تلبية لرؤية إمارة أبوظبي في إنشاء متحف فنون على أراضيها، تواصلت الإمارة مع المتاحف الفرنسية لمعرفة التقنية اللازمة لإتمام مشروعها بنجاح. وبموجب اتفاق حكومي دولي عقد في 6 مارس عام 2007 قررت دولة الإمارات العربية المتحدة وفرنسا بإنشاء متحف عالمي يحمل اسم اللوفر أبو ظبي المقرر إفتتاحه في ديسمبر 2015، وتجتمع المؤسسات الفرنسية المشاركة في مشروع اللوفر أبوظبي في إطار وكالة متاحف فرنسا التي تضم المؤسسات الثقافية التالية متحف اللوفر، ومركز بومبيدو، والمؤسسة العامة لمتحفي أورسيه والأورنجيري، ومكتبة فرنسا الوطنية، ومتحف كيه برونلي وغيرهم.
