A green theory of technological change: Ecologism and the case for technological scepticism
Green political theory has a problem: it fails to account for human ingenuity. As a result, it has always struggled to refute the technologically optimistic notion that, in an era of rapid technological development, new technologies will materialise to resolve environmental ills. From ecologism’s first emergence, this idea has been its opponents’ ultimate recourse. It is especially significant because it denies the constitutive claim of ecologism that environmental problems require political solutions. It is in this claim that the green alternative to modernity and its ideologies is advanced. Yet, green scholars have never successfully refuted technological optimism; indeed, ecologism has always lost the scholarly battles over technological change, even as technology has failed to mitigate environmental catastrophe in the real world. This article’s green theory of technological change alters this: it shows that the green belief that technological development is unpredictable is in fact well-founded. In so doing, it buttresses the green challenge to modern political ideologies and justifies the movement for ecologism in the world. In short, it reasserts the claim that the natural is political and reinforces the need for a distinctly green version of political theory.

Philosophy of Technology Assumptions in Educational Technology Leadership

A qualitative study using grounded theory methods was conducted to (a) examine what philosophy of technology assumptions are present in the thinking of K-12 technology leaders, (b) investigate how the assumptions may influence technology decision making, and (c) explore whether technological determinist assumptions are present. Subjects involved technology directors and instructional technology specialists from school districts, and data collection involved interviews and a written questionnaire. Three broad philosophy of technology views were widely held by participants, including an instrumental view of technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making in cognitive dissonance with each other, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The researcher concluded that as leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. A risk is that this can on occasion mean a quickness to adopt technology for the sake of technology, without aligning the technology implementation with educational goals.

Review: The Energy Implications of Averting Climate Change Catastrophe

Conventional methods of climate change (CC) mitigation have not ‘bent the curve’ of steadily rising annual anthropic CO2 emissions or atmospheric concentrations of greenhouse gases. This study reviews the present position and likely future of such methods, using the recently published literature with a global context. It particularly looks at how fast they could be implemented, given the limited time available for avoiding catastrophic CC (CCC). This study then critically examines solar geoengineering, an approach often viewed as complementary to conventional mitigation. Next, this review introduces equity considerations and shows how these even further shorten the available time for effective action for CC mitigation. The main findings are as follows. Conventional mitigation approaches would be implemented too slowly to be of much help in avoiding CCC, partly because some suggested technologies are infeasible, while others are either of limited technical potential or, like wind and solar energy, cannot be introduced fast enough. Due to these problems, solar geoengineering is increasingly advocated for as a quick-acting and effective solution. However, it could have serious side effects, and, given that there would be winners and losers at the international level as well as at the more regional level, political opposition may make it very difficult to implement. The conclusion is that global energy consumption itself must be rapidly reduced to avoid catastrophic climate change, which requires strong policy support.

PurposeBased on the E-Service Quality (E-SQ) model, this study investigates the effects of self-service technology (SST) quality attributes, specifically automated teller machines (ATMs), on customer satisfaction. The interaction effects of technological optimism on the abovementioned link are also examined. SST usage is conceptualized as a multidimensional construct that consists of five dimensions (reliability, security, convenience, functionality and responsiveness).Design/methodology/approachThe data were collected through a survey of a sample of Malaysian participants who used cash-recycling ATMs. The proposed theoretical model was tested using partial least squares (PLS) structural equation modeling (SEM).FindingsThe results suggest that reliability, convenience, and functionality are critical factors that affect customer satisfaction in using ATMs. Technological optimism was found to weaken the relationship between reliability and customer satisfaction.Practical implicationsConsidering the relative novelty of cash-recycling ATMs in the market, banks should ensure a smooth, error-free and accessible functioning of the system. Special attention has to be given to tech-savvy consumers whose higher level of optimism, with an increase of perceptions of reliability, may suppress their heighten sense of fulfillment. This customer group could be offered interactive digital engagement through mobile applications and social networking channels.Originality/valueThe E-SQ model is a helpful tool to understand the reasons underlying user satisfaction with cash-recycling ATMs. The results also contribute to the theoretical development of the E-SQ model through the integration of technological optimism as a contingent factor.

