هذا الكتاب نادر وفي حكم المفقود، ويعد من أهم أعمال الفيلسوف البريطاني برتراند رسل في مجال الفكر السياسي والنظريات الاقتصادية، ومن أضخمها مقارنة بكتبه الأخرى في المجال نفسه ك\"السلطة والفرد\"، و\"مثل عليا سياسية\". إن هذا الكتاب محاولة لتتبع الأسباب الرئيسية للتغيير السياسي الذي حدث خلال السنين المائة الواقعة بين 1814 و1914. وتنقسم هذه الأسباب حسب المؤلف إلى ثلاثة أنواع : التطبيق الفني الاقتصادي، والنظريات السياسية، والأفراد المهمين. ومن خلال دراسته لتاريخ أوربا وأمريكا خلال تلك المرحلة، يحاول رسل أن يبين مقدار التفاعل أو التعارض بين سببين من الأسباب الرئيسية في التغيير الذي تم خلال القرن التاسع عشر : أولهما الإيمان بالحرية الذي كان سائدا بين الأحرار والراديكاليين، وثانيهما ضرورة التنظيم التي نجمت عن التطبيق الفني الصناعي والعلمي.
