يتناول الكتاب في فصله الأول أنواع أنظمة الحكم من ملكية إلى جمهورية والمقارنة بينهما، في فصله الثاني يتطرق إلى نماذج أنظمة حكم عربية قسمها إلى مجموعتين، واحدة استقر شكل نظامها منذ استقلالها، وأخرى تغيرت إلى شكل آخر، في فصله الثالث يتناول بالبحث الاتحاد العربي الهاشمي بين العراق والأردن ويركز على الجانب الأردني، أما فصله الرابع فيتناول العراق الملكي، ينتقل بعدها في فصله الخامس والأخير الى العراق الجمهوري، وينتهي بخاتمة يوجز فيها الكاتب رأيه واستنتاجاته.
