يكتسب هذا الكتاب أهميته من أنه يقدم سيرة ذاتية موجزة لمحمد على وإصلاحاته العديدة، خطها أحد علماء الأزهر الذين عاصروا تلك الإصلاحات ، وهو الشيخ خليل بن أحمد الرجبي، الذي يقدم لنا فى مؤلفه هذا رأيا مؤيدا لإصلاحات محمد على، مبينا أنها تتفق وأحكام الشريعة الإسلامية، وتؤدى إلى صالح البلاد والعباد وعلى الرغم من النظرة الواحدة التي كتب بها الرجبي متحيزا لمحمد على، فإن هذا المخطوط يحتوى على كثير من المعلومات المهمة عن الحالة الأمنية فى مدن مصر وقراها قبيل محمد على وفى الفترة الأولى من حكمه، وعن حروبه ضد الوهابيين، وكذلك عن سياسته ،الزراعية، وبناء الأسطول والجيش المصرى الحديث وغير ذلك من الإصلاحات والنشاطات التى كان الرجبي شاهد عيان عليها.