How Does Herbicide Resistance Change Farmer’s Weed Management Decisions? Evidence from the Roundup Ready Experiment

Adoption of diverse weed management practices is viewed as essential for slowing the spread of herbicide-resistant (HR) weeds. Yet, adoption of diverse tactics has remained low, while there has been explosive growth of resistant weeds. This study analyzes U.S.-farm-level data to identify factors affecting adoption of diverse weed management practices. This study uses directed acyclic graphs (DAGs) to consider how practice adoption is influenced by different causal pathways between farmer and farm characteristics and farmer awareness of and concern over HR weeds. This study then uses multiple regression analysis to estimate the direct and indirect pathways that influence practice adoption. Respondents relied more heavily on herbicide-based weed control methods than on mechanical or cultural methods. Concern over herbicide resistance increased the number of practices farmers adopted and the percentage of acres where farmers implemented these practices. Practice adoption was negatively associated with increasing levels of farmer risk aversion. Technological optimism—belief that new herbicides would soon be developed to counter HR weeds—discouraged diverse herbicide use practices that combat resistance, but encouraged use of some non-chemical weed control methods. Perceived weed dispersal externalities (from weed mobility) led to more diverse weed management, running counter to hypotheses that greater mobility reduces incentives for individual resistance management.

Technological change modelling (TCM) is quietly transforming the landscape of environmental debate. It provides a powerful new basis for technological optimism, which has long been a key battleground. The technique is at the heart of mainstream climate change mitigation policies and
greatly strengthens environmentalism over ecologism. It seems to show that technological change can solve the problem. I argue that the models employ a flawed understanding of technological change and that policies based on them are a major gamble. The article aims to begin a wider debate
on TCM, offering a defence of ecologism rooted in the history of technology and SCOT literatures.

Gödel, Turing and the Iconic/Performative Axis
1936 was a watershed year for computability. Debates among Gödel, Church and others over the correct analysis of the intuitive concept “human effectively computable”, an analysis at the heart of the Incompleteness Theorems, the Entscheidungsproblem, the question of what a finite computation is, and most urgently—for Gödel—the generality of the Incompleteness Theorems, were definitively set to rest with the appearance, in that year, of the Turing Machine. The question I explore here is, do the mathematical facts exhaust what is to be said about the thinking behind the “confluence of ideas in 1936”? I will argue for a cultural role in Gödel’s, and, by extension, the larger logical community’s absorption of Turing’s 1936 model. As scaffolding I employ a conceptual framework due to the critic Leo Marx of the technological sublime; I also make use of the distinction within the technological sublime due to Caroline Jones, between its iconic and performative modes—a distinction operating within the conceptual art of the 1960s, but serving the history of computability equally well.

for making such judgments. We lean on Aristotle’s famous account of how
and moral virtues develop to make our case. If Aristotle is right that the habitual exercise of practical judgment allows us to incrementally hone virtues, and if AI saves us time by taking over some of those practical judgments, or if its pattern recognition capacities are very good at learning that kind of behavior – we risk innovating ourselves out of moral competence with the introduction of AI.

The current research on systems thinking criticizes the additive nature of green chemistry (GC) not being supportive of systems thinking to achieve holism in its practices. This paper argues that systems thinking should comprise of the social issues, and, therefore, it studies renowned papers by GC pioneers and reviews on the field regarding how they address the social dimension of sustainability. It points out how GC has ignored social sustainability in its discourses, practices, and evaluations, leading to a reductionist interpretation of sustainability. Then, this paper presents some challenges to be overcome in order to achieve balanced sustainability. A systemic chemical thinking is advocated, considering chemistry in culture and chemistry as culture, expanding the chemistry rationality from ontological and technological dimensions into the epistemological and ethical ones. It is then discussed how chemistry education can help to promote sustainability in a broad and systemic way.
