وجه محمد علي همته إلى إيفاد البعثات المدرسية إلى أوروبا ليتم الشبان المصريون دراستهم في معاهدها العلمية، وهذه الفكرة تدل على ناحية من نواحي عبقرية محمد علي باشا، فهو لم يكن يكتفي بأن يؤسس المدارس والمعاهد العلمية في مصر ليتلقي فيها المصريون العلوم التي تنهض بالمجتمع المصري. بل اعتزم أن ينقل إلى مصر معارف أوروبا وخبرة علمائها ومهندسيها ورجال الحرب والصنائع والفنون فيها. وأراد أن تضارع مصر أوروبا في مضمار التقدم العلمي والاجتماعي. فقصد من إرسال البعثات إلى تكوين فئة من المصريين المثقفين لا يقلون عن أرقى طبقة نبيلة في أوروبا.
