هذا الكتاب هو كتاب في تراجم الرجال متخصص بطبقة معينة وهم فقهاء بلاد اليمن وهو من أقدم كتب الطبقات اليمنية عرف فيه كل فقيه حل باليمن منذ عهد رسول الله صلى الله عليه وسلم إلى عهد المؤلف في القرن السادس وقد تكلم فيه عن كل من تولى الأحكام أو القضاء أو الفقه في هذه الفترة مع إيراد ما أمكنه الحصول عليه من أخبارهم وحياتهم ومصنفاتهم وأهم الحوادث التاريخية المتصلة بذلك، معتمدا على ما حصله من بطون كتب التاريخ والفقه والحديث وما نقله عن طريق شيوخه.
