تدور الرواية حول مجموعة من الأفكار والأحداث والغرائب والتي لا يشعر معها القارئ العربي إلا بروح الإدانة لنمط من الحكام الذين يشبهون الجنرال المستبد في الرواية. انقسم الكتاب إلى ستة فصول، تحكي كل منها نفس القصة عن السلطة المطلقة التي يتمتع بها الطاغية الكاريبي. حيث تدور الرواية حول طاغية خيالي عجوز من طغاة إحدى جمهوريات الكاريبي، نسجه خيال ماركيث من مزيج من طغاة أمريكا اللاتينية الحقيقيين، من بينهم الديكتاتور الكولومبي وغستابو روخاس بينيا والإسباني فرانسيسكو فرانكو والفنزويلي خوان بيثنتي غوميث.
