Overview
حينما تتعرض المنظمة لبعض المشاكل فإنها يمكن أن تتوقف وتأخذ فرصتها في علاج هذه المشاكل ولكن حينما يستفحل الأمر وتصبح هناك كوارث (أي خسائر) فادحة يمكنها أن تهدد بقاء المنظمة، فعلى المنظمة أن تسعى إلى دراسة حقيقية، واستعداد جدي لمواجهة هذه الأزمات، وتقاعس المديرين في هذا الأمر يشير إلى فشل إداري أو خلل في الأنظمة الإدارية. وعلى الجهاز الإداري أن يكون يقظاً في دراسة أي شواهد أو أسباب أو مظاهر قد تنم عن وجود قاعدة ضخمة من المشاكل والكوارث المتتابعة. وهذا الأمر أشبه بجبل الجليد، لا يمكن رؤية إلا قمته والتي تعبر عن بعض الأسباب والشواهد والمظاهر، ولكن \"ما خفي كان أعظم\" حيث أن بقية الجبل الجليدي المختفي تحت الماء يعبر عن نتائج سلبية وخسائر متعاظمة وكوارث تتابع وراء بعضها. ويوضح شكل (1-2) مفهوم الجبل الجليدي للأزمات.
