نجحت الدستورية الليبرالية في الصمود على صعيد الأسس، في حين تغيرت مكوناتها ونبراتها، لم يعد البرلمان تدريجيا مسرح التمثيل السياسي (بل كان ينظر إليه باعتباره مجلسا مغلقا لطبقة سياسية تفتقد للاحتكاك القوي بحياة الأشخاص العاديين)، اعتقد الرأي العام أنه يعبر عن نفسه بشكل أكبر من خلال ما عرف بوسائل الإعلام، ليس المقصود هنا الصحف فقط وإنما أيضا الإذاعة وفي المقام الأول التلفزيون، إلا أن هذا الوسط قد حول المشاركة السياسية إلى مشاهدة سياسية، فأقصى ما يمكن للأشخاص القيام به هو مشاهدة الزعماء السياسيين والاستماع إليهم دون التمتع بوسائل التفاعل معهم، فقد كانت شرعية الأحزاب في كل مكان تعاني أزمة مزمنة.
