يعتبر تقييم كفاءة التدريب جزءا مهما من أنظمة وخطط التدريب، وتظهر أهمية هذا الجزء لسبب أنه يوضح لنا ما إذا كانت أنظمة وخطط التدريب الحالية ناجحة أم لا، وبالتالي فهو يحكم بصورة مسبقة على ما إذا كانت نفس الأنظمة والبرامج ستنجح في المستقبل أم لا، وإذا كان هنا هو الحل، فغن التقسيم الحالي لفاعلية التدريب يفيد في تحسين وتطوير الأنظمة والبرامج التدريبية التي يتوقع القيام بها في المستقبل. وكم من دولة نامية ، بذلت جهودا كبيرة في تدريب مواردها البشرية، وأنفقت أموالا ومجهودا في تحديد الحاجات التدريبية وفي تصميم البرامج، غلا انها غالبا ما تتقاعس عند وضع أنظمة تقييم هذه البرامج. ويؤدي هذا الوضع إلى فشل كثير من البرامج التدريبية وبرامج التنمية.
