يتحدث الكتاب عن أنه اقتضت الحكمة الإلهية التنويع في خلق البشر أي يوجد ولد سليم الخلقة لا نقص متفوق وبين إنسان ولد بنواقص في الخلقة كأن يكون ضريرا أو مشوها خلقيا أو مصابا بالتخلف العقلي أو غير معافى أو غيرها من العلل التي لا تجعله متساويا مع غيره من البشر أو اقل منهم قدرة بدنية أو قدرة عقليه وحتى بالفوارق ويمثل (المعوقين) ذوو الاحتياجات الخاصة 10% من سكان العالم وترتفع النسبة في العالم العربي إلى 12% بناء على الإحصاءات الصادرة عن الأمم المتحدة والمنظمة العربية للتربية والثقافة والعلوم.
