Governance in regional sports organisations: An analysis of the Catalan sports federations
In recent decades there has been an increasing concern among stakeholders surrounding sport organisations regarding the implementation of governance principles and processes. It is believed that these can help them to overcome sustainability problems and to promote organisational success. This research aims to analyse the governance of Catalan sports federations (CSFs), an area that has not been analysed to date. The study, based on previous approaches in the sport management literature, proposes a model to measure three dimensions considered key to good governance in sport organisations: democracy and participation, ethics and integrity, and accountability and transparency, which are measured by quantitative performance indicators. 38 CSFs were assessed, and the results showed considerable room for improvement with respect to metrics in divergent areas of organisational governance. Six clusters were determined using the Hierarchical Ascending Classification, and statistical correlations were also found between the dimensions analysed and the size of the organisations. In addition to the interest for stakeholders in the context of Catalonia, the authors believe that this research supports recent calls for good governance in sport and can serve as a foothold for scholars to investigate other contexts.
Gender Diversity in the Governance of Sport Associations: The Sydney Scoreboard Global Index of Participation
This paper examines gender diversity in sport governance globally. Theoretically, the study draws on gender dynamics in organisations, in particular on Kanter's concepts of gender ratios and critical mass. An audit of the gender ratio on boards of National Sport Organisations (n = 1,600) was conducted in 45 countries. Data were collected through the Sydney Scoreboard, an interactive website that tracks women's presence on sport boards internationally. Findings show that women remain underrepresented on three key indicators: as board directors (global mean 19.7 %), board chairs (10.8 %) and chief executives (16.3 %). Few countries have achieved a critical mass of 30 % representation and no continent has achieved the critical mass on any of the three indicators. Women's under-representation in sport governance is due to complex gender dynamics. Gender diversity on sport boards is associated with four interwoven dimensions of gender relations: production, power, emotion and symbolism. The combination of the four dimensions produces an environment that may or may not be conducive to gender diversity.

The policy of sport and the public function of sport
There is a consistent adaptation process involving the government and the public administration caused by the completely new needs that emerge in a society in full evolution. There is a continuous negative perception of the system involving the system of sport and the state’s public system. This happens everywhere, increasing the problems and requiring new models and solutions that promote public policies in the sport. The sports system has become an agent of social transformation, built based on good fellowship and the multidisciplinary aspect. However, it has seen a strong privatization at the expense of the public system. The increasing connection of the sport with the policies for health care, education, or public safety converted to sport and physical culture led to a new vision system that is required to investigate and implement new models in public administration. This article attempts to streamline and codify the priorities in order to strengthen public policies in sports. It is supported by the methodological parameters of a documentary, theoretical, and analytical review of the importance of sport within a State. You want to highlight and also stimulate the integration of a solid physical culture and as the guidance on the use of public resources to promote the values and benefits that are specific to the practice of the sport in all its mod and the correct distribution on the territory in order to make it more sustainable and more inclusive growth.
The impact of strategic management on the competitive performance of Ethiopian premier league soccer clubs
Introduction: Sport governance encompasses the strategic direction and organizational functioning essential to the success of sport entities worldwide, including clubs, national bodies and professional teams. Aim: This study examines the relationship between strategic management practices and the performance of Ethiopian men's soccer premier league clubs. Methods: The study employed a correlational research design with a sample of 118 participants, including managers, coaches, administrative personnel, and Ethiopian Premier League (EL) players. Data were collected via stratified random sampling and analyzed using descriptive and inferential statistics (e.g., regression, ANOVA, Pearson’s correlation). Result: Results indicate that strategic management practices significantly impact organizational performance, explaining 37.8% of variance in club revenue (R² = .378) and 43.5% of variance in customer satisfaction (R² = .435). Conclusion: Strategic management practices are positively and significantly correlated with organizational performance, highlighting the importance of governance in terms of enhancing revenue and customer satisfaction among soccer clubs.
Research on Community Sports Governance Based on the Participation of Multiple Subjects
Community sports governance is a complex process involving the participation of multiple governance subjects, and the interests of different subjects are often very different, so this paper constructs an evolutionary game model to analyze the process of community governance. The game payoff matrix and payoff tree model are constructed with the three parties of regulation, supply and demand of sports services, and the replicated dynamic equations are used to represent the payoff model of each party, and then the payoff status of each governance subject under different combinations of governance strategies is analyzed based on the Jacobian matrix. When the reputation loss of the regulator < regulatory cost, the probability of strict regulation tends to be close to 0. When the social reputation loss of the sport service provider > governance cost-governance gain, the enterprise tends to actively govern. And community residents are more likely to remain active in participating in community sports governance when they obtain sufficient compensation and rewards. It indicates that multiple subjects should balance governance regulation and reward and punishment when participating in community sports governance in order to improve governance efficiency.
