فنزويلا واحدة من أكثر بلدان أمريكا اللاتينية تحضراً. واستفادت فنزويلا منذ مطلع العقد الأخير حتى أواخر عام 2014 من الارتفاع التاريخي في أسعار النفط الذي مكنها من زيادة إنفاقها العام على برامجها الطموحة. وأفضت سياسات النمو الاقتصادي وإعادة التوزيع إلى تراجع كبير في معدلات الفقر من 50 في المائة في عام 1998 إلى 30 في المائة تقريباً في عام 2013. وأثر انهيار أسعار النفط الدولية إلى جانب المشهد الاقتصادي والسياسي تأثيراً كبيراً على الأداء الاجتماعي لفنزويلا في السنتين الأخيرتين. ووصلت معدلات الفقر في المناطق الريفية إلى مستويات عالية وصاحب ذلك عدم القدرة على تلبية الاحتياجات الأساسية وارتفاع معدلات العملية الاقتصادية بمقدار ثلاثة أضعاف عن متوسطاتها الوطنية. وزاد معدل الفقر في عام 2015 مرة أخرى إلى 33.1 في المائة.
