يقع هذا الكتاب في عشر وحدات على النحو التالي الوحدة الأولى وتتناول فلسفة حرية الفكر والتعمير وتطورها التاريخي منذ العصور القدية مرورا بالعصور الوسطى ثم العصر الحديث والمعاصر. الوحدة الثانية وهي خاصة بمفهوم حرية الإعلام وأبعادها الخاصة بالإعلام (ضماناته ومسئولياته) ووسائل الإعلام نفسها، وأخيرا حقوق الجمهور وخصصت الوحدة الثالثة لتشريعات الصحافة في مصر سواء فيما يتصل بالمبادی الدستورية أو قانون الصحافة الحالي رقم 11 لسنة 1999. كما خصصت الوحدة الرابعة للحديث عن نقابة الصحفيين في مصر في ظل قانونها الحالي لسنة 1970. وتناولت الوحدة الخامسة تشريعات الإذاعة في مصر (الراديو والتليفزيون)، وذلك في إطار القانون 13 لسنة 1979 وتعديلاته .
