هذا الكتاب لا غنى عنه بالنسبة للباحثين في تاريخ تطوان، لأنه مختصر مفيد لأصله الكبير الذي وضعه المؤلف في أحد عشر جزءا وفصله على ثلاثة عشر فصلا عرف فيه بالمدينة وتاريخ بنائها وأطواره المتعددة ؛ ثم انتقل بالقارئ في تحقيق اسمها وبيان موقعها الطبيعي والجغرافي ووصف أحيائها وأنواع الأعمال والصناعات التي كان يمارسها سكانها. هذا بالإضافة إلى التعريف بأسرها والشخصيات السياسية بها.. وكان الفقيه الرهوني قد ألقى مضمون هذا \"المختصر\" عبر أثير إذاعة تطوان (راديو درسة) سابقا في حلقات بدافع بث العلم والثقافة التاريخية بين الناس.
