تهدف الدراسة إلى تقصي واقع حقوق الطفل في سوريا، وذلك من خلال رصد أنماط الرعاية التي يتلقاها الأطفال من المؤسسات الحكومية المعنية بالتنشئة الاجتماعية كالمدارس ورياض الأطفال، وكذلك مستوى أنماط الرعاية التي يتلقاها الأطفال من الأسرة. انطلاق من الإيمان الكامل بمسؤولية الدولة عن هذه المستويات كافة فيما يتعلق بالأسرة فإن تقصير الأخيرة بأدوارها في تقديم الرعاية المناسبة إنما يقع وزره على الدولة، إضافة إلى مؤسسات التنشئة الاجتماعية المرتبطة مباشرة بالدولة مثل المدارس، أو تلك التي تشرق عليها الدولة ولا تقع ضمن السلم التعليمي الرسمي مثل دور الحضانة ورياض الأطفال.
