يحتوي هذا الكتاب موضوعيا خمس موضوعات، وهي : 1-المقدمات : وعددها 13 مقدمة، ضمنها الشاطبي المبادئ العامة التي يحتاج إليها في فهم مباحث الكتاب، 2-الأحكام : ويتناول فيه الأحكام التكليفية الخمسة والأحكام الوضعية الخمسة، مبينا ارتباطها بقاصد الشريعة، 3-المقاصد : وقد قسمها الشاطبي إلى أربعة أنواع فصل كل منها إلى فصول ومسائل فيسماها \"مقاصد الشارع، ومقاصد المكلف، وجملة مباحث علم المقاصد 49 مبحثا، و62 فصلا، فصل فيها الشاطبي نظريته التي تتلخص في الشريعة نظام شامل لإصلاح الإنسان، 4-الأدلة : وقد اقتصر الشاطبي منها على دليلين هما : الكتاب والسنة، فتناول كل ما يتعلق بهما من الموضوعات والمسائل، 5-الاجتهاد والتقليد : بحث فيه كل ما يتعلق بهذين الموضوعين، وما يتعلق بالمتصفين بكل منهما. هذا وتجدر الإشارة إلى أن الشاطبي كان أول من نادى باعتماد مقاصد الشريعة في الاجتهاد.
