إن علم قواعد الفقه الكلية من العلوم التي يحتاج إليها كل طالب يتخصص في أحد الفرعين (الفقه والأصول) بقسم الدراسات الإسلامية، وقواعد الفقه أحد نوعي أصول الفقه كما قرره الإمام القرافي. والهداف من هذا الكتاب : تعريف الطلبة بقواعد الفقه الكلية والتمييز بينها وبين العلوم ذات الصلة بها. معرفة مدى جواز الاعتماد على القواعد الفقهية عند الاستدلال للأحكام الفقهية. معرفة أحكام المستجدات عن طريق تطبيق قواعد الفقه الكلية. معرفة أركان قواعد الفقه الكلية وشروطها والقواعد الفرعية الداخلة فيها. معرفة أدلة كل قاعدة من قواعد الفقه الكلية التسع الداخلة في مفردات المساق ووجه دلالتها. التنبيه على أن كل قاعدة فقهية وإن اشتملت على مسائل فرعية غير محصورة، إلا أن هناك مسائل معدودة خرجت عن القاعدة فلا يجوز تطبيق القاعدة عليها.
