السيناريو كمفهوم هو أحد مدلولات العمل على المستويات العليا والتخصصية للمشتغلين في مجال إدارة الأزمات، على اعتبار أن السيناريو هو مجموعة من الإجراءات المحتملة أو المطروحة في بدائل لمواجهة موقف طارىء أو أزمة افتراضية ، وبالتالي يمكن أن نضع السيناريو لمواجهة أزمة محتملة، أو لإدارة أزمة لتحقيق أهداف محددة (وهو ما يطلق عليه عملياً إدارة المصالح بالأزمات)، وقد ارتبط مفهوم السيناريو في فكر الكثيرين بمعنى واحد، أنه يستخدم عند إجراء المباريات السياسية أو العسكرية. الواقع غير ذلك، حيث أن جميع العاملين في مجال اتخاذ القرار يحتاجون بالفعل إلى تصور منطقي يتلاءم مع الظروف التي يتخون فيها القرار خلال مراحل كثيرة من عملهم، وبالتالي سيحتاجون إلى اللجوء إلى استخدام مفهوم السيناريو.
