يضم هذا الكتاب وثيقة تاريخية نادرة تسلط الضوء، لأول مرة، على حوادث العقد الأول من القرن التاسع عشر، التي بقيت تفاصيلها المعقدة الحساسة بعيدة عن متناول المؤرخيين والباحثين زمنا طويلا. والكتاب أحد مؤلفات القنصل الفرنسي في بغداد وحلب، جان بابتيست لوي روسو، الذي اشتهر برحلاته بين بغداد وحلب. وهو أحد أندر مؤلفاته وأخطرها. فقد كشف فيه خبايا السياسة الفرنسية في الشرق عامة والعراق خاصة، يكاد أن يكون المصدر الوحيد المفصل عن حقبة حكم الوالي علي باشا (1802-1806). وفيه معلومات مهمة جدا عن غارات الوهابيين في العراق، وعن نشأة الدولة السعودية الأولى والتحالف بين محمد بن عبد الوهاب وابن سعود. كما وردت فيه معلومات نادرة وطريفة عن الطائفة اليزيدية نقلا عن الأب موريس كاريزوني. وقد ضمنها المستشرق سلفستر دي ساسي في هذا الكتاب لأهميتها وعلاقتها بموضوع الكتاب.
