يغطي الكتاب مراحل أساسية في التطور السياسي للكويت وكيفية وإرهاصات الانتقال من الإمارة المطلقة إلى الدولة الدستورية والتي مثلت مرحلة الصعود والنهوض بمشروع الدولة حتى الاستقلال عام 1961 وصدور الدستور عام 1962 ومن خلال تجربته في العمل الشعبي والمدني وتجربته في البرلمان ويرصد الدكتور الخطيب بدايات الانكسار والتراجع لمشروع الدولة عام 1967.
