في الباب الأول من هذا الكتاب يستعرض المؤلف العلاقة بين الحسبة وولاية المظالم وبين الفروق بينهما كما بين علاقتهما بالقضاء وعلاقة الحسبة بالشرطة وعملها والقارئ للكتاب سيقف على الفروق الدقيقة بين هذه النظم وهي فروق دالة على التقدم الحضاري للنظام الإسلامي في ضبط أحوال المجتمع ومنع وقوع الجرائم والمظالم ومحاسبة من يرتكبها إذا وقعت والباب الثاني للكتاب خصصه المؤلف للدولة والحكم والحسبة والمقارنة التي عقدها بين الأحتساب على الإرادة والأحتساب على ذوي الجاه والسلطان من ناحية والمقارنة التي عقدها من ناحية أخرى بين الحسبة في الشريعة الإسلامية.
