship of ecosystem services, and responses to change in social-ecological systems. Based on the review, we synthesize specific ways in which sense of place may be applied by social-ecological systems researchers to analyze individual and social behaviors. We emphasize the importance of descriptive place meanings and evaluative place attachment as tools to study the patterned variation of sense of place within or among populations or types of places and the implications for resilience and transformative capacity. We conclude by setting out an agenda for future research that takes into account the concerns of resilience thinking such as the effects of dynamic ecology, interactions between temporal and spatial scales, and the interplay of rapid and incremental change on sense of place and place-related behaviors. This future research agenda also includes concerns from the broader sense of place literature such as the importance of structural power relationships on the creation of place meanings and how scaling up a sense of place may influence pro-environmental behavior.

Times of crisis offer a rare opportunity to understand the mechanisms underpinning the resilience of complex adaptive systems. The coronavirus pandemic that started in 2020 overwhelmed health systems worldwide and forced governments, businesses, and individuals to deploy a range of coping and adaptation strategies. Through an online survey targeting members of the Resilience Alliance and their collaborators, we examined 61 distinct strategies deployed in the initial months of the pandemic to assess empirically which resilience-building mechanisms were actually implemented to navigate the crisis. Our results show that managing connectivity, feedbacks, and learning were essential during the initial part of the pandemic. Other principles such as building diversity, redundancy, polycentricity, and inviting participation become important in rebuilding during the aftermath of a crisis, whereas keeping a systems view, monitoring slow variables, and practicing adaptive management are practices that should be incorporated during regular times.

PurposeIn response to the worsening environmental crisis, there have been multiple calls for sustainable supply chain management (SSCM) scholars and practitioners to adopt a “business-not-as-usual” approach based on justice, fairness, equity and sustainability. We add to this literature by proposing environmental justice (EJ) as a key concept for the theory and practice of SSCM.Design/methodology/approachThis conceptual article builds SSCM theory on EJ and contributes to supply chain justice research and practice by introducing the concept of the “environmentally just supply chain” and presenting pathways for operationalizing it in practice.FindingsThree pathways are proposed to leverage transformative SSCM to create environmentally just supply chains: human rights due diligence, resilience thinking and coproduction of environmentally just supply chains.Practical implicationsThe three pathways can be used by actors within a supply chain to create environmentally just supply chains.Originality/valueThis article extends transformative, non-instrumental perspectives on environmental sustainability within SSCM scholarship to provide insights into how supply chains can be transformed through EJ. Not only does the article show the relevance of EJ for SSCM theory and practice, but it elaborates pathways for moving from harm reduction to transformative sustainability actions.

Returning to Earth’s safe operating space requires driving social–ecological transformations toward a new human–nature configuration, while navigating changes and creatively dealing with crises. Family farms in the Colombian Andes have been navigating changes by using modalities of integrated management that recognize family interdependence with nature, which illustrates social–ecological resilience on a small scale. We potentiated family farming by creating FiNCO (Farms for knowledge exchange) as a strategy that renews the connection between disciplines, academia and farmers, and the rural and urban sectors, in order to promote knowledge co-production and landscape stewardship. In this sense, FiNCO is considered as a seed for a good Anthropocene. This paper is an invitation to plant FiNCO seeds in different social–ecological contexts and to share those experiences as an ideal way to create abilities to transform the upcoming humanity challenges into opportunities for humanity’s needed transformation.

Paradigmatic or critical? Resilience as a new turn in EU governance for the neighbourhood

Rising from the margins of EU aid documents, resilience became a centrepiece of the 2016 EU Global Security Strategy, especially in relation to the neighbourhood. While new resilience-thinking may signify another paradigmatic shift in EU modus operandi, the question that emerges is whether it is critical enough to render EU governance a new turn, to make it sustainable? This article argues that in order for resilience-framed governance to become more effective, the EU needs not just engage with ‘the local’ by way of externally enabling their communal capacity. More crucially, the EU needs to understand resilience for what it is—a self-governing project—to allow ‘the local’ an opportunity to grow their own critical infrastructures and collective agency, in their pursuit of ‘good life’. Is the EU ready for this new thinking, and not just rhetorically or even methodologically when creating new instruments and subjectivities? The bigger question is whether the EU is prepared to critically turn the corner of its neoliberal agenda to accommodate emergent collective rationalities of self-governance as a key to make its peace-building project more successful.

Broadening contingents of ecologists and environmental scientists have recently begun to promote ecological resilience both as a conceptual framework and as a practical goal. As some critics have noted, this growing interest has brought with it a multiplication of notions of ecological resilience. This paper reviews how and why the notion of ecological resilience has been adopted, used, and defended in ecology since its introduction by C. S. Holling in 1973. We highlight the many faces of ecological resilience, but unlike other reviewers who see these as disunified and confused, we interpret ecological resilience as an evolving, multidimensional, theoretical concept unified by its role in guiding practical response to ecological and environmental challenges. This perspective informs a review of some of the factors often recognized as favoring resilience (structural and response diversity, functional redundancy, modularity, and spatial heterogeneity); we show how the roles and relationships of these factors can be clarified by considering them in the theoretical framework of Complex Adaptive Systems (CASs).

Enhancing Resilience and Justice in Climate Adaptation Laws

Resilience thinking – an approach for understanding and managing change – is increasingly central to climate change adaptation law and policy. Yet the influence of adaptation law and policy on the distribution of climate impacts is often overlooked in studies of socio-ecological resilience to climate change. This article demonstrates how environmental justice scholarship helps to address this gap in the literature relating to adaptation law and resilience. Drawing on existing literature, the article identifies four principles to promote resilience and justice through climate adaptation laws. Climate adaptation laws must (i) prepare for, and respond to, change; (ii) address the distributive effects of climate change and adaptation; (iii) promote participation in adaptation processes; and (iv) cross sectors and scales. Each criterion can be implemented in part through existing legal processes, but might also be further supported by incremental law reform. Developing both resilience and justice dimensions will enhance the effectiveness of adaptation laws in addressing climate impacts.