Formation of Public Policy in the Field of Physical Education and Sports in Ukraine
The development and promotion of sports in society are crucial concerns for governments worldwide, including Ukraine. The purpose of this study is to examine the current state of physical education in Ukraine and create concepts of possible ways to improve this situation. Methods of analysis, synthesis, and sociological survey were used. The key principles governing state involvement in physical education and sports in Ukraine are outlined, forming the foundation for effective state policies. The primary responsibility of the state is to effectively organize and address the fulfilment of societal needs, promoting the prestige and well-being of the nation. In recent years, numerous discussions have arisen regarding the outdated nature of Ukraine's sports system, which fails to align with contemporary realities, yields unsatisfactory results, and necessitates significant reforms. Additionally, evidence has demonstrated a problem with the antiquated organisation of work, resulting in stagnation and a lack of progress. The priority of Ukraine should be the development of sports of higher achievement and mass sports for various social groups. In any conditions, sports must develop and our champions today and tomorrow must have all the available conditions to practice it. The authors emphasise that it is also necessary to create modern infrastructure and make it accessible to all segments of the population. This study will be useful for representatives of executive and legislative authorities.
Community sports governance and physical activity participation: evidence on mediation by facilities and moderation by awareness
Background As urbanization accelerates across China, community-level sports governance is increasingly recognized as a critical factor in promoting public health through physical activity (PA). However, little is known about the specific mechanisms by which governance structures influence residents’ sports participation, particularly in the presence of sports infrastructure and public awareness. Methods This cross-sectional study surveyed 735 residents in Dongguan, China, using validated instruments to assess perceptions of community sports governance, sports infrastructure development, awareness of sports policies, and physical activity participation. A structural equation model (SEM) was constructed to test the hypothesized mediating effect of sports infrastructure and moderating role of awareness on the relationship between sports governance and physical activity behavior. Results The sports governance system (SGS) significantly influenced physical activity participation (β = 0.323, p  < 0.001), primarily through the mediating role of sports infrastructure development (SID) (indirect effect β = 0.147, p  < 0.001). Public awareness of sports (PAS) significantly moderated the impact of governance on infrastructure (interaction β = 0.377, p  < 0.001), with a smaller but significant total effect on physical activity (β = 0.063, p  < 0.001). The final model explained 41.0% of the variance in SID and 22.1% in PA participation. Conclusion Community sports governance indirectly promotes physical activity primarily by improving local infrastructure. This effect is further strengthened by residents’ awareness of sports programs and policies. Effective physical activity promotion requires not only investments in facilities but also efforts to raise public awareness. These findings support the need for multi-sectoral, system-level strategies integrating governance, infrastructure, and education to improve community health.
Development and validation of the transparency index
This study aimed to develop and validate the Transparency Index, a tool designed to measure transparency and integrity within sports organisations. The index comprises 15 items across three domains: governance, operational practices, and financial transparency. After expert review, the index underwent content validation and statistical analysis. Descriptive statistics revealed items ranging from 0.02 to 0.88 and standard deviations from 0.14 to 0.5. Reliability analysis showed satisfactory internal consistency (Cronbach’s α = 0.72 for the full index), which improved to 0.74 after removing items 9 and 10 due to their low inter-item correlations. Exploratory factor analysis suggested a four-factor solution, accounting for 56.53% of the variance, with factors representing governance, financial transparency, diversity policies, and collaboration with partners. The Kruskal-Wallis test revealed significant differences between institutional levels (H = 63.29, p < .01), with World and National Federations demonstrating higher transparency scores than Regional Associations. No significant differences were found between evaluators, indicating consistency in scoring. These findings underscore the need for tailored transparency policies across different sports governance levels. The Transparency Index demonstrates potential as a valid and reliable tool for evaluating organisational transparency, with promising applications for enhancing governance practices in sports organisations. Further research is recommended to apply the Transparency Index to a broader sample and refine its dimensions.
The mediating role of organizational structure in the relationship between organizational culture and good sport governance in selected Ethiopian Olympic sports federations
The purpose of this study was to examine the mediating role of organizational structure in the relationship between organizational culture and good sport governance in selected Ethiopian Olympic sports federations. The cross-sectional survey design was employed to collect data through a structured questionnaire from 265 respondents randomly selected from six sports federations. The validity and reliability of the involved measures were examined through confirmatory factor, Cronbach's alpha, and correlation analyses. A structural equation modeling analysis with maximum likelihood estimation was conducted to test the relationships among the research variables using SPSS AMOS 23.0. The results indicate that (1) organizational structure significantly mediates the influence of organizational culture on good sport governance (B=.16, P<.01, CI [.072-.297]); (2) organizational culture unexpectedly has a non-significant direct effect on good sport governance (B =.07, t-value =1.33, p >.05), and (3) organizational structure also has a significant direct effect on good sport governance (B =.20, t-value =4.30, p <.001). Hence, the findings of this study signify the need for a fit between culture and structure to tailor the beliefs, values, and attitudes of organizational members through the optimally framed organizational structure to good sport governance implementation in the surveyed sports federations.
