جاء في الكتاب ان تشريع قانون شركة النفط الوطنية في آذار 2018 بما فيه من ايجابيات وبما عليه من ملاحظات، يعد انجازا وطنيا بامتياز وخطوة إيجابية باتجاه إصلاح القطاع النفطي في محوريه الاستخراجي والتسويقي بعد تعثر وتخلف الاداء في القطاع النفطي الذي دام لا كثر من ثلاث عقود عندما اقدم النظام السابق عام 1987 على حل شركة ودمجها مع وزارة النقط، إذ تمت قيادة القطاع بشكل مركزي مما ادى الى تلكؤ خططه الإنتاجية وبعثرة امكانياته الفنية واضعاف قدراته البشرية.
